<p>New York City Economic Development Corporation (NYCEDC) invites law firms and lawyers to submit proposals for the provision of outside legal counsel services in connection with NYCEDCs preparation of a land use application which shall include a number of discretionary actions subject to the Citys Uniform Land Use Review Procedure (ULURP) for rezoning of the Project Area and other matters as more particularly described in the Request for Proposals (RFP). NYCEDC anticipates that the services will require deep knowledge of New York Citys Zoning Resolution, including, but not limited to, precertification requirements for submission (and drafting) of zoning text and zoning map amendments through ULURP and extensive experience in interpreting, modifying and amending City Planning Commission (CPC) special permits.</p><p>NYCEDC plans to select a consultant on the basis of factors stated in the RFP which include, but are not limited to: the quality of the proposal, experience of key staff identified in the proposal, experience and quality of any subcontractors proposed, demonstrated successful experience in performing services similar to those encompassed in the RFP, and the proposed fee.</p><p>It is the policy of NYCEDC to comply with all federal, state and City laws and regulations which prohibit unlawful discrimination because of race, creed, color, national origin, sex, age, disability, marital status and other protected category and to take affirmative action in working with contracting parties to ensure certified Minority and Women-owned Business Enterprises (MWBEs) share in the economic opportunities generated by NYCEDCs projects and initiatives.</p><p>Companies who have been certified with the New York City Department of Small Business Services as Minority and Women Owned Business Enterprises (M/WBE) are strongly encouraged to apply. <p>The New York City Health Department ('Health Department') continues to seek proposals for the School Based Health Centers (Open-Ended) Request for Proposals (RFP) through the City's Procurement and Sourcing Solutions Portal ('PASSPort' system).</p><p>School Based Health Centers (SBHC) were established by Chapter 198 of the NYS Laws of 1978 to improve the accessibility and availability of quality comprehensive and preventive physical and mental health services to preschool, elementary, middle and secondary school students in high-risk areas of New York State. As a result of this Law, NYS Department of Health approves, licenses and monitors every SBHC in NYS. School Based Health Centers are medical health centers within the schools. They help students manage their illnesses during the school day. Because of the location, School Based Health Centers are an easy health care option for busy students with busy parents who cannot always make it to their doctors office. School-Based Health Centers have been providing primary care to students in NYC schools for over 30 years. Its been proven that School-Based Health Centers lower school absences and parents time away from work. They also lower the chance of an emergency room or hospital visit. <p>The New York City Department of Housing Preservation & Development ('HPD') is responsible to abate and/or remediate lead-based paint in privately owned buildings when authorized by violations and other orders, as well as in City owned buildings, under the supervision of HPD. HPD has neither sufficient staff with the requisite expertise, nor the equipment necessary to perform this type of work. This procurement is intended to result in the award of 2 new contracts, each with a not to exceed value of $2,500,000 each. Award M is for the primary service area Manhattan. Award KE is for Brooklyn CDs 9, 13, 15-18.<br><br>Prospective bidders are encouraged to engage with this procurement, access solicitation documents and submit bids through PASSPort (http://www.nyc.gov/BusinessOpportunities). Bid security must be delivered as instructed in PASSPort.  Qualified bidders must have one year's experience performing lead abatement; and two years' experience in carpentry, painting and plastering, and/or be licensed as an asbestos abatement contractor.</p>
