City Council Legislation: Bills and Local Laws

This dataset contains information on New York City bills from 1998 through 2024.

The New York City Council is the City’s legislative body, responsible for proposing, debating, and voting on legislation that affects all aspects of city governance. The legislative process for Introductions in NYC follows these steps:

Bill Introduced – A bill is introduced by a Council Member and assigned a number.

Committee Hearings – The bill is referred to a committee for review, where public hearings may be held for discussion, public comment, and stakeholder engagement.

Committee Vote – The committee votes on whether to advance the bill to the full Council.

Full Council Vote – If approved by the committee, the bill is voted on by the entire Council. A majority vote is required for passage.

Mayoral Action – Once passed by the Council, the bill is sent to the Mayor, who may sign it into law, veto it, or allow it to become law without a signature. If vetoed, the Council can override the veto with a two-thirds majority vote.

Enactment – Once signed or passed via override, the bill is assigned a local law number and becomes part of the city’s legal code. Bills may be enacted immediately, or upon a date defined in the bill.

This dataset provides information on all introductions, regardless of whether they were enacted.

Summary
Motorists in New York City are prohibited from using dedicated bus lanes unless they are making right turns or picking up or dropping off passengers. The City operates cameras from 7:00am to 7:00pm to monitor proper use of such lanes and impose monetary liability on those who fail to comply with bus lane restrictions. The bill would provide a “grace period” during the first and last five-minute period of such restrictions wherein motorists would not be subject to penalties resulting from images captured by a camera for utilizing bus lanes.

Summary
As of October 2017, 2,110 individuals nationwide have been exonerated and released from prison. More than 10 percent of exonerations have come from New York State. Those New Yorkers spent an average of 9.18 years in prison for crimes they did not commit. Exonerees face many of the same hurdles as other released prisoners, including obtaining housing, employment and medical care. However, exonerees are often ineligible for reentry services that states provide to parolees and released prisoners. Wrongful convictions also take an economic and emotional toll on the families of the accused. Under New York State law, compensation for wrongful conviction and imprisonment does not include the provision of social services. This bill would require the Mayor’s Office of Criminal Justice (MOCJ) to coordinate with relevant City agencies to promote the availability of social services for wrongfully convicted individuals and their immediate family members. MOCJ would also be required to develop methods to increase the coordination of such social services, and provide outreach and education on the availability of such services for exonerees and their immediate family members.

The bill would require that data collected pursuant to this program be posted publicly on the Department of Environmental Protection’s website. Finally, the bill would require the Commissioner of Environmental Protection to promulgate rules.

This bill would create a program recognizing nail salons that are healthier than otherwise required for employees and consumers. Nail salons would be permitted to apply for such recognition as a healthier nail salon by the Department of Health and Mental Hygiene, and in exchange would be required to abide by standards set by the Department for product safety, ventilation, and worker safety. Certified healthier nail salons would be eligible for reimbursement for part of the cost of a ventilation unit. The bill would also create a one-year, seven-member taskforce on health and safety in nail salons, with four members appointed by the Mayor, two by the Speaker of the Council, and one by the Public Advocate. It would be required to issue a report relating to a variety of nail salons health and safety issues, and recommendations for improving health and safety in nail salons.

The city strives to distribute facilities equitably under a process called “Fair Share,” but low-income communities are overburdened with certain types of facilities, such as waste transfer stations. Fair Share’s public disclosure tool—the Citywide Statement of Needs and its accompanying map—does not contain enough information geographic data to inform communities about facilities and where how communities compare to others. This bill would create an online mapping tool of city facilities subject to Fair Share as well as other facilities of interest to communities, including 1) federal and state health and social services facilities; and 2) private transportation and waste management facilities. Data used to create the mapping tool would be fully accessible to users for searches, content downloads and comparing community districts based on their relative concentrations of mapped facilities by use or type. Confidential information under state or federal law would be exempt from this bill.

The labor peace agreement between the retail or food service employer and the labor organization must, at a minimum, require that the labor organization and its members agree to refrain from picketing, works stoppages, boycotts or other economic interference, and that the employer agrees to maintain a neutral posture with respect to efforts by the labor organization to represent their employees. The proposed legislation would expand the labor peace requirement to additional employers at such economic development projects, including other tenants, subtenants and concessionaires, and to City human services contractors.

The use of non-compete agreements in contracts for freelance work, especially in the fashion industry, can lead to unreasonable restrictions on freelancers being able to find new work. This bill would prohibit persons from requiring freelance workers to enter into non-compete agreements unless the hiring party agrees to compensate the freelance worker during any period in which a non-compete agreement would restrict the freelancer from seeking other work. This bill would also create a private right of action allowing freelancers to seek a declaratory judgment finding a non-compete agreement void and grant the Office of Labor Standards enforcement authority. The Corporation Counsel would also be able to investigate and sue hiring parties who exhibit a pattern or practice of violations in this case.

Summary
This local law would require every City agency that manages capital projects to submit a monthly report to the Mayor, or an office or agency designated by the Mayor, which would detail all construction work scheduled in the ensuing three months and provide a status update on all construction work that had been scheduled during the prior six months. The Mayor, or office or agency designated by the Mayor, would be required to compile the reports of the managing agencies into a citywide which would be reviewed to promote coordination between managing agencies and to ensure that work on capital projects is being scheduled and conducted in an efficient and effective manner. The citywide report would be submitted to the Council, gas and electrical utility companies in the City, and the Empire City Subway Company, as well as be posted on the City’s website, in a machine-readable format.
