Publicly funded early care and education providers in New York City are required to screen all children in their program within 45 calendars days of enrollment. https://infohub.nyced.org/working-with-the-doe/early-childhood/early-childhood-educators/supporting-quality-care-and-instruction/screening-assessment. Currently, no screening data for any of the three screening instruments are available via OpenDate:Ages and Stages Questionnaire, Third Edition (ASQ-3); Brigance Early Childhood Screens III; Early Screening Inventory, Third Edition (ESI-3). I am looking for the results of these screenings aggregated to the site level and disaggregated, when possible by demographics typically required (child's race/ethnicity, gender, housing status, multilingual learner status, etc). Given the specific developmental nature of these data, disaggregation by age group for children under five years of age is also important for the Ages and Stages Questionnaire (e.g., 0 to 24 months, 25 to 36 months, 37 to 48 months, 49 to 60 months, Older than 60 months); and for the other screening tools (i.e., 37 to 48 months, 49 to 60 months, older than 60 months)
Data available from the Bureau of Early Intervention () as well as the Department of Education suggest the number of rate of children under five needed and receiving developmental support services varies by NYC community, race/ethnicity, gender, and other demographic categories. Aggregated data without personally identifiable information would help identify whether rates of referrals to programs like Early Intervention or Pre-School Special Education are appropriate for the needs of children in the area. Importantly, no other publicly available data allow to answer this questions, just as the National Children's Health Survey, which measures children's developmental needs but provides estimates at the state-level only. Moreover, the NYC KIDS survey administered by DOHMH produces borough level estimates which are not specific enough for community level monitoring and connection to the zip code level data currently mandated by NYC Council with Intro 1406-2019 (https://legistar.council.nyc.gov/LegislationDetail.aspx?ID=3860339&GUID=B4E7514E-A3A3-4A67-BADE-EA4D42D9C1D4&Options=&Search=)
Response
Thank you for contacting the NYC Open Data HelpDesk! Since the collection of this data would require coordination with providers outside of the Department of Education. Please make this request via External Data Requests (nyced.org). This team would have access to the various contacts necessary to aggregate this data.
Thank you,
NYC Department of Education (DOE)
