Additional Description 1

The New York City Department of Health and Mental Hygiene (DOHMH) continues to seek proposals for the Open-Ended School Based Health Centers (2019) Request for Proposals (RFP) through the HHS Accelerator system. This RFP is issued and remains available through the HHS Accelerator system only to those organizations prequalified in the relevant service areas. Proposals will be accepted on an on-going basis submitted through the HHS Accelerator system in the manner set forth in the 'Procurements' section of the system by those same prequalified organizations. Go to www.nyc.gov/hhsaccelerator to learn more.

School Based Health Centers (SBHC) were established by Chapter 198 of the NYS Laws of 1978 to improve the accessibility and availability of quality comprehensive and preventive physical and mental health services to preschool, elementary, middle and secondary school students in high risk areas of New York State. As a result of this Law, NYS Department of Health approves, licenses and monitors every SBHC in NYS. School Based Health Centers are medical health centers within the schools. They help students manage their illnesses during the school day. Because of the location, School Based Health Center are an easy health care option for busy students with busy parents who cannot always make it to their doctors office. School-Based Health Centers have been providing primary care to students in NYC schools for over 30 years. Its been proven that School-Based Health Centers lower school absences and parents time away from work. They also lower the chance of an emergency room or hospital visit. If a child has a chronic illness, or suddenly gets sick, a School-Based Health Center at their school can assist the child with needed care.

Additional Description 1

In February 2021, The Chelsea NYCHA Working Group released a Report that recommended strategies to address the capital needs of the four Chelsea neighborhood NYCHA developments Fulton, Chelsea, Chelsea Addition, and Elliott Houses which together comprise 2,073 apartments. The Working Group was made up of a group of residents, elected officials and staff, Community Board 4 members, NYCHA and Mayors office staff, and affordable housing and legal advocates that met over the course of 18 months to research, evaluate, and recommend strategies to bring comprehensive repairs to all of the developments.

The main strategies to generate funds for the repairs included leveraging programs of the U.S. Department of Housing and Urban Development (HUD) to preserve existing public housing stock via NYCHAs preservation initiative called Permanent Affordability Commitment Together (PACT) and constructing new mixed-income housing, commercial spaces, community facilities, and ground floor retail at locations identified by the Chelsea NYCHA Working Group.

This Request for Proposals (RFP) allows NYCHA to effectuate comprehensive repairs at all of the developments and is seeking Applicants consisting of at least one Developer, General Contractor, and Property Manager to submit a cohesive and integrated plan to address the estimated $366 million dollar capital need and bring much-needed repairs to these NYCHA properties. Applicants are required to complete comprehensive tenant-in-place rehabilitation (and financing thereof), on-going property management, and conversion of the properties from the public housing program under Section 9 of the U.S. Housing Act of 1937, as amended (the The Housing Act) to a voucher platform under Section 8 of the Act pursuant to RAD and Section 18 . To further bolster the financial feasibility of the conversion to Section 8 and to create new housing, community programming, and commercial opportunities, Applicants may include newly constructed buildings and/or retail conversions in their Proposals.

This RFP is guided by the recommendations in the Chelsea Working Group Report and was created in collaboration with residents from Fulton, Chelsea, Chelsea Addition, and Elliott Houses. Applicants should review the report found here: https://www1.nyc.gov/assets/nycha/downloads/pdf/Chelsea-NYCHA-WG-Report-Final.pdf and must submit proposals by August 11, 2021.

Two Pre-Submission Conferences will be held virtually on May 5, 2021 at 12:00 P.M. and May 19 at 12:00 P.M. To RVSP for the Pre-Submission Conference, please email fultonelliottchelsearfp@nycha.nyc.gov with the subject header, Pre-Submission [insert preferred date] Conference RSVP. In the email, please state your name, company, phone number, email address and number of attendees.

NYCHA additionally recommends that Applicants submit, via e-mail, written questions to NYCHAs RFP Coordinator at rfp.procurement@nycha.nyc.gov by no later than 2:00 p.m. on May 11, 2021 after the 1st Conference or no later than 2:00 p.m. on May 26 after the 2nd Conference. Questions submitted in writing must include the firm name and the name, title, address, telephone number and e-mail address of the individual to whom responses to the Applicants questions should be given. Applicants will be permitted to ask additional questions at the Pre-Submission Conferences. All questions and answers will be provided to all firms that received a copy of this RFP.

