The 18,000 square foot Jackson Heights Community Library was constructed in 1954. It is a (2) story building of fireproof construction and is within a landmark district. It has a cellar level mainly consisting of mechanical equipment rooms, storage room, and a lecture room. QBPL's objective is to increase the usable floor area of Jackson Height library with 3,000 SF of new public service space. A new building addition of approximately 6,000 SF (3,000 SF at unexcavated portion of cellar level and 3,000 SF at ground floor) at the northeast section of the site will be constructed for this purpose. Also, the existing facility, in its entirety, will need to undergo a comprehensive interior and exterior renovation and will include the replacement and/or upgrade of all building systems.

Conduct and present to Queens Borough Public Library (QBPL) a comprehensive Due Diligence Report that will consist of (but not be limited to) Zoning Analysis – that through clear and concise
text and two-dimensional and three-dimensional diagrams illustrates the size, height, area, location, profile, and massing of a structure based on the parameters, limitations and rights of
construction according to local zoning regulations. The Zoning Analysis shall serve as QBPL’s point of reference for gauging the extent to which the site can be developed. Constraints on
developing the site shall be identified and request(s) to deviate from (variance) the zoning requirements shall be secured if required. The Zoning Analysis shall be supported by a Constructability
investigation, Complexity Factor Appraisal, and by a Probable Cost Forecast. The Probable Cost Forecast (in terms of 2018 dollars) shall be comprehensive and complete and shall include all
pertinent categories (as subtotals) such as construction hard costs, IFA costs, and design fee/soft costs. The Due Diligence Report shall serve as QBPL’s operational objectives, funding and
budgetary strategy, and mission.

To increase square footage with a two story addition. Functionally, the existing Rosedale Community Library is deficient in that it does not provide the public with an adequate level of resources. Frequent overcrowding is experienced throughout the facility and the adult, children, and teen areas lack sufficient space for reading, educational, and communal activities. The newly expanded and renovated areas of the building will function as a modern facility by accommodating evolving programs and services and by addressing the needs of the Library’s valued customers and staff; accommodating the public’s increasing demand for cultural, educational and occupational programs. It will incorporate best practice in well-building design and innovation including; occupant health and safety, indoor air and water quality, thermal comfort, effective illumination and visual comfort including glare control, balanced acoustic design, daylight harvesting, ergonomics, weather and water tightness, ease of operation/maintenance/use, and energy efficiency.
