<p>The New York City School Construction Authority (SCA) has approximately 1300 staff, and 3,000 + external partners accessing our systems. The SCA is seeking a qualified developer/ designer (Consultant) to redesign the SCAs existing Digital Experience Platform (https://www.nycsca.org). The Digital Experience Platform must be designed and organized in a manner that follows modern web standards in design, security, ADA WCAG 2.0 AA, and functionality with a focus on providing information and services to the SCAs client users. The Digital Experience Platform must also have a user-friendly backend that can be easily operated by employees with non-technical backgrounds. The SCA aims to implement best practices and technologies, revise the information architecture, and improve content strategy and visual design.</p><p>This RFQEI seeks responses from consultants and associated products which would serve the needs of the SCA. We believe that there are many consultants that can satisfy our needs in regard to a platform. The ideal respondent has a proven track record on creating Business to Business and Government to Consultant websites.</p><p>The Consultant must have experience creating client-driven information architecture and graphic design that facilitates the SCAs engagement with its audience. The SCA website should be designed to meet the needs of companies seeking to do business with the SCA, vendors currently engaged with SCA contracts, and the general public. The Consultant must provide all labor, equipment, and expertise to efficiently review, evaluate, and produce multiple website designs for evaluation. The Consultant must have experience designing and/or redesigning websites, with special consideration for Consultants who have done so for public organizations or construction related firms.</p><p>The SCA also requires self-service portals for external users such as design firms, contractors, and the general public. The Consultant will guide the SCA through a needs/requirements analysis to identify and evaluate all possible design options and elements. Functional elements of the Digital Experience Platform must include:</p><p>1. Promotion of communication tools such as web posts, event calendars, and links to SCA social media (Twitter, Instagram, YouTube etc...) through robust integration.</p><p>2. Analytics integration that provides information on traffic analysis reporting capabilities and available metrics for user/system response times such as number of visitors, page views, and frequently visited pages</p><p>3. Security features to prevent website hacking or defacement</p><p>4. Third party integration</p><p>Other features that the Digital Experience Platform may require are listed in the Appendix at the end of the document.</p><p>Below are examples of the types of interactions customers currently have with our website. It is not comprehensive, and Consultants should explain how they would expand upon the user stories below to ensure our website serves all of our potential customers.</p><p>1. A design consultant, Construction Company, or other vendor is interested in potentially working with the SCA. The website should explain how to work with us, how to get prequalified, how to bid on our work, and what the benefits are to working with us.</p><p>2. A vendor has been awarded a contract and wants to know about the specifications and requirements to working with us and how to get paid.</p><p>3. A member of the public or elected official is interested in finding out about the work going on in their school district.</p><p>4. A member of the public is interested in becoming an SCA employee.</p><p>5. A member of the Minority-Owned Business, Women-Owned Business, or Locally Based Enterprise community wants to find out the benefits of being certified by the SCA and what special programs we run for them. The SCA has a variety of bespoke systems and COTS applications that will need to integrate with this solution. MS Active Directory integration - is our user access management tool, Vendor Access System, and APIs.</p><p><strong>Submission:  Please provide a written proposal with the following sections:</strong></p><p>1. A letter of your interest in working with the School Construction Authority to provide a solution.</p><p>2. The firms contact information</p><p>3. Please fill out the embedded spreadsheet with your answers to the queries.</p><p>4. All services, functions, and features the firm offers related to website design/redesign.</p><p>5. The firms qualifications for the project including key personnel</p><p>6. A summary of firms recent experience with similar projects including timeline, payment method (hourly rates, lump sum, etc.) and total cost</p><p>7. Examples of existing designs/redesigns e.g., web links, before and after shots, etc.</p><p>8. If awarded, please explain how this project will be integrated into the firms present workload</p><p>9.  Describe a government client engagement if any</p><p>10. Describe your experience partnering with Minority owned, Women owned or local New York City enterprises to deliver your product or services.</p><p>11. Described how your product and services are licensed</p><p>The SCA is implementing a two-step procurement process. Our initial step is asking prospective consultants to demonstrate certain qualifications in response to this RFQEI. Thereafter the SCA will evaluate procurement methods available and move towards consultant selection. The SCA may choose to short list respondents to this RFQEI to provide a live demonstration of your solution. Although proposing firms need not be pre-qualified by the SCA at the time of bid, each firm must be pre-qualified prior to contract award.</p><p><strong>Interested firms should respond via email submitting their qualifications and expression of interest.</strong></p>