In order to be considered Applicants MUST electronically upload a single .pdf containing all components of the Proposal, which may not exceed 4G, into iSupplier. Instructions for registering for iSupplier can be found at: http://www1.nyc.gov/site/nycha/business/isupplier-vendor-registration.page. After Applicant registers for iSupplier, it typically takes 24 to 72 hours for Applicants iSupplier profile to be approved. It is Applicants sole responsibility to leave ample time to complete iSupplier registration and submit its Proposal through iSupplier before the Proposal Submission Deadline. NYCHA is not responsible for delays caused by technical difficulty or caused by any other occurrence. In the event of technical difficulties an applicant may submit their PDF proposal via email to rfp.procurement@nycha.nyc.gov by no later than the bid due date (August 11, 2021 at 2:00 P.M.). For submissions via email, subject header line must include RFP # 321888 - Fulton and Elliott-Chelsea Houses {Enter Vendor Name}. The submission of attachments containing embedded documents or proprietary file extensions is prohibited.

Additional Description 1

Since its inception, New York City Economic Development Corporation (NYCEDC) has leveraged a wide range of public-private partnerships to help make New York City a better place to live and work. Some of these partnerships were driven by economic trends and rapid technological advancement, while others were developed in response to natural disasters and public health crises. Regardless of the impetus, NYCEDC has always relied on its deep ties to private and non-profit partners to craft thoughtful solutions to pressing problems. As new challenges arise and the Citys priorities evolve, NYCEDC remains open to innovative and impactful project ideas and ways of working with outside partners to seize future opportunities.

In an effort to catalyze the development of projects that advance NYCEDCs strategic priorities, NYCEDC is issuing this unique Request For Expressions of Interest (RFEI) to facilitate submission and review of partnership ideas that fall outside the scope of NYCEDCs other active solicitations. Through this RFEI, private sector and non-profit organizations can propose NYCEDC partnerships for a wide variety of projects, which may include but are not limited to:

Programmatic initiatives

Technology pilots

Capital projects

Impact investment opportunities

Improvements to NYCEDC operations

NYCEDC encourages respondents (Respondents, each a Respondent) to propose creative, economically viable and financially sustainable projects that directly benefit the people and businesses of New York City. Although NYCEDC may be able to provide limited amounts of targeted seed capital to initiate a project with a demonstrated need, this RFEI is primarily focused on sourcing proposals that thoughtfully leverage NYCEDCs in-kind, non-financial resources to drive impact. Examples of resources that Respondents could benefit from include but are not limited to:

Access to NYCEDC asset(s)

Marketing and publicity support

Technical assistance and project management support

Community and network building assistance

Targeted seed capital (in exceptional cases)

Other types of strategic partnership support

Proposals submitted through this RFEI will undergo a tiered evaluation process, allowing NYCEDC to provide feedback on the project concept before either party has committed to an in-depth due diligence process. Strong proposals may then be implemented in a variety of ways depending on the nature of the idea, availability of resources, and NYCEDC procurement policies. Respondents may be awarded a contract directly through this RFEI, a subsequent competitive procurement or an alternative partnership structure.

NYCEDC plans to select a consultant(s) on the basis of factors stated in the RFEI which include, but are not limited to the submissions Proposal Profile, Financial Profile and Impact Profile.

It is the policy of NYCEDC to comply with all federal, state and City laws and regulations which prohibit unlawful discrimination because of race, creed, color, national origin, sex, age, disability, marital status and other protected category and to take affirmative action in working with contracting parties to ensure certified Minority and Women-owned Business Enterprises (MWBEs) share in the economic opportunities generated by NYCEDCs projects and initiatives.

Companies who have been certified with the New York City Department of Small Business Services as Minority and Women Owned Business Enterprises (M/WBE) are strongly encouraged to apply. To learn more about M/WBE certification and NYCEDCs M/WBE program, please visit http://edc.nyc/opportunity-mwdbe.

An optional information session will be held virtually (with telephonic access) at the following time:

Thursday, May 6th, 2021 at 12:00 p.m. E.S.T.

