<p>The New York City Economic Development Corporation (NYCEDC) is pleased to release this Request for Proposals (RFP) for a ground lease opportunity for a term of up to 18 years (or through 2040) to lease individual or multiple industrial and commercial sites at the Bathgate Industrial Park, Bronx, New York (BIP).</p><p>BIP is a seven-block industrial park located in the Bronx and bordered by East 174th Street to the north, Third Ave to the east, Claremont Parkway to the south, and Washington Ave to the west. In 1980 The City of New York (City) leased BIP to NYCEDC to spur economic development in the South Bronx. BIP is located in an M1-4 District, which permits multistory lofts with one- or two-story warehouses. Light industrial uses, wholesale service and storage facilities are permitted in the zone.</p><p>This leasing opportunity includes the following offering sites:</p><p>1) Site 1 (Block/Lot 2930/12) is located at 4006 3rd Avenue and is currently vacant. It has 2 floors for a total of approximately 30,000 square feet and an approximately 10,000 square foot parking lot. The site was previously used as a medical office, post office, catering hall, and a COVID-19 vaccination site.</p><p>2) Site 4 North (Site 4N; Block/Lot 2919/5 partial) is located at 1610 Bathgate Avenue and is currently vacant. It has approximately 23,000 square feet of manufacturing space with 20 ceilings, 2 loading docks and a parking lot. The site was previously used as a dry cleaner and a snack manufacturing/packaging facility.</p><p>3) Site 4 South (Site 4S; Block/Lot 2919/5 partial) is located at 1600 Bathgate Avenue and is currently tenanted by a daycare. It has approximately 7,499 square feet and a parking lot. Please note that responses for this Site 4S must propose a daycare use in compliance with the terms set forth in the RFP.</p><p>4) Site 5 (Block/Lot 2920/2) is located on Bathgate Avenue occupying the full block between 172nd Street and 173rd Street. The site is currently occupied by two tenants with permits expiring in October 2023. <p>Brooklyn Bridge Park is an eighty-five (85) acre waterfront park in Brooklyn, NY. The Park is seeking an experienced contractor team for the Pier 1 Entry Building Project. The Pier 1 Entry Project is approximately 1.5 acres and is located just north of the intersection of Old Fulton and Furman Streets. The project will create a pavilion at the Parks main entrance and house much needed Park amenities including a concession, public restrooms and utilities. The new building will be elevated above the flood plain and the pavilion will support a system of Photovoltaic shingles. The project will reconfigure the existing bicycle and pedestrian paths creating a more visible and gracious entrance to the Park. The project will also create a much needed lay by lane off Furman St for vehicular Park drop off and pick up.</p>

OER coordinates with real estate developers and environmental professionals to ensure compliance with environmental requirements before issuance of a building permit or certificate of occupancy.OER maintains several web-based applications to support program operations. The main OER applications are the (1) Environmental Project Information Center (EPIC): https://a002-epic.nyc.gov/; and (2) Searchable Property Environmental E-Database (SPEED): https://speed.cityofnewyork.us/.</p><p>EPIC is a project management portal that streamlines, digitizes, and consolidates OER project submittals, project management, communication, performance-tracking, and public-facing document repository. The application also provides resources for the public, community-based organizations, agency partners, and OER staff. Users with registered accounts can upload files, track the progress of OER reviews, receive notifications, and review project information. EPIC is a 3-tier application utilizing the following technologies: .NET, AngularJS, ReactJS, and MS SQL Server. EPIC is hosted by the New York City Office of Technology and Innovation (OTI), formerly known as DoITT.</p><p>SPEED is a mapping tool that provides public access to environmental remediation and other information for certain properties in New York City. Users can also see the locations of NYC E-designated properties, open and closed spills, New York State Environmental Zones (En-Zones), and Brownfield Opportunity Areas and other community brownfield planning areas. SPEED utilizes the following technologies: Node.js, ReactJS, PostgreSQL, and Carto. <p>Purpose of the SolicitationThe Human Resources Administrations Office of Child Support Services (OCSS or the Agency) is seeking an appropriately qualified proposer to assume responsibility for the creation and maintenance of electronic accounting ledgers and other fiscal related data on child support cases. This will be done by reviewing documents and electronic data sheets, case details and performing data entry into the New York State Child Support System known as the Automated State Support Enforcement and Tracking System (hereinafter referred to as ASSETS, an online database system developed and administered by the State of New York. The anticipated total maximum available funding will be $10,000,000.00. <p>Introduction and Program Description (a) By issuing this request for qualifications (RFQ), New York City Housing Authority (NYCHA) is commencing a two-step procurement process for design and construction services at the following two (2) closely situated NYCHA housing developments: (i) Gowanus Houses, Brooklyn (Project #3); and (ii) Wyckoff Gardens Houses, Brooklyn (Project #4)1. (b) This RFQ represents the first step (Step-One RFQ) in which NYCHA is inviting statements of qualification (SOQ) from entities interested in participating in the second step, an upcoming request for proposals (RFP) (Step Two  RFP). </p><p>Step Two - RFP (A) Only Shortlisted Proposers for a particular Project will proceed to the Step Two  RFP stage and be invited by NYCHA to submit a Proposal. (B) Prior to issuing an RFP, NYCHA may, in its sole and absolute discretion, issue a draft of the RFP to the Shortlisted Proposers to solicit feedback only; the draft RFP will not be a solicitation for Proposals. Any draft RFP may include a draft form of Contract. (C) Awards Based on Best Value Evaluation (1) NYCHA anticipates that Step Two  RFP will include two Scopes of Work, one for each Project. Proposals for each Project will be separately evaluated and scored in accordance with the provisions set forth in the RFP. (2) NYCHA will evaluate the Proposals received and select one Proposer to enter into the Contract for each Project. i. In the event the same Proposer is selected to enter into a Contract for both Contracts, NYCHA reserves the right to award one contract for both Projects if NYCHA determines, in accordance with the provisions that will be set forth in the RFP, that one Contract provides it with the best value. (3) Any resultant Contract awarded pursuant to this Procurement will be awarded to a responsive and responsible Proposer that offers the best value, as determined by the NYCHA in accordance with the criteria set forth in the RFP. (D) Stipend Payments: As part of the RFP process, NYCHA will offer a stipend to Shortlisted Proposers that submit timely Proposals that are responsive to the RFP but are not awarded a Contract. Payment of such stipend will be in exchange for, among other things, the transfer to NYCHA of certain intellectual property rights and related material arising from such Proposal. The form of stipend agreement will be issued with the RFP. The stipend amount will be specified in the RFP.
