City Council Legislation: Bills and Local Laws

This dataset contains information on New York City bills from 1998 through 2024.

The New York City Council is the City’s legislative body, responsible for proposing, debating, and voting on legislation that affects all aspects of city governance. The legislative process for Introductions in NYC follows these steps:

Bill Introduced – A bill is introduced by a Council Member and assigned a number.

Committee Hearings – The bill is referred to a committee for review, where public hearings may be held for discussion, public comment, and stakeholder engagement.

Committee Vote – The committee votes on whether to advance the bill to the full Council.

Full Council Vote – If approved by the committee, the bill is voted on by the entire Council. A majority vote is required for passage.

Mayoral Action – Once passed by the Council, the bill is sent to the Mayor, who may sign it into law, veto it, or allow it to become law without a signature. If vetoed, the Council can override the veto with a two-thirds majority vote.

Enactment – Once signed or passed via override, the bill is assigned a local law number and becomes part of the city’s legal code. Bills may be enacted immediately, or upon a date defined in the bill.

This dataset provides information on all introductions, regardless of whether they were enacted.

The bill would also require DHS to report information within 10 days to the Council if it ever enters into a new contract or agreement for a cluster site.

First, for every category of facility described in the criteria for siting city facilities often called the “Fair Share criteria” (such as community health facilities, solid waste transfer facilities, and residential care facilities), the Statement would rank each community district by how concentrated it is with such facilities, in terms of the ratio of facility capacity the community district’s population (or to the population of the relevant subgroups). Second, for every facility listed in the Statement, the Statement would list the use code used by the Department of Citywide Administrative Services and would include a similar ranked index of community districts for each relevant use code.

Although crime in the City is at historic lows, domestic violence persists. Every day, the New York Police Department (NYPD) responds to over 700 domestic incidents. This bill requires the Mayor’s Office to Combat Domestic Violence (OCDV), in conjunction with the NYPD, to submit to the Mayor and Speaker of the Council and post on its website a report detailing information about the City’s new domestic violence initiatives. The report must include data on housing attorneys placed in Family Justice Centers and the results of efforts of such attorneys to assist survivors with legal matters related to housing, such as removing perpetrators from leases, transferring leases from perpetrators to survivors, and terminating leases without penalty. The report must also include data on chronic domestic violence cases and chronic offenders, NYPD outreach efforts to survivors, and NYPD practices to identify and track chronic offenders. OCDV is required to submit reports quarterly and annually.

Summary
Every year, the Mayor must produce a Citywide Statement of Needs relating to the opening, expansion, reduction, or closing of city facilities. Not every capital investment the City makes in neighborhoods and infrastructure, however, counts as a city facility. This bill would require the Mayor to add an appendix to the Statement of Needs consisting of a list and explanation of proposed capital projects anticipated for the next two fiscal years, which could include things such as property acquisitions and investments in streets, bridges and tunnels. The appendix would not include projects already listed in the Statement of Needs or capital projects relating to fencing vacant lots, filling sunken lots, or acquiring furnishings, machinery, apparatus or equipment.

This bill would require the Mayor and City Planning Commission (CPC) to develop new criteria for siting city facilities under the City’s Fair Share process. The new criteria would prohibit siting a city facility, including emergency contracted facilities, in any community district highly concentrated with such facilities. High concentration means the top 10% of community districts with the highest ratios of capacity of similar facilities to district population. An agency proposing a siting could overcome the prohibition by demonstrating the facility serves particular needs of the community, except where need was created by unfair overconcentration of similar existing facilities. Sitings exempted from the prohibition based on need would be subject to a recorded vote by the CPC and subsequent Council review. Prohibited sitings would be reported to the Council, and the status of sitings made under the need-based exemption would be tracked on an online database updated annually.

The city strives to distribute facilities equitably under a process called “Fair Share,” but low-income communities are overburdened with certain types of facilities, such as waste transfer stations. Fair Share’s public disclosure tool—the Citywide Statement of Needs and its accompanying map—does not contain enough information geographic data to inform communities about facilities and where how communities compare to others. This bill would create an online mapping tool of city facilities subject to Fair Share as well as other facilities of interest to communities, including 1) federal and state health and social services facilities; and 2) private transportation and waste management facilities. Data used to create the mapping tool would be fully accessible to users for searches, content downloads and comparing community districts based on their relative concentrations of mapped facilities by use or type. Confidential information under state or federal law would be exempt from this bill.

This bill expands on local law number 94 for the year 2016 in that it requires more lactation rooms in more locations. More spaces are needed to accommodate women who are breast feeding (or expressing milk for later use) and want privacy and sanitary conditions. Women in places of assembly often need to stay for a long period of time and therefore need to express milk in order to maintain a steady supply and relieve discomfort.