<p>The City has implemented its M/WBE program in an effort to remedy the documented disparity in utilization of certain groups of vendors as compared to their willingness and ability to do business with the City. As an additional tool which will allow the City to utilize more M/WBEs in a more efficient way, this method will aid the City in its goal of decreasing and ultimately eliminating this documented disparity against such groups. The current PPB Rules only allow for MWBE noncompetitive small purchases to be made up to and including $500,000. This method operationalizes the recent New York State law (Chapter 569 of the Laws of 2022) that amended the NYC Charter § 311 and gives agencies the specific authority granted under such legislation to make such purchases up to and including $1,000,000. By removing competition for these procurements, it will allow agencies to provide a variety of important services to New Yorkers in a faster and more efficient way. Finally, this new noncompetitive small purchase will increase the number of procurements that are going to M/WBEs, especially those under-utilized M/WBEs, and further the effectiveness of the program.</p><p>The innovative procurement method to be used for these M/WBE purchases will vary in a number of respects from the procedure otherwise applicable pursuant to the PPB Rules, including but not limited to, PPB Rule § 3-08(c)(1)(iv). As with other noncompetitive purchases, changes to and/or renewals of purchases pursuant to this method must not bring the total value of the procurement to an amount greater than the M/WBE discretionary buying threshold amount. Key elements of the M/WBE purchase method include the following:</p><p>No competition will be required for the procurement of goods, services, and construction to City-certified M/WBEs within this limit, except that in making such purchases, agency contracting officers should obtain price or rate quotations from at least three City-certified M/WBE vendors capable of providing goods, services, or construction needed. If, after exercising reasonable efforts, the agency has not received three responses, they may proceed with the award. Documentation of such purchases must identify the vendor the item was purchased from, the item purchased, and the amount paid.</p><p>Determinations required pursuant to PPB Rule § 2-01, presolicitation review including public notices of solicitation and the presolicitation review reports pursuant to PPB Rule § 2-02, and recommendations for awards pursuant to PPB Rule § 2-09 will not be required. <p>The Plant-Based Lifestyle Medicine Program at NYC Health + Hospitals is an interdisciplinary program emphasizing plant-based nutrition and other healthful lifestyle changes to reduce cardiometabolic risk. Our patients work with a team including physicians, a dietitian, and a health coach to transition to a healthful plant-based diet, increase physical activity, learn stress management techniques, improve sleep habits, avoid risky substances, and increase social support. The program is open to adults with atherosclerotic cardiovascular disease, hypertension, prediabetes, type 2 diabetes, and/or health concerns related to obesity. A key mission is to serve communities that face not only the greatest burden of chronic disease, but also significant barriers to being able to make lifestyle changes. The program was founded at NYC Health + Hospitals / Bellevue in 2019, among the first of its kind in a public health care system. It will be expanded to six new sites in all five boroughs of New York City: Jacobi, Lincoln, Elmhurst, Woodhull, Kings County, and Gotham Vanderbilt. As part of this expansion, the programs will also offer behavioral health and community health worker services. In addition, funding is available to provide fresh produce to patients enrolled in the 6-month active phase of the program. The program team will work closely with patients to support family-friendly, culturally-relevant ways to incorporate the produce into their diets, across the spectrum of cooking skills and available culinary tools. The Office of Nutrition & Lifestyle Medicine division aims to select a prime vendor under this RFP, with the potential for the prime vendor to subcontract, subject to approval, to provide program needs, including full coverage of customized produce parcels, delivery to patients throughout all boroughs, and fulfillment of delivery date needs.</p>

