<p>New York City Economic Development Corporation (NYCEDC) is committed to positioning New York City as a global leader in decarbonized, resilient urban infrastructure while advancing equitable economic development across all five boroughs. NYCEDC has consistently leveraged innovative partnerships to address complex urban challenges, from climate adaptation to workforce development. In pursuit of New York City's carbon neutrality goals by 2050, as codified in the Climate Mobilization Act and related local laws including Local Law 97 of 2019 and Local Law 154 of 2021, NYCEDC is issuing this Request for Expressions of Interest (RFEI) to identify potential partners and innovative approaches for financing, ownership, and long-term operations of NYCEDCs two flagship Thermal Energy Network (TEN) projects: Hunts Point Thermal Energy Network in the Bronx and Sunset Park Thermal Energy Network in Brooklyn. These projects represent transformative opportunities to demonstrate how district-scale (district refers to the thermal energy network area of influence), electrified TENs can deliver climate benefits, cost savings, energy resilience, and quality job creation in underserved industrial and waterfront communities.</p><p>NYCEDC encourages respondents ('Respondents,' each a 'Respondent') to propose innovative ownership structures, governance models, and financing mechanisms tailored to the unique characteristics of these industrial and waterfront districts. Proposals should provide specific project delineations such as ownership of in-building versus central infrastructure, partial ownership of specific systems, or combined ownership/operational approaches. Proposals submitted will undergo a tiered evaluation process on the basis of factors stated in the RFEI which include, but are not limited to: the quality of the proposal, experience of key staff identified in the proposal, experience and quality of any subcontractors proposed, demonstrated successful experience in performing services similar to those encompassed in the RFEI, and the proposed fee. <p>New York City Economic Development Corporation (NYCEDC) invites qualified real estate brokerage firms to provide exclusive commercial leasing services for food and retail uses at the Staten Island Ferrys St. George Ferry Terminal and Whitehall Ferry Terminal. The selected consultant will be responsible for marketing, negotiating, and leasing designated retail spaces within the terminals, supporting NYCEDCs efforts to activate key civic assets along Staten Islands North Shore in alignment with the North Shore Action Plan and evolving neighborhood context.</p><p>Operated by the New York City Department of Transportation, the Staten Island Ferry carries approximately 45,000 passengers on an average weekday, offering a unique retail opportunity within heavily trafficked civic infrastructure serving commuters, tourists, and visitors. The St. George Ferry Terminal contains approximately 19,600 square feet of retail space, and the Whitehall Ferry Terminal contains approximately 7,500 square feet, with all in-place leases anticipated to expire or be eligible for renewal by 2029. <p>New York City Economic Development Corporation (NYCEDC) invites consultants experienced in progressive design-build to submit proposals for the provision of owners representative services for NYCEDC and NYC Parks Coney Island Boardwalk reconstruction project, which will be designed and constructed by a to-be-procured progressive design-build team. NYCEDC anticipates that the services will include various tasks to support pre-procurement, the progressive design-build RFQ and shortlisting, the progressive design-build RFP and selection, the progressive design-build contract execution, design coordination, and construction monitoring.</p><p>The Coney Island Riegelmann Boardwalk is located between W 37th Street on its west end and Brighton 15th Street on its east end in Brooklyn along the southern shore of the Coney Island peninsula on property under the jurisdiction of NYC Parks. The Boardwalk opened in 1923 and was designated in 2018 as a New York City Scenic Landmark by the New York City Landmarks Preservation Commission. The Boardwalk is 2.4 miles long and varies in width between 50-80 feet.</p><p>The $1.15 billion Coney Island Boardwalk Reconstruction project will consist of reconstruction of the Boardwalk in its entirety. It will address the complete boardwalk structure, including piles, pile caps, and decking, and will be designed to improve climate and storm resiliency in the area through reconstructing of the entire Boardwalk to a 16 elevation and including protective barriers in the subgrade.</p><p>The Coney Island Boardwalk Reconstruction project will also include: topside amenities including site furnishings, lighting, fencing/railings, public access stairs/ramps and street end plazas; utilities, including but not limited to drainage, water service, and electrical; renovation and/or replacement of 9 restroom buildings, 6 lifeguard stations, and 4 shade pavilions and addressment of 7 abandoned and buried restroom buildings; improvements to an open space at the Boardwalks eastern end; and demolition and reconstruction of the new Garage, which will include a public restroom.</p><p>NYCEDC plans to select a consultant on the basis of factors stated in the RFP which include, but are not limited to: the quality, content and approach of the proposal; project history and experience in performing services similar to those encompassed in the RFP; quality of the Consultant Teams management, reputation and references and history of experience; ability to meet the M/WBE Participation Goals; and the proposed staffing rates, multipliers, and fee and cost schedules.</p><p>It is the policy of NYCEDC to comply with all federal, state and City laws and regulations which prohibit unlawful discrimination because of race, creed, color,<br>national origin, sex, age, disability, marital status and other protected category and to take affirmative action in working with contracting parties to ensure certified Minority and Women-owned Business Enterprises (MWBEs) share in the economic opportunities generated by NYCEDCs projects and initiatives. <p>New York City Economic Development Corporation (NYCEDC) invites law firms and lawyers to submit proposals for the provision of outside legal counsel services in connection with NYCEDCs preparation of a land use application which shall include a number of discretionary actions subject to the Citys Uniform Land Use Review Procedure (ULURP) for rezoning of the Project Area and other matters as more particularly described in the Request for Proposals (RFP). NYCEDC anticipates that the services will require deep knowledge of New York Citys Zoning Resolution, including, but not limited to, precertification requirements for submission (and drafting) of zoning text and zoning map amendments through ULURP and extensive experience in interpreting, modifying and amending City Planning Commission (CPC) special permits.</p><p>NYCEDC plans to select a consultant on the basis of factors stated in the RFP which include, but are not limited to: the quality of the proposal, experience of key staff identified in the proposal, experience and quality of any subcontractors proposed, demonstrated successful experience in performing services similar to those encompassed in the RFP, and the proposed fee.</p><p>It is the policy of NYCEDC to comply with all federal, state and City laws and regulations which prohibit unlawful discrimination because of race, creed, color, national origin, sex, age, disability, marital status and other protected category and to take affirmative action in working with contracting parties to ensure certified Minority and Women-owned Business Enterprises (MWBEs) share in the economic opportunities generated by NYCEDCs projects and initiatives.</p><p>Companies who have been certified with the New York City Department of Small Business Services as Minority and Women Owned Business Enterprises (M/WBE) are strongly encouraged to apply.
