Currently, to get to records of the After-Hours Variances permits that the DOB issues, individuals need to know the address of a building and enter it into the DOB’s BISweb. At the bottom right hand side of the resulting page, there is a link to the After-Hours Variances issued for the property. The DOB publishes several datasets that document construction applications and awarded permits on the City’s Open Data Portal, but these datasets do not include AHV permits.
Based on our research in collaboration with NYC community boards, we have learned the potential benefits of publishing AHV data online, in a machine-readable format, and updating it daily. We are hoping that the dataset can list every record for an issued AHV application, along with the status of the application, and the BIN of the building under consideration. It would also be great for it to include the responses to certain application questions such as the reason the AHV is being applied for and issued, the number of days applied for and awarded, and whether or not the building is within 200 feet of a residence, involves a demolition, is taking place in an enclosed building, or involves the use of a crane. This is all information that can be accessed on BISweb.
We have heard the community boards would like to be able to query 1) the saturation of AHVs being awarded in their districts over time, 2) the number of days AHVs have been awarded at certain buildings, 3) the businesses applying for AHVs, 4) the reasons AHVs are being awarded, and 5) how applicants are responding to the question about whether the site is within 200 ft of a residence.

We are in the process of updating our systems and migrating all of our paper forms online into a new system called DOB NOW. We anticipate releasing data about these permits when they have been added to that new system. We are continuing to roll out new work and permit types, and we suggest you follow our newsletter for updates.