Those who wish to attend this session should RSVP by email to ppii@edc.nyc no later than 4:00 p.m. E.S.T. on Wednesday, May 5th, 2021. Meeting information will be emailed to those who RSVP for the session.

NYCEDC reserves the right to host additional information sessions in the future. Any additional information sessions will be announced on the NYCEDC web page.

Potential Respondents may submit questions and/or request clarifications from NYCEDC on a rolling basis beginning on April 19th, 2021. Questions and clarification requests should be directed to ppii@edc.nyc.

NYCEDC will post answers to questions received between April 19th, 2021 and May 15th, 2021 on the NYCEDC web page by May 28th, 2021.

After the initial May 28th, 2021 posting, NYCEDC will post answers to questions every three months (the Rolling Three-Month Q&A period) by the final business day of every third month. To have questions answered in NYCEDCs next website posting, potential Respondents must submit their questions by the 15th of the third month of the Rolling Three-Month Q&A Period.

Note: NYCEDC may update the list of questions and answers on the web page more frequently.

Detailed submission guidelines and requirements are outlined in the RFEI, available as of Monday, April 19, 2021. To download a copy of the solicitation documents please visit https://edc.nyc/rfps. Submissions will be accepted and reviewed on a rolling basis. RESPONSES ARE DUE NO LATER THAN Friday, December 30, 2022. Please click the link in the Deadlines section of this projects web page (which can be found on https://edc.nyc/rfps) to electronically upload a proposal for this solicitation.

New York City Economic Development Corporation (NYCEDC) in partnership with New York Citys Department of Health and Mental Hygiene (DOHMH) is issuing this Request for Proposals (RFP) to seek one or more operator(s) to launch and operate the Pandemic Response Institute (the Institute).

The vision of an Institute is grounded in the vision of New York City as a place where all can realize their full health potential, regardless of who they are, where they are from, or where they live. Once established, the Institutes operator(s) should shape its mission to mobilize a whole of society approach, to be matched by a whole of government approach, to preparing for, responding to, and recovering from public health emergencies.

The Institutes work should be rooted in the current recovery moment, centering initial activities on contributing to the Citys creation of a new normal post-COVID-19 by embedding resiliency and preparedness across sectors that comprise the public health ecosystem. The Institute will support DOHMH and New York City Emergency Management to facilitate a coordinated, equity-driven, and agile public health emergency response that can mitigate against the structural threats that undermine the health of New Yorkers.

NYCEDC plans to select the Institute operator(s) on the basis of factors stated in the RFP which include, but are not limited to: the quality of the proposal and alignment with the vision, objectives and activities of the RFP, ability to advance equity, viability and financial feasibility of the proposed management and operating plan, experience of key staff identified in the proposal, and ability to operate and demonstrated successful experience in performing services similar to those encompassed in the RFP.

This project has Minority and Women Owned Business Enterprise (M/WBE) participation goals, and all respondents will be required to submit an M/WBE Participation Proposal with their response. To learn more about NYCEDCs M/WBE program, visit http://edc.nyc/opportunity-mwdbe. For the list of companies who have been certified with the New York City Department of Small Business Services as M/WBE, please go to the www.nyc.gov/buycertified.

NYCEDC established the Contract Financing Loan Fund programs for Minority, Women and Disadvantaged Business Enterprise (M/W/DBE) interested in working on public construction projects. Contract Financing Loan Fund facilitates financing for short-term mobilization needs such as insurance, labor, supplies and equipment. Bidders/subcontractors are strongly encouraged to visit the NYCEDC website at http://edc.nyc/opportunity-mwdbe to learn more about the program.

There will be a virtual information session held at 4:00 PM EST on Monday, April 26, 2021 on the online platform indicated in the RFP. Those who wish to attend should RSVP by contacting PRIRFP@edc.nyc by 5:00 PM on Thursday, April 22, 2021. Interested parties are strongly encouraged to attend this event.

Respondents may submit questions and/or request clarifications by emailing PRIRFP@edc.nyc no later than 5:00 PM on Wednesday, May 12, 2021. Answers to all questions will be posted to the projects web page on https://edc.nyc/rfps by Wednesday, May 19, 2021.
