<p>New York City Economic Development Corporation (NYCEDC) in partnership with New York Citys Department of Health and Mental Hygiene (DOHMH) is issuing this Request for Proposals (RFP) to seek one or more operator(s) to launch and operate the Pandemic Response Institute (the Institute).</p><p>The vision of an Institute is grounded in the vision of New York City as a place where all can realize their full health potential, regardless of who they are, where they are from, or where they live. Once established, the Institutes operator(s) should shape its mission to mobilize a whole of society approach, to be matched by a whole of government approach, to preparing for, responding to, and recovering from public health emergencies.</p><p>The Institutes work should be rooted in the current recovery moment, centering initial activities on contributing to the Citys creation of a new normal post-COVID-19 by embedding resiliency and preparedness across sectors that comprise the public health ecosystem. The Institute will support DOHMH and New York City Emergency Management to facilitate a coordinated, equity-driven, and agile public health emergency response that can mitigate against the structural threats that undermine the health of New Yorkers.</p><p>NYCEDC plans to select the Institute operator(s) on the basis of factors stated in the RFP which include, but are not limited to: the quality of the proposal and alignment with the vision, objectives and activities of the RFP, ability to advance equity, viability and financial feasibility of the proposed management and operating plan, experience of key staff identified in the proposal, and ability to operate and demonstrated successful experience in performing services similar to those encompassed in the RFP.</p><p>It is the policy of NYCEDC to comply with all federal, state and City laws and regulations which prohibit unlawful discrimination because of race, creed, color, national origin, sex, age, disability, marital status and other protected category and to take affirmative action in working with contracting parties to ensure certified Minority and Women-owned Business Enterprises (MWBEs) share in the economic opportunities generated by NYCEDCs projects and initiatives.</p><p>This project has Minority and Women Owned Business Enterprise (M/WBE) participation goals, and all respondents will be required to submit an M/WBE Participation Proposal with their response. <p>In December 2018, the Mayors Office and the New York City Housing Authority (NYCHA) released NYCHA 2.0, a comprehensive plan to preserve the citys public housing. This 10-year plan will bring $24 billion in vital repairs to New York Citys aging public housing and ensure residents have the safe, decent, and affordable homes they deserve. An important strategy outlined in the NYCHA 2.0 plan is to leverage programs of the U.S. Department of Housing and Urban Development (HUD) to preserve existing public housing stock via NYCHAs preservation initiative called PACT  Permanent Affordability Commitment Together. As such, NYCHA is seeking applications outlining the qualifications of applicants ability to finance, rehabilitate, facilitate property management, and provide social services delivery to support the conversion of developments from the public housing program under Section 9 of the U.S. Housing Act of 1937, as amended, to a voucher platform under Section 8 of the Act pursuant to RAD and the Section 18 and Part 200 disposition process.</p><p>This Request for Qualifications (RFQ) enables NYCHA to continue to streamline the PACT procurement process by creating a pre-qualified list of potential partners for forthcoming PACT conversions. Developers, property managers, general contractors, and social service providers are welcomed and encouraged to apply as stand-alone entities. Developer, general contractor, property manager, and social service provider applicants must submit qualifying materials by April 23, 2021 Developer, general contractors, property manager, and social service provider applicants will be notified if they meet the required thresholds to qualify for NYCHAs pre-qualified list of partners. The list of developer, general contractor, property manager, and social service provider pre-qualified partners will be made available to the public. To remain prequalified, existing PACT partners must submit a revised questionnaire to NYCHA as detailed within the RFQ.</p><p>In order to be considered Proposers MUST electronically upload a single .pdf containing all components of the Proposal, which may not exceed 4G, into iSupplier. Instructions for registering for iSupplier can be found at: http://www1.nyc.gov/site/nycha/business/isupplier-vendor-registration.page. After Proposer registers for iSupplier, it typically takes 24 to 72 hours for Proposers iSupplier profile to be approved. Moore Street Market, since 1941, has been a mainstay of East Williamsburg. A multi-tenanted retail market where the local community can find a diverse selection of cuisines and foods, with authentic Caribbean cuisine, fresh fruits & vegetables, dry goods as well as services from a tailor, barbershop and beauty salon.</p><p><strong>Welcoming Proposals from Applicants.</strong></p><p>NYCEDC is seeking merchants, artists, food purveyors, small businesses, program organizers, and local community partners, groups, and stakeholders, and/or other applicants (collectively, referred to as proposers or applicants) who are interested in participating in retail sales and retail markets or in planning and programming on Humboldt Plaza.</p><p>We welcome proposal applications from both:</p><p>      Merchants who would like to take table/stall space on Humboldt Plaza and sell food or goods (these users are referred to in the RFP Application as Plaza Merchants or Merchants)</p><p>      Candidates who want to offer longer-term programming, such as a series of community events or organizing a farmers market (these users are referred to in the RFP Application as Program Organizers)</p><p><strong>Humboldt Plaza Agreements.</strong></p><p>Selected proposer applicants will enter into an agreement with NYCEDC governing their use of Humboldt Plaza, types of retail sales, programming and the goods that they will intend to provide at Humboldt Plaza during the requested dates and times between April 12, 2021 through December 31, 2022.</p><p>Please note that there may be fees associated with the use of Humboldt Plaza, which will be discussed with applicants before participation in any retail markets or programming. Applicants will need to carry insurance, although NYCEDC may be able to offer TULIP (Tenants' and Users' Liability Insurance Policy) coverage for purchase to those applicants who do not have the requisite coverage. Additionally, selected applicants will be required to indemnify, defend, and hold harmless NYCEDC and the City and their officials and employees with respect to any use of Humboldt Plaza.</p><p>NYCEDC and the City of New York will select proposals received from applicants in response to the RFP Application for participation in future retail sales, retail markets and programming on Humboldt Plaza for dates and times within the period of April 12, 2021 through December 31, 2022 based on criteria set forth in the RFP, which include, though are not limited to:  Market and Neighborhood Culture;  Community Engagement;  Market Demand;  Customer Appeal;  Management;  Financial Capacity; and  Feasibility.</p><p>It is the policy of NYCEDC to comply with all Federal and State and City of New York, laws, rules, and regulations which prohibit unlawful discrimination because of race, creed, color, national origin, sex, age, disability, marital status, and other protected category and to take affirmative action in working with contracting parties to ensure certified Minority and Women-owned Business Enterprises (MWBEs) share in the economic opportunities generated by NYCEDCs projects and initiatives.</p><p>Companies who have been certified with the New York City Department of Small Business Services as Minority and Women Owned Business Enterprises (M/WBE) are strongly encouraged to apply.
