<p>The scope of work includes the replacement of the sixteen final settling tank (FST) sludge collection system mechanisms, replacement of the aeration diffuser system within the four aeration tanks (AT), replacement of the four aeration blowers, ancillary process air system improvements, rehabilitation of the FST and AT interior structures, and improvements to related FST systems, such as Return Activated Sludge Pumps, scum pumps, FST Gallery sump pumps, spray water pumps, and polymer feed systems. The scope also includes rehabilitation, replacement, and improvements to the associated architectural features, and electrical, control, and HVAC systems. An expansion of the Electrical Room within the Return and Waste Sludge Building (R&WSB) is also required to accommodate an upgraded FST electrical system. <p>Pursuant to this request for proposals (RFP), New York City Economic Development Corporation (NYCEDC) is seeking proposals (Proposals, each a Proposal) for the repositioning, operation, and maintenance of the Childs Building (the Childs Building) and/or the repositioning, operation, and maintenance of the Coney Island Amphitheater (the Amphitheater) (the Childs Building and the Amphitheater are collectively herein referred to as the Site), located in Coney Island, Brooklyn, New York, in accordance with the terms of this RFP (the Project). The Amphitheater includes Seaside Park, more particularly described below and in the RFP. The Site is owned by The City of New York (the City) and is located on Block 7071, Lots 27, 28, 30, 32, 34, 76, 79, 81, 126, 130, 142, 200, 226, 231, and 300 on the tax map of the Borough of Brooklyn.</p><p>Respondents (Respondent) may include both the Amphitheater (which includes in all cases Seaside Park) and the Childs Building in their Proposal or submit a Proposal for one or the other. Responses that take a holistic programming approach and coordinate the uses of both the Childs Building and the Amphitheater into a cohesive offering  whether through a single operator or operator consortium  will be viewed more favorably. The goal of this RFP is to make the Site work holistically to maximize the Sites full potential as a vibrant community asset that grows with the neighborhood as the Coney Island West vision plan takes shape in line with the 2009 Coney Island Comprehensive Rezoning Plan (2009 Rezoning), all as more particularly described in the RFP. Any resulting transaction will be in the form of a ground lease.</p><p>NYCEDC plans to select an operator or consortia of operators on the basis of factors stated in the RFP which include, but are not limited to: the quality of the proposal, experience of key staff identified in the proposal, experience and quality of any subtenants proposed, demonstrated successful experience in performing services similar to those encompassed in the RFP, and the proposed financial terms.</p><p>It is the policy of NYCEDC to comply with all federal, state and City of New York laws and regulations which prohibit unlawful discrimination because of race, creed, color, national origin, sex, age, disability, marital status and other protected category and to take affirmative action in working with contracting parties to ensure certified Minority and Women-owned Business Enterprises (MWBEs) share in the economic opportunities generated by NYCEDCs projects and initiatives.</p><p>This project has Minority and Women Owned Business Enterprise (M/WBE) participation goals, and all Respondents will be required to submit an M/WBE Participation Proposal with their response. <p>New York City Economic Development Corporation (NYCEDC) invites users and developers of Blue Highway, maritime industrial, and/or maritime commercial facilities to submit proposals for the development of a waterfront facility at the 23rd Street Basin, Gowanus site. NYCEDC welcomes all types of viable development proposals on the site that leverage the propertys unique waterfront industrial location and support the goals for waterfront industrial and commercial development as per the stipulations of Significant Maritime and Industrial Areas (SMIA) and Industrial Business Zones (IBZ) and the strategic vision set forth in the Blue Highways Action Plan and Brooklyn Marine Terminal Vision Plan.</p><p>New York Citys waterfront and extensive waterways, key to the Citys growth since its founding, continues to present a major economic development opportunity in the 21st Century. While distribution and logistics have largely transitioned to a reliance on trucks, key goods such as fuel, waste, lumber, aggregate materials, structural steel, and oversized project cargo continue to be profitably transported by water. Multiple businesses in these industries are located within the immediate vicinity of the 23rd Street Basin site.</p><p>More recently, New York City has expanded its commitment to waterfront and maritime commerce through its Blue Highways initiative and detailed the roadmap for strategic support for the industry in the Blue Highways Action Plan. Supporting Blue Highways is a critical way to improve the quality of life for New Yorkers, enabling businesses and individuals to receive the goods they rely on without creating more congestion on City streets. Additionally, investment in the Blue Highway and support for maritime industrial uses on City-owned property is essential for industrial and specifically maritime jobs in New York City, sectors that drive New York Citys economy and pay living wages.</p><p>At the 23rd Street Basin site, NYCEDC seeks a development partner to activate this vacant property, consisting of approximately 21,000 square feet of upland space, approximately 765,000 square feet of lands underwater, and approximately 350 linear feet of usable bulkhead. NYCEDC is open to proposals for all types of maritime industrial uses, including bulk product movement, heavy or light-duty vehicle roll-on roll-off operations, vessel berthing and homeport facility development, or landing development for passenger or freight ferries. Additionally, NYCEDC welcomes development proposals that seek to leverage the upland space pursuant to existing zoning stipulations and other use overlay restrictions such as SMIA and IBZ requirements.