City Council Legislation: Bills and Local Laws

This dataset contains information on New York City bills from 1998 through 2024.

The New York City Council is the City’s legislative body, responsible for proposing, debating, and voting on legislation that affects all aspects of city governance. The legislative process for Introductions in NYC follows these steps:

Bill Introduced – A bill is introduced by a Council Member and assigned a number.

Committee Hearings – The bill is referred to a committee for review, where public hearings may be held for discussion, public comment, and stakeholder engagement.

Committee Vote – The committee votes on whether to advance the bill to the full Council.

Full Council Vote – If approved by the committee, the bill is voted on by the entire Council. A majority vote is required for passage.

Mayoral Action – Once passed by the Council, the bill is sent to the Mayor, who may sign it into law, veto it, or allow it to become law without a signature. If vetoed, the Council can override the veto with a two-thirds majority vote.

Enactment – Once signed or passed via override, the bill is assigned a local law number and becomes part of the city’s legal code. Bills may be enacted immediately, or upon a date defined in the bill.

This dataset provides information on all introductions, regardless of whether they were enacted.

This bill would require the Taxi and Limousine Commission (TLC), the 311 Citizen Service Center and the Police Department to report on complaints of sexual harassment or sex offenses, as defined in article 130 of the New York State Penal Law, occurring in TLC licensed vehicles. The TLC, as the lead agency, must produce a report that includes complaint data compiled from its records, all TLC licensed entities, and from the reports of the 311 Citizen Service Center and the Police Department. The TLC report must disaggregate the data by the type of complaint, the type of TLC licensed vehicle, and the licensed entity or city body receiving the complaint. The TLC report must be provided to the Mayor and the City Council on December 1st, and posted on the Commission’s website. The purpose of the report is to provide greater clarity on the number of alleged sex offenses and complaints of sexual harassment occurring in TLC licensed vehicles.

The bill would require an employer to allow employees to take two temporary schedule changes per calendar year—including paid time off, remote work, changing work hours and unpaid leave—relating to a caregiving emergency, a legal proceeding or hearing for subsistence benefits, or any circumstance that would constitute a basis for permissible use of safe time or sick time under chapter 8 of title 20 of the administration code. The bill would also establish a written process for employees and employers to communicate regarding requests for such changes. This bill would also protect employees from employers retaliating against them for making schedule change requests, because section 20-1204’s prohibition on retaliation would apply. This bill would not affect leave granted under the city’s earned sick and safe time act or apply to employees under certain collective bargaining agreements or to certain employees in the entertainment industry.

This bill will ban the practice of “on-call scheduling” for retail employees. On-call scheduling is when an employer requires an employee to be available to work, to contact the employer or to wait to be contacted by the employer, to determine whether the employee must report to work. This bill will prohibit retail employers from cancelling, changing or adding work shifts within 72 hours of the start of the shift (except in limited cases). The bill also requires a retail employer to: post the schedule for the retail employees’ schedule 72 hours before the beginning of the scheduled hours of work, to provide (upon request by the a retail employee) a written copy of said employee’s work schedule for any week worked within the prior three years, or to provide (upon request by the a retail employee at the work location) the most current version of the work schedule for all retail employees at the at work location.

This bill would also require the designated agency to make such disclosures public after the data collected is sufficiently anonymized as well as to report on observable trends in the data. This bill would also create recordkeeping requirements for such contractors and would give the authority to enforce the provisions of this bill to the designated agency.

This bill will make the schedules of fast food employees more predictable. It will create general provisions for a fair work week chapter of the Administrative Code and will require certain fast food employers to provide employees with an estimate of their work schedule upon hire and a work schedule 14 days in advance (including all shifts). This bill will require a premium to be paid to employees for schedule changes made by the employer with less than 14 days’ notice to the employee (a greater schedule change premium is as the start of the first shift nears). Changes to schedules will will canceling, shortening, or moving shifts, adding additional hours to scheduled shifts, and adding shifts.

This bill is part of a package of bills aimed at improving working conditions related to employee work schedules. The bill also renumbers, without substantive change, provisions on shipboard gambling to make room for new provisions administered by the Department of Consumer Affairs.

This bill would reauthorize the City’s tax lien sale program for another four years. It would also do the following:

1) Allow for greater flexibility with payment plans, including the option of monthly payments and a one-time opportunity to enter into a second payment plan if the property owner has defaulted on a previous plan;

2) Change notification and communication requirements, including the provision of written notification to the owner when a property is removed from the lien sale due to payment or any other reason, expansion of the use of telephone and email as outreach methods, and connecting property owners to financial counseling resources;

3) Mandate greater data collection and reporting on the impact of the lien sale, including the reporting of currently available data on the charges accrued to properties after the lien sale, mortgage and title transfers of properties included in the lien sale, and surveys to determine the circumstances that lead property owners to fall behind on municipal charges; and

4) Allow emergency repair charges of at least $1,000, that had remained unpaid for at least one year, to trigger lien sale eligibility for non-owner occupied one-, two-, and three-family homes.

It would also renumber one of the two sections 11-245.8 of the Administrative Code to become 11-245.10 to resolve the conflict between the two identically numbered sections.

Summary
This bill would require the Department of Housing Preservation and Development to report annually on the bedbug-related complaints received by the Department, the notices of violation issued by the Department regarding bedbugs, the average time it takes for bedbug violations to be corrected by property owners, the steps taken by the Department to remediate bedbug violations that are not corrected by property owners, and the public education conducted by the Department to inform tenants and property owners of bedbug prevention and remediation measures and responsibilities. The bill would also require the Department to publish a map on its web site of all bedbug-related complaints and their status, to be updated quarterly.
