<p>The New York City Economic Development Corporation (NYCEDC) invites academic institutions, material innovators, industry, coalitions and others to submit responses for the development of a Materials Innovation Hub. The goal of the Materials Innovation Hub is to make New York City (the City, or NYC) the center of biomaterial innovation, research and development (R&D) for industry and commercialization. By creating an open access Materials Innovation Hub, the City will become the center of biomaterial products that transform industry through fostering corporate partnerships, creating new workforce opportunities, and advancing the Citys carbon-neutral goals. The Materials Innovation Hub will focus on the connection between key NYC legacy industries  including, but not limited to, medicine, packaging, construction, fashion  for which biomaterial products and applications will become increasingly prevalent. <p>In connection with the State Environmental Quality Review Act (SEQRA) and its City counterpart, CEQR, which requires State and local agencies to assess potential significant adverse environmental impacts of discretionary actions before undertaking, funding, or approving such actions, DHS is required to complete an Environmental Assessment Survey (EAS) which assesses the environmental impact of the new facilities. In addition, in connection with the Turning the Tide initiative to open 90 shelter facilities, the new initiative The Journey Home for an additional 1,000 Safe Haven beds, and the initiative for stabilization beds as a result of the COVID-19 pandemic, the contractor would play a crucial role in ensuring that the aforementioned initiatives are put in effect in environments that are up to standards. DHS will contract for the performance of expert professional on-call architectural and engineering design services for pipeline capacity citywide for Three (3) years, covering FY23  FY25 as it relates to the preparation of CEQR Environmental Assessment Statements (EAS) in connection with the opening of various shelter facilities and On-Call Architectural and Engineering design services. <p>NYPD ARTERIAL TOW: A Request for Applications will be issued by the New York City Police Department (NYPD).  Department of Consumer and Workers Protection (DCWP) licensed TOW COMPANIES who are interested in servicing disabled vehicles throughout the NYC highway system will be eligible to receive a Request for Applications. Licensed Tow Companies may apply for a Permit to assist disabled vehicles in one or several sections of Arterial Highways. The chosen Tow Company will have exclusive towing rights for designated section(s) of NYC Arterial Highway. The Request for Applications will require an applicant to submit a Technical Proposal and a Price Proposal. An Administrative Fee will be required to be paid by the chosen Tow Company who is permitted to service the particular section of Arterial Highway. Licensed and interested Tow Companies are instructed to contact the NYPD  Contract Administration Section and submit a Notice of Interest by sending an e-mail to <strong>contracts@nypd.org</strong>.  The e-mail shall let the NYPD know of its interest and provide a Company / Entity name, current individual contact name(s)/ titles, e-mail address(es), and phone numbers. If an interested Tow Company currently holds an Arterial Tow permit, that Tow Company must submit a notice of interest to be considered for a new Arterial Tow Permit. The Request for Applications will not be available in PASSPort but will be e-mailed to interested Tow Companies. The chosen Tow Company will be issued a Permit for Five years, subject to Renewal/Extension. The Permit will be revocable if Administrative Fees are not paid. Only Tow Companies not in arrears of Arterial Tow administrative fees, taxes, or licensing fees will be considered for being issued a Permit. </p>