</p><p>NYCEDC is actively engaged in a project to repair the bulkhead, which is presently deteriorated, and prepare the site for activation or further development by respondents thereafter. NYCEDCs program to restore the site has reached the 30% design stage as of 12/5/2025, and will reach 100% design by Q2/Q3 2026. Construction timeline will be determined by receipt of applicable approvals and permits, as well as in-water construction moratoria. It is expected that construction will be completed on-site in Q1 2027.</p><p>NYCEDC plans to select a proposal on the basis of factors stated in the RFP which include, but are not limited to: the general quality of the proposal, experience of key staff identified in the proposal, financial and schedule feasibility, demonstrated successful experience in performing services or completing developments similar to those encompassed in the RFP, economic impact, hiring and workforce programs, and the proposed fee.</p><p>It is the policy of NYCEDC to comply with all federal, state and City laws and regulations which prohibit unlawful discrimination because of race, creed, color, national origin, sex, age, disability, marital status and other protected category and to take affirmative action in working with contracting parties to ensure certified Minority and Women-owned Business Enterprises (MWBEs) share in the economic opportunities generated by NYCEDCs projects and initiatives. <p>Although street vending provides critical services to millions and is a primary source of income for many New York City families, limited access to legal vending opportunities is a significant and long-standing challenge. Through the Challenge-Based Solicitation process, The New York City Department of Small Business Services are endeavoring to support the economic stability of street vendors who seek legal work, while balancing the needs of stakeholders that intersect with the street vending ecosystem. We are seeking program partners to identify and pilot immediately accessible interventions that: Create equitable tools to navigate the current street vending regulatory environment. Facilitate the expansion of existing opportunities and creation of new opportunities to support the economic stability of street vendors seeking legal work.</p><p>SBS established a term in the agreement that is reasonable both to conduct the demonstration and to determine its effectiveness, as allowable under PPB Rule 3-11(d). These schools serve over-age, under-credited students who face a higher likelihood of dropping out or aging out of the school system.</span></span></p><p style='text-align:justify'><u><strong><span style='font-size:10pt'><span style='font-size:12.0pt'>This Request for Proposals (RFP) seeks proposals for the following designated components:</span></span></strong></u></p><p style='text-align:justify'><span style='font-size:10pt'><strong><span style='font-size:12.0pt'>Component 1 </span></strong><span style='font-size:12.0pt'> Learning to Work for Young Adult Borough Centers (YABCs):</span></span></p><p style='text-align:justify'><span style='font-size:10pt'><span style='font-size:12.0pt'>YABCs are afternoon and evening programs designed to meet the educational needs of high school students who are behind in credits. Students attend YABCs part-time in the afternoon/evening to earn a high school diploma. These programs serve two student populations:</span></span></p><ul> <li style='text-align:justify'><span style='font-size:10pt'><span style='font-size:12.0pt'>Young adult students aged 17.521 years old who are in their fifth year or more of high school, have earned 17 or more credits toward graduation, and are committed to earning a high school diploma.</span></span></li></ul><p style='text-align:justify'><span style='font-size:10pt'><strong><span style='font-size:12.0pt'>Component 2 </span></strong><span style='font-size:12.0pt'> Learning to Work for Transfer Schools:</span></span></p><p style='text-align:justify'><span style='font-size:10pt'><span style='font-size:12.0pt'>Transfer Schools are small, full-time high schools designed to re-engage students who have dropped out or are falling behind in credits. These schools serve students who are at least 16 years old, are over-age and under-credited for their grade, and have spent at least one year in another high school. Charter transfer high schools accept students as young as 15 years old.</span></span></p><p style='text-align:justify'><span style='font-size:10pt'><strong><span style='font-size:12.0pt'>Component 3 </span></strong><span style='font-size:12.0pt'> Supplemental Student Support Services:</span></span></p><p style='text-align:justify'><span style='font-size:10pt'><span style='font-size:12.0pt'>These services are designed to augment and intensify the direct services provided under Components 1 and 2. Examples include social support, academic enrichment (e.g., tutoring, homework assistance), and personal enrichment (e.g., leadership development, community service).</span></span></p><p style='text-align:justify'><span style='font-size:10pt'><strong><span style='font-size:12.0pt'>Vendors may submit a proposal for Component 1 and/or 2; however, proposals for Component 3 can only be submitted by vendors also proposing for Component 1 and/or 2. <p>Although street vending provides critical services to millions and is a primary source of income for many New York City families, limited access to legal vending opportunities is a significant and long-standing challenge. Through the Challenge-Based Solicitation process, The New York City Department of Small Business Services are endeavoring to support the economic stability of street vendors who seek legal work, while balancing the needs of stakeholders that intersect with the street vending ecosystem. We are seeking program partners to identify and pilot immediately accessible interventions that: Create equitable tools to navigate the current street vending regulatory environment. Facilitate the expansion of existing opportunities and creation of new opportunities to support the economic stability of street vendors seeking legal work.</p><p>SBS established a term in the agreement that is reasonable both to conduct the demonstration and to determine its effectiveness, as allowable under PPB Rule 3-11(d). <p><span style='font-size:11pt'><span style='font-family:Aptos,sans-serif'>Brooklyn Bridge Park seeks to hire a qualified General/Marine Contractor for the rehabilitation of the marine structures at Empire Fulton Ferry and Fulton Ferry Landing within the Park as well as the removal of a Transfer Bridge at Pier 4. The structural repairs at Empire Fulton Ferry are comprised of applying epoxy grout for Pile repairs, replacing deteriorated concrete and cleaning steel for substructure repairs, and replacing compressible material and flowable fill at the Bulkhead. The repairs at Fulton Ferry Landing are comprised of filling voids and sinkholes at the East Bulkhead, repairing steel sheets and repairing spalls and filling grout on concrete pile caps on the pier, and replacing the reinforced concrete encasement at the Gravity wall. Finally, the demolition and removal of the Pier 4 Transfer Bridge will be performed entirely from the waterside using barge-mounted equipment. The transfer bridge structure is made up of: timber rail ties, steel rails/beams/girders, and a submerged timber platform and piles. All timber and steel materials will be removed to the mudline.<br><br>It is important to note that the work scope outlined in this RFP will be taking place in completed sections of the park which are open and populated by the public. Convenience and safety of the public is a priority for BBP. </span></span></p>

<p>New York City Economic Development Corporation (NYCEDC), in cooperation with the New York City Department of Cultural Affairs, is seeking proposals from parties (Respondents ) interested in conceptualizing and operating (as either tenant of the Developer or as owner) a Cultural Education Center and providing programming on the history of the Harlem African Burial Ground and its continued relevance (the selected Respondent, the Designated Operator'). It is expected that Respondents will act as a single Designated Operator with nonprofit status. Respondents may be, among others, existing nonprofit organizations, proposed new nonprofit organizations, or consortiums or partnerships that include individuals, nonprofit organizations or for-profit entities.</p><p>As a cemetery for free and enslaved Africans from the mid-1600s to the mid-1800s, the Harlem African Burial Ground (the Burial Ground) is a sacred site of New York Citys early history, with great significance for communities of Black and Indigenous descent. For decades, the Burial Ground was forgotten and disrespected, but tireless research and advocacy brought this history to light. The historic footprint of the Burial Ground is located on an approximately 18,000-square-foot portion of Manhattan Block 1803, Lot 1, also known as 2460 Second Avenue. The City-owned site, which encompasses an entire Manhattan city block, will be home to a future mixed-use project that will include a permanent outdoor memorial honoring those buried at the Burial Ground along with the Cultural Education Center. A 15,000 square foot Cultural Education Center was analyzed during environmental review and ULURP as the maximum envelope. Respondents should propose a facility that is sized to meet the Respondents specific programmatic vision and that is cost effective within that envelope. EDC reserves the right to work with the selected Operator on refining the space proposal.</p><p>It is expected that once the Cultural Education Center is operational, the Designated Operator will develop responsive, culturally appropriate programming for the Cultural Education Center and the Outdoor Memorial. Respondents should create a proposal for the Cultural Education Center that is responsive to the needs and desires of East Harlem, demonstrates knowledge of the neighborhoods socioeconomic and demographic context, and outlines clear mechanisms for residents continued engagement. It is expected that the Designated Operator will consult with the Harlem African Burial Ground Initiative, designated in 2011 by Manhattan Community Board 11 as the organization representing the interests of the historic Burial Ground, regularly on matters related to the Cultural Education center.</p><p>NYCEDC plans to designate an operator on the basis of factors stated in the RFP which include, but are not limited to: readiness to advance a clear mission and vision for the cultural education center; financial health and successful financial management of related projects; and experience and/or demonstrated understanding of non-profit operations, stewarding cultural spaces, and providing programming related to the cultures and communities of East Harlem and Greater Harlem.</p><p>It is the policy of NYCEDC to comply with all federal, state and City laws and regulations which prohibit unlawful discrimination because of race, creed, color, national origin, sex, age, disability, marital status and other protected category and to take affirmative action in working with contracting parties to ensure certified Minority and Women-owned Business Enterprises (MWBEs) share in the economic opportunities generated by NYCEDCs projects and initiatives.