<p>New York City Economic Development Corporation (NYCEDC) is seeking proposals from Department of Buildings (DOB) approved Special Inspections agencies to provide Special Inspections and other related services on an on-call basis, as needed basis.</p><p>Special Inspections replaced Controlled Inspections for all construction projects filed on or after July 1, 2008 and may only be performed by Special Inspectors employed by a DOB approved Special Inspections Agency. The New York City Building Code and the RCNY require that certain materials, operations, and equipment be inspected or tested to verify compliance with code requirements under the provisions of Special Inspections. All required inspections and tests of such materials, equipment, and operations will be made by the Special Inspections Agencies retained by NYCEDC.</p><p>The consultant(s) will inspect and certify that construction operations performed, and materials installed by a Construction Manager, a General Contractor (GC), and/or sub-Contractor(s) to the CM and/or GC adhere to all NYC Building Code Special Inspections requirements and comply with the drawings and specifications issued by the Design Consultant and/or the Construction Manager. <p>The New York City Economic Development Corporation (NYCEDC), in partnership with the City of New York (the City or NYC), acting by and through its Department of Citywide Administrative Services (DCAS), is pleased to release this Request for Proposals (the RFP) for a long-term lease of approximately 75,000 carpetable square feet (CSF). The leased space is to be occupied by designated City agencies (collectively, the 'City Tenant') and will be located in a transit-accessible area of Staten Island, with a preference for the commercial centers of the North Shore.</p><p>The objective of the RFP is to catalyze commercial development by leveraging the City as an anchor tenant in order to attract and spur private investment, while satisfying the Citys need for office space. Proposals are expected to create office space in excess of the Citys needs. Proposals involving either the construction of a new office building or the substantial revitalization of an existing building are encouraged.</p><p>NYCEDC plans to select a landlord/developer on the basis of factors stated in the RFP which include, but are not limited to: the quality of the proposal, experience of key staff identified in the proposal, favorability of financial terms for the City, experience and quality of any subcontractors proposed, and demonstrated successful experience in performing services similar to those encompassed in the RFP.</p><p>It is the policy of NYCEDC to comply with all federal, state and City laws and regulations which prohibit unlawful discrimination because of race, creed, color, national origin, sex, age, disability, marital status and other protected category and to take affirmative action in working with contracting parties to ensure certified Minority and Women-owned Business Enterprises (MWBEs) share in the economic opportunities generated by NYCEDCs projects and initiatives. <p>The citywide decommissioning of monitoring/recovery wells as required by 6 NYCRR part 360, Environmental Conservation Law Article 23 and New York State Department of Environmental Conservation CP  43 policy at various locations in all Five (5) Boroughs as shown in Exhibit A: Location of Wells.</p><p>DECOMMISSIONING METHODS: A. The two primary well decommissioning methods are: 1. Grouting in-place. 2. Perforating overdrill. B. In a complex situation, one or more decommissioning procedures may be used for different intervals of the same well. DECOMMISSIONING PROCEDURES: A. Wells are to be disinfected using a solution of calcium hypochlorite, such as HTH, containing approximately 65% to 75% available chlorine. Calcium hypochlorite products containing fungicides, algicides, or other disinfectants are to be avoided. B. Contractor is responsible for the verification of the depth of the well. Casing with an open annular space will be either grouted in place or removed. Casings removed from a collapsing formation, grout should be pumped through a tremie pipe so that during its removal the bottom of the casing remains submerged in grout. 1. Where casing is grouted in place, the casing should be cut off at least 24 inches below grade, where practicable. For wells located in a building, upon completion of grouting the casing should be filled to floor level with no less than 12 inches of cement. 2. Casing should be cut off not more than 3 inches from floor level. For wells terminating in a well pit, casing should be cut off not less than twelve inches below the grade established when the pit is filled. Additional grout must be added to the casing as it is withdrawn. 3. After the grout has consolidated, the top of the casing should be closed and sealed. Steel casings should be sealed with a welded steel plate; PVC casings with a permanently affixed PVC cap; C. The portion(s) of the well occupied by the well screen should be filled with clean sand or gravel (defined as being relatively free of clay and organic matter). The filling should be no less permeable than the formation surrounding the well screen and should extend no more than three feet above the top of the screen. D. Standard Grout Mixture; E. Grouting of The Wells; and F. Site Restoration. All materials, debris, tools, machinery, sealing material, grease, or other materials which have accumulated at the site should be removed and/or disposed of properly and in accordance with law.</p><p>A virtual non-mandatory virtual pre-bid conference will be held on Wednesday, October 26, 2022, at 11:00 AM, and will be conducted remotely via Microsoft Teams meeting. The removal and replacement of existing/or missing vinyl cove base molding. As directed, remove Non-Asbestos Containing floor coverings, including but not limited to vinyl composition floor tile, linoleum, self-adhesive floor tile, carpet, ceramic floor tile, wood flooring, etc. The work as described above shall be performed in occupied and unoccupied (move-out) apartments as designated by the Development Superintendent.
