<p>New York City Economic Development Corporation (NYCEDC) on behalf of the City of New York (the City) is pleased to release a request for proposals (RFP) seeking proposals from qualified parties for the long-term lease and development of two vacant parcels a mixed-income residential project of the southern parcels of the New Stapleton Waterfront on the North Shore of Staten Island. The parcels, B4 and B5 (Block 487, a part of Lot 100) (the Site), of the southern phase offer approximately 5.5 acres of land and 243,000 square feet across both lots.</p><p>The RFP follows the recent release of the Staten Island North Shore Action Plan by the NYCEDC on September 14th, 2023. The plan outlined the general investment of over $400 million to develop a continuous two-mile, 20-acre waterfront esplanade from St. George to Stapleton.</p><p>NYCEDC plans to select a developer for one or both parcels of the Site on the basis of factors stated in the RFP which include, but are not limited to financial feasibility, responsiveness to the project goals stated in the RFP, the respondents qualifications and experience, and the ground lease rent.</p><p>It is the policy of NYCEDC to comply with all federal, state and City laws and regulations which prohibit unlawful discrimination because of race, creed, color, national origin, sex, age, disability, marital status and other protected category and to take affirmative action in working with contracting parties to ensure certified Minority and Women-owned Business Enterprises (MWBEs) share in the economic opportunities generated by NYCEDCs projects and initiatives. <p><u><strong>Description</strong></u></p><p>Request for Expression of Interest by the New York City School Construction Authority (SCA) from qualified vendors to provide an integrated Internal Audit and Enterprise Risk management software.</p><p><u><strong>Background</strong></u></p><p>SCAs Internal Audit division currently operates in a co-source model and is partnered with a 3rd party auditing firm. The 3rd party auditing firm, guided by SCA directives, is responsible for developing an Internal Audit plan, executing 8-12 audits, and various consulting projects annually. This effort includes stakeholder interviews, document and data requests, testing and field visits, as well as workpaper development and report writing.</p><p>SCA personnel, notably the Director of Enterprise Risk, the Senior Manager of Internal Audit, and the Internal Audit Operations Manager, primarily manage the inputting of data into the current software and oversee the implementation of management action plans (MAPs) in response to audit recommendations.</p><p><u><strong>Software Requirements</strong></u></p><p>The desired internal audit management software should offer a comprehensive solution for organizing and maintaining critical audit documentation such as workpapers, final audit reports, and support for tracking and facilitating stakeholder and management responses. <p>The New York City Administration for Childrens Services (ACS) protects and promotes the safety and well-being of the Citys children and families by providing child welfare, juvenile justice, and primary prevention services. ACS child welfare services consist of contracts with organizations to support and stabilize families at risk of a crisis through prevention services, and contracts with foster care agencies for children not able to stay safely at home. ACS seeks a vendor to provide professional, on-call, emergency heavy duty cleaning services in the residences of ACS-involved children and families to ensure sanitary and safe home environments. ACS currently has a contract for Heavy Duty Cleaning Services to cover regular business hours based on standard response time.</p><p>This Request for Information (RFI) is to inform a potential new contract for on-call emergency response. The services will be required 24 hours a day, 7 days a week including holidays. Services will be particularly needed after hours/overnight (5pm  9am), on weekends, and holidays. Emergency deep cleaning is being sought as an immediate safety intervention by improving childrens home environment to prevent removal by ACS Division of Child Protection (DCP) Child Protective Specialist Teams. To address this, NYCEDC seeks to provide mentorship, access, and resources to a diverse and inclusive community of startups, including those led by female founders, founders of color, and other communities traditionally underrepresented among venture-backed startups.</p><p>In 2022, NYCEDC launched the Venture Access Founder Fellowship program (Founder Fellowship or Fellowship) dedicated to supporting a diverse community of startup founders through access to networking, fundraising, mentorship, peer community building, business development, and other opportunities necessary to successfully grow their enterprises in NYC. Five operators hosted Fellowship cohorts in 2023 and four operators hosted the subsequent cohorts in 2024.</p><p>For 2025, NYCEDC is seeking program operators (Operators) with substantial expertise and networks in the technology entrepreneurship and venture capital ecosystem, and proven business-development success to continue operating annual cohorts of the Founder Fellowship. <p>New York City Economic Development Corporation (NYCEDC), on behalf of the City of New York (the City), is pleased to release a request for expressions of interest (RFEI) seeking responses from qualified parties interested in becoming an anchor tenant and establishing a world-class life sciences center (the Center or Centers) at SPARC Kips Bay.</p><p>This RFEI seeks a unique vision for how your organization, or a joint venture, would create and operate a new state-of-the-art life sciences Center and become a critical component of SPARC Kips Bay, a first-of-its-kind innovation, jobs, and education center in one of the nations premiere life sciences clusters. NYCEDC expects to offer up to $100M of City Capital to support the development of one to three Centers selected as part of this RFEI via a forthcoming Request for Proposals for a real estate developer (Developer RFP) to build the Western portion of the SPARC Kips Bay campus.</p><p>The SPARC Kips Bay Master Plan, released by the City and State of New York in November 2023 describes the planned transformation of Hunter Colleges antiquated Brookdale Campus in Manhattan into nearly 2 million square feet of state-of-the-art academic, healthcare, and life sciences space. SPARC Kips Bay will include up to 1 million square feet of translational and commercial life sciences space as well as a Health and Hospitals (H+H) outpatient care and simulation training center, the Office of the Chief Medical Examiner (OCME), three flagship City College of New York (CUNY) schools, and a specialized health and science public high school.</p><p>This RFEI is being released ahead of the Developer RFP expected to be released in 2025. The Respondent selected pursuant to this RFEI will negotiate a Letter of Intent with NYCEDC, outlining proposed key program and lease terms for the Center, which will be included in the future Developer RFP.</p><p>The following schedule has been established for the RFEI:</p><p>Release of RFEI. ..
