<p>New York City Economic Development Corporation (NYCEDC) seeks the services of an appropriately qualified firm to provide on-call vessel oversight consulting services for the NYC Ferry system (NYC Ferry). NYCEDC owns the 38 passenger vessels that currently comprise the NYC Ferry fleet. The vessels are certificated by the United States Coast Guard (USCG) under Title 46, Code of Federal Regulations (CFR) Subchapter T or Subchapter K. The fleet is split between 23 Subchapter T vessels (limited to 150 passengers) and 15 Subchapter K vessels (limited to 350 passengers).</p><p>The on-call vessel oversight services required to be performed include, but are not limited to, vessel compliance audits, maintenance system audits, naval architecture, marine engineering, vessel design support, vessel procurement and rehabilitation oversight, vessel condition monitoring and assessment, damage surveys, etc.</p><p>NYCEDC plans to select a consultant on the basis of factors stated in the RFP which include, but are not limited to: experience in performing services similar to those described in the RFP, quality of the respondents proposal, the proposed fee, quality of the respondents management, reputation, and references, and proposed plans for encouraging participation by minority and women-owned business enterprises (M/WBEs).</p><p>It is the policy of NYCEDC to comply with all federal, state and City laws and regulations which prohibit unlawful discrimination because of race, creed, color, national origin, sex, age, disability, marital status and other protected category and to take affirmative action in working with contracting parties to ensure certified Minority and Women-owned Business Enterprises (MWBEs) share in the economic opportunities generated by NYCEDCs projects and initiatives. <p>The New York City Housing Authority ('NYCHA') Comprehensive Modernization Department ('Comp Mod Department') intends to commence a procurement process for a master agreement for special inspection services ('SI Services') at NYCHA Developments throughout New York City (each, a 'Project').  NYCHA expects to release a request for proposal ('RFP') in August 2023. </p><p>This Notice of Intent (NOI) is being issued solely for informational and planning purposes; it does not constitute a solicitation and is not part of any future procurement.</p><p>CONTACT: Not applicable; NYCHA is not seeking responses to this NOI.</p><p>NYCHAs mission is to increase opportunities for low- and moderate-income New Yorkers by providing safe, affordable housing and facilitating access to social and community services. As North Americas largest public housing authority, NYCHA serves 339,900 authorized residents in 162,143 apartments within 277 housing developments through the conventional Section 9 public housing program. NYCHA also serves 29,789 authorized residents in 15,426 units within 58 developments that have been converted under the PACT/RAD programs. Through federal rent subsidies (Section 8 Leased Housing Program), NYCHA also assists approximately 201,938 authorized residents (92,595 families) in locating and renting units. The Comp Mod Department undertakes projects to rehabilitate and improve building performance at NYCHA campuses through an integrated and comprehensive approach requiring a design-build or progressive design-build delivery method. Through holistic capital improvements instead of individual projects, the Comp Mod Department seeks the long-term benefits of preserving public housing for current and future residents by enhancing the quality of their lives with improved living conditions. The purpose of the upcoming RFP is to solicit proposals from SI Services firms to establish rates and other terms and conditions in exchange for inclusion in a pool of SI Services firms to receive subsequent task order requests for SI Services.</p>

Proposals received will be evaluated in accordance with the terms of the RFP. NYCHA anticipates that individual task orders will be issued for each Project, following a competitive mini-solicitation process to provide construction management services. The specific scope of services will be based upon NYCHAs need for a particular Project. The construction management firm chosen in response to a mini-solicitation will be required to perform and complete all assigned scope of services. Minority- and Women- Owned Business Enterprises (M/WBE) and Section 3 All NYCHA contracts require compliance with M/WBE participation goals, U.S. Department of Housing and Urban Development requirements including, without limitation, Section 3 of the Housing and Development Act of 1968 (12 U.S.C. 1701u), and New York City Mayors Office of Contract Services (MOCS) PASSPort registration requirements. <p>The solicitation in to obtain services in connection with a New Enterprise Resource Planning Solution. The SCA anticipates awarding up to three (3) contracts to firms that are prequalified by the SCA at the time of contract award. To assist you with your request, the following is a brief summary of services that will be required: General Information/Brief Summary: The firms selected under this RFP will provide the SCA with services in connection with the acquisition of a new ERP, which should include optimal financial management operations, with minimal need for customization. The current ERP Finance System, includes general ledger accounting and purchasing, as well as project accounting. The SCA intends to purchase a commercial-off-the-shelf product. This project will be a comprehensive, fixed-price implementation to configure the selected product to meet SCAs specific goals, needs, and requirements. Additionally, selected proposers will be required to demonstrate that their solution has been successfully deployed for organizations similar to the SCA and confirm that their solution meets SCAs requirements with minimal customization. Proposers will present any known limitations regarding system integration services.
