City Council Legislation: Bills and Local Laws

This dataset contains information on New York City bills from 1998 through 2024.

The New York City Council is the City’s legislative body, responsible for proposing, debating, and voting on legislation that affects all aspects of city governance. The legislative process for Introductions in NYC follows these steps:

Bill Introduced – A bill is introduced by a Council Member and assigned a number.

Committee Hearings – The bill is referred to a committee for review, where public hearings may be held for discussion, public comment, and stakeholder engagement.

Committee Vote – The committee votes on whether to advance the bill to the full Council.

Full Council Vote – If approved by the committee, the bill is voted on by the entire Council. A majority vote is required for passage.

Mayoral Action – Once passed by the Council, the bill is sent to the Mayor, who may sign it into law, veto it, or allow it to become law without a signature. If vetoed, the Council can override the veto with a two-thirds majority vote.

Enactment – Once signed or passed via override, the bill is assigned a local law number and becomes part of the city’s legal code. Bills may be enacted immediately, or upon a date defined in the bill.

This dataset provides information on all introductions, regardless of whether they were enacted.

The 2002 living wage law requires City service contractors and subcontractors that provide homecare services, day care services, Head Start services or services to persons with cerebral palsy to pay employees a living wage. Thousands of other City-contracted human services workers are not covered by the law. The proposed bill would expand the living wage law to cover all human services employees working under a City contract. The bill would also cover building service workers engaged by a City service contractor that provides contracted human services on its premises to assist in performing the City contract. Additionally, the bill would provide the Department of Consumer Affairs (“DCA”), rather than the contracting agencies, enforcement authority over the 2002 living wage law. The bill would also grant DCA authority to conduct an inquiry into the results of the Comptroller’s investigations, if necessary, in assessing the appropriate remedy for violations of the living wage laws.

The Administrative Code requires the Commissioner of the Department of Citywide Administrative Services (DCAS) to purchase light-duty and medium-duty vehicles that achieve the highest fuel economy. DCAS can satisfy this requirement by purchasing vehicles that run on alternative fuels. However, the definition of “alternative fuel” does not include renewable natural gas as an option. The proposed legislation would amend the definition of alternative fuel in § 24-163.1 to include “biomethane or renewable natural gas.” The proposed legislation would further define the term “biomethane or renewable natural gas.”

The proposed legislation would also organize the definitional section to conform to modern drafting standards.

Summary
As of October 2017, 2,110 individuals nationwide have been exonerated and released from prison. More than 10 percent of exonerations have come from New York State. Those New Yorkers spent an average of 9.18 years in prison for crimes they did not commit. Exonerees face many of the same hurdles as other released prisoners, including obtaining housing, employment and medical care. However, exonerees are often ineligible for reentry services that states provide to parolees and released prisoners. Wrongful convictions also take an economic and emotional toll on the families of the accused. Under New York State law, compensation for wrongful conviction and imprisonment does not include the provision of social services.

This bill would require the Mayor’s Office of Criminal Justice (MOCJ) to coordinate with relevant City agencies to promote the availability of social services for wrongfully convicted individuals and their immediate family members. MOCJ would also be required to develop methods to increase the coordination of such social services, and provide outreach and education on the availability of such services for exonerees and their immediate family members.
