City Council Legislation: Bills and Local Laws

This dataset contains information on New York City bills from 1998 through 2024.

The New York City Council is the City’s legislative body, responsible for proposing, debating, and voting on legislation that affects all aspects of city governance. The legislative process for Introductions in NYC follows these steps:

Bill Introduced – A bill is introduced by a Council Member and assigned a number.

Committee Hearings – The bill is referred to a committee for review, where public hearings may be held for discussion, public comment, and stakeholder engagement.

Committee Vote – The committee votes on whether to advance the bill to the full Council.

Full Council Vote – If approved by the committee, the bill is voted on by the entire Council. A majority vote is required for passage.

Mayoral Action – Once passed by the Council, the bill is sent to the Mayor, who may sign it into law, veto it, or allow it to become law without a signature. If vetoed, the Council can override the veto with a two-thirds majority vote.

Enactment – Once signed or passed via override, the bill is assigned a local law number and becomes part of the city’s legal code. Bills may be enacted immediately, or upon a date defined in the bill.

This dataset provides information on all introductions, regardless of whether they were enacted.

Summary
Local Law 51 of 1993 established a homeless services advisory board and an interagency coordinating council to combat homelessness. This bill would amend the provisions of the Administrative Code establishing these bodies by adding that the advisory board appointees would include a member of a community based organization or service provider with relevant expertise, and that the DHS commissioner would meet with the advisory board on a quarterly basis. The bill would also add representatives to the coordinating council from NYCHA, DYCD, ACS, DOE, DOHMH, MOCDV and the chair of the Council’s Committee on General Welfare as members. The bill would also require that the interagency coordinating council meet with the homeless services advisory board and produce an annual report.

This bill would accelerate the timeline for such plants to shift from using higher grade fuel oil (e.g. fuel oil grade number 6 or 4) to lower grade fuel oil (fuel oil grade number 2). Currently, power plants can burn fuel oil grade number 6 until 2020 and fuel oil grade number 4 until 2030. Under this bill, plant owners would have the option of either (1) continuing to burn fuel oil grade number 6 until 2021, but switching immediately thereafter to fuel oil grade number 2 or (2) switching from fuel oil grade number 4 to fuel oil grade number 2 by 2025 (instead of 2030).

The local law amends Title 24 of the New York City Administrative Code, adding a new section § 24-163.9 (k) to require that commencing September 1, 2020, all school buses subject to New York City school bus contracts, that do not use a closed crankcase ventilation system, shall be electric vehicles. Electricity for such electric vehicles shall be generated on-site. This local law further requires that all other school buses, shall, after ten years of use, be replaced by compressed natural gas, hybrid school buses or all electric, and further provides that use of such compressed natural gas or hybrid school buses is limited to ten years and such school buses must thereafter be replaced with all electric zero emission school buses, and as long as the particulate matter emissions of all such school buses does not exceed emission levels permitted in the most recent diesel engine emissions standards issued by the United States Environmental Protection Agency and the mileage meets the most recent corporate average fuel economy standards for compact and large trucks.

This bill will mobilize the public in helping to ensure that drivers involved in hit-and-runs are identified, as many hit-and-runs remain unsolved.

This bill would require the Department of Transportation to study the feasibility of powering street lamps with solar energy. If the Department deems any options feasible, the Department would be required to conduct a pilot project to implement solar-powered street lamps on a small scale.
