City Council Legislation: Bills and Local Laws

This dataset contains information on New York City bills from 1998 through 2024.

The New York City Council is the City’s legislative body, responsible for proposing, debating, and voting on legislation that affects all aspects of city governance. The legislative process for Introductions in NYC follows these steps:

Bill Introduced – A bill is introduced by a Council Member and assigned a number.

Committee Hearings – The bill is referred to a committee for review, where public hearings may be held for discussion, public comment, and stakeholder engagement.

Committee Vote – The committee votes on whether to advance the bill to the full Council.

Full Council Vote – If approved by the committee, the bill is voted on by the entire Council. A majority vote is required for passage.

Mayoral Action – Once passed by the Council, the bill is sent to the Mayor, who may sign it into law, veto it, or allow it to become law without a signature. If vetoed, the Council can override the veto with a two-thirds majority vote.

Enactment – Once signed or passed via override, the bill is assigned a local law number and becomes part of the city’s legal code. Bills may be enacted immediately, or upon a date defined in the bill.

This dataset provides information on all introductions, regardless of whether they were enacted.

Summary
This bill would prohibit the Department of Buildings (“DOB”) from issuing building permits when a nursing home has been repeatedly cited for failures in New York State Department of Health (“NYS DOH”) surveys. As the number of beds increases so does the required number of citations (Standard Health and Life Safety Code citations) before this provision is triggered. For example, the DOB is prohibited from issuing a building permit for expansion to a nursing home with more than 300 beds that has received more than 10 Standard Health citations or more than 12 Life Safety Code citations in the aggregate for its three most recent NYS DOH surveys. An exception is made where the issuance of a permit is necessary to correct an outstanding violation of the New York City Construction Codes or of any other applicable provision of law or rule, or where the DOB Commissioