New York City Economic Development Corporation (NYCEDC) on behalf of the City of New York (the City) is pleased to release a request for proposals (RFP) seeking proposals from qualified parties for the long-term lease or purchase and development and/or activation of two parcels located in the East New York Industrial Business Zone (IBZ) in Brooklyn. The RFP includes two sites:1) the Sackman Street Site located at 173-191 Sackman Street (Block 3677, Lots 1-10) and 2) the Williams Avenue Site located at 116 Williams Avenue (Block 3699, Lots 1,9,10,12-20,31,33,34,116), (each individually a Site, collectively the Sites). The Sackman Street Site offers approximately 19,000 square feet on a paved lot of adjoining parcels. The Williams Avenue Site is a group of adjoining parcels with a combined lot area of approximately 69,000 square feet. The Williams Avenue Site consists of a four story, approximately 81,000 gross square foot former 1920s school building with approximately 51,000 square feet of paved surface lots. The RFP follows the May 2023 announcement of over $500 million in new funding from the City and the Metropolitan Transit Authority to improve the public realm and bring complete ADA access to the Broadway Junction Station and new commitments from the City and NYCEDC to advance real estate initiatives in the East New York IBZ. Since the announcement, NYCEDC has worked closely with community stakeholders, technical assistance providers, nonprofits, businesses and Council Member Sandy Nurse, to support local development to the IBZ that is grounded in community priorities and vision. NYCEDC plans to select a developer for one or both Sites on the basis of factors stated in the RFP which include, but are not limited to financial feasibility, responsiveness to the project goals stated in the RFP, the respondents qualifications and experience, and the proposed positive economic impact on the East New York IBZ and community. The Jacqueline Kennedy Onassis Reservoir was built between 1858 and 1862 to store drinking water for New York City. As the City continued to grow, the Board of Water Supply gradually constructed a system of upstate reservoirs and tunnels, rendering the in-city reservoirs obsolete. The Jacqueline Kennedy Onassis Reservoir was decommissioned as part of the drinking water supply system in 1993 and today serves as a popular destination for jogging and walking in Central Park. There are three gatehouses adjacent to the reservoir, which were historically used by reservoir operators and still hold functioning operational equipment for the reservoir that will need to be protected. Recognizing the rich history of the reservoir and gatehouses, DEP endeavors to convert the North and/or South Gatehouse into a multipurpose space for the public to interact with and learn about the history of New York Citys water supply.

The PASSPort e-Procurement platform was initially implemented in 2016, resulting in the retirement of APT, the former contract registration system, and Vendex, the former vendor management system. In 2024, MOCS retired the former Health and Human services procurement platform, HHS Accelerator, and integrated those services into PASSPort. This expansion, coupled with continuing growth in the user base, is driving the urgency to identify approaches of increasing our capacity and efficiency. Through the issuance of this RFS, the Mayors Office of Contract Services (MOCS) is seeking proposals for optimizing the performance, efficiency, reliability, and scalability of its procurement systems and processes to address increased capacity requirements of planned growth of its user base and transaction volumes. Two Categories: Category 1- System Enhancement/Optimization - propose changes to be made to existing software environment and implementation. Category 2- Software Enhancement/Replacement- propose transition to the system through significant software implementation, up to and including a complete system replacement.
