I would like a dataset similar to the NYPD Arrest Data, except that it details all custody holds regardless of whether they result in a formal arrest. For each hold, I'd like to know the reason for the hold (e.g., I-card, stop-and-frisk; complaint from another citizen, observed crime, etc.); where the hold was initiated (e.g., street, precinct, school, private residence, public housing, public transit, business), geo-location where the hold was initiated; the time that the person was brought into custody and the time that the person was either released or transferred; where the person was held; the precinct, borough, and jurisdiction involved in the hold; whether the hold resulted in a formal arrest and charges; top charge and severity if any charges were brought; whether an Appearance ticket was issued; whether the person held was fingerprinted or DNA as taken; whether the person held was questioned/interviewed; whether an attorney was present for any questioning/interviews; race, age, and gender of the person held.

Your response to the original request indicated that "Some of the requested data does not exist in a structured manner in Department systems and would be excessively burdensome to pull and compile." In that case, I'd like whatever data DOES exist in a structured manner in department systems. IF AVAILABLE, any of the following data would be helpful: the reason for the hold (e.g., I-card, stop-and-frisk; complaint from another citizen, observed crime, etc.); where the hold was initiated (e.g., street, precinct, school, private residence, public housing, public transit, business), geo-location where the hold was initiated; top charge and severity if any charges were brought; whether the person held was fingerprinted or DNA as taken; whether the person held was questioned/interviewed; whether an attorney was present for any questioning/interviews; race, age, and gender of the person held.
Are the NYPD engaging in unnecessary custody holds, or holding people for an excessive amount of time? Are the NYPD in compliance with Appearance Ticket reform?

After consulting with our IT and Legal Bureaus, it has been determined that Some of the requested data does not exist in a structured manner in Department systems and would be excessively burdensome to pull and compile.
