Thanks for reaching out. Based on your requested dataset and the question you are trying to answer, I believe you are asking for two different things-- inactive medallions and inactive drivers. The taxi medallion is a permit which allows a vehicle to operate as taxi and accept street hails in the five boroughs, whereas the TLC driver's license allows a person to drive a taxi or for-hire vehicle (i.e. app car like Uber or Lyft, or traditional black car/livery/luxury limo service) in the five boroughs. The medallion vehicle may or may not be owned by the person who drives it as some taxis are part of fleets and most are leased, so an inactive medallion does not necessarily mean a driver has exited the market. With regard to inactive drivers, we only release the active driver lists on Open Data, though drivers who have been suspended or revoked could potentially be obtained with a FOIL request. However, it is worth noting that TLC's driver license is a universal license, meaning that the same license can be used to drive a taxi OR for-hire vehicle, so you would not be able to definitively say that a taxi driver has exited the market, only that a TLC-licensed driver has.
