<p>The Work shall consist of furnishing labor, material, equipment, insurance, incidental items and permits, all in accordance with the Contract Documents, for the painting of residential apartments in any of the Buildings constituting the Development(s) included in this Contract.  The Contractor must paint complete apartments (including all bedrooms, kitchen, living room, foyer, dinette, halls, bathrooms) in the manner described below, using a Standard One (1) Coat Paint System or a Standard Two (2) Coat Paint System or Three (3) Coat Paint System Modernization as stated in the Specifications and as directed by the Authority in Work Authorizations.</p>

<p>NYCHA, by issuing this Solicitation and pursuant to 24 C.F.R. Part 963 regarding contracting with resident-owned businesses, seeks proposals (<strong>Proposals</strong>) from NYCHA resident-owned businesses (the <strong>Proposers</strong>) to provide NYCHA with a recycling program at Wagner Houses (the <strong>Program</strong>) that includes the following deliverables and services: (1) a written outreach plan and written educational materials to engage and educate residents of Wagner Houses how to effectively recycle and compost; (2) the collection of recyclable materials at Wagner Houses on a regular basis to maximize the amount of waste diverted from landfills for an 18-month period; and (3) collection and reporting to NYCHA of data related to the Program, as detailed more fully within <strong>Section II</strong> of this Solicitation (collectively, the <strong>Services.</strong></p><p>A non-mandatory Proposers conference (<strong>Proposers Conference</strong>) will be hosted online via Microsoft Teams on <strong>September 9, 2021 at 2:00 p.m</strong>.  Although attendance is not mandatory at the Proposers Conference, it is strongly recommended that all interested Proposers attend. Proposers who wish to attend must RSVP by e-mail to NYCHAs Coordinator by no later than September 7, 2021 and NYCHAs Coordinator will provide log-in information.  NYCHA additionally recommends that Proposers e-mail questions  to NYCHAs Coordinator at <u>RFP.procurement@nycha.nyc.gov </u>by no later than <strong>1:00 p.m. on September 13, 2021.</strong>  NYCHA will upload all questions and answers to iSupplier.</p><p>Proposals must be successfully submitted into iSupplier in final form no later than <strong>2 p.m. on September 21, 2021</strong> (the <strong>Proposal Submission Deadline</strong>).  Proposals which are saved in iSupplier as a draft but not successfully submitted will not be considered.  Proposers should refer to <strong>Section IV(2)</strong> of this Solicitation for details on Proposal submission requirements.</p>

The Proposal shall not include embedded documents or proprietary file extensions. Except for the submission of flashdrives specifically permitted by NYCHA, NYCHA will not accept Proposals via e-mail, fax, or mail. <p>This Contract shall be subject to the New York City Housing Authority's Project Labor Agreement (PLA). As part of its bid and no later than three (3) business days after the bid opening, the Bidder must submit Letters of Assent to the Project Labor Agreement signed by the Bidder and each of the Bidder's proposed Subcontractors. Failure to submit all required signed Letters of Assent within three (3) business days after the bid opening shall result in a determination that the Bidder's bid is non-responsive.</p><p>the Contractor shall conduct a survey of the Range Hood Commercial Cooking Fire Suppression Systems and identify any design or operating deficiencies or Code violations. Submit this report to NYCHA regarding the condition of the system(s) including recommendations for any corrective action needed. Also include a proposal to perform this Work based upon the established Unit Prices.  Install, Replace, Alter, or Repair the Range Hood Commercial Cooking Fire Suppression Systems as required to ensure proper operation and compliance of New Yorks local codes and regulations, including all of the manufacturers product instructions. The Contractor shall submit a detailed Scope of Work and Cost Proposals for the recommended required work based on the adjusted unit prices in the Form of Proposal. Where unit prices have not been provided, the Contractor shall provide a detailed Scope of Work and Cost Proposal (including cost breakdown) for the Work required. Whenever possible the Cost Proposal shall be a lump sum price.</p>

<p>Re-Bid-The work shall consist of furnishing all labor, materials, and other incidental items required at various Developments during the contract duration. Without limiting the generality of the foregoing, the following items of work are included in this contract: repair and/or replacement of existing apartment windows that have moisture damage and air leakage (repair to the wall assembly surrounding windows must be done before or during window replacement); windows in high risk areas, such as around doors and walkways, and per New York City Building Code requirements, must have safety glass; bedroom windows functioning as a fire escape (egress) must be identified and replacement windows must accommodate this egress function; window installation shall not cause water leakage, air leakage, and noise leakage. In addition to implementing new technologies, EITS is responsible for maintaining the existing IT environment and sustaining day-to-day operations. <p>The Office of Administrative Trials and Hearings (OATH) is the Citys central, independent administrative law court. Hearings are conducted on summonses that are issued by twenty-five (25) different enforcement agencies for alleged violations of law or City rules. OATH conducts approximately 300,000 fair and impartial hearings each year. Respondents, their attorneys, the petitioning agencies and inspectors attend the hearings. As a result of the COVID-19 pandemic, OATHs offices have been closed to in-person hearings, and OATH has contracted CourtCall, LLC to provide emergency remote appearance platform for hearings by telephone conferencing for the notices of violations and summonses received by respondents. CourtCall, LLCs remote court appearance emergency contract will end on December 31, 2021. The remote court platform is a unique technology which allows hearing officers to operate and maintain control of the teleconferencing hearings. The system records the proceedings which the administrative courts can download and save. It includes a robust set of tools and web conferencing features, high system reliability and technical redundancy to ensure uninterrupted service at reasonable cost. Separate requests for proposals (RFPs) will be issued to shortlisted firms permitting award of a separate design-build contract for each project. The budget for each facility is $1.5 to $1.8 billion.</p><p><u><strong>Program Modifications:</strong></u> Based on industry feedback, the City is modifying the lump sum contract delivery format adopted previously for the Early Works to a Cost Plus Not-to-Exceed Guaranteed Maximum Price (GMP) format in accordance with the New York City Public Works Investment Act. This GMP procurement approach will allow for a target price proposal to be submitted at the RFP stage and for a contract price proposal to be developed collaboratively with DDC and the awarded Design-Builder during the Phase 1 Design and Enabling Work under the Design-Build Contract.
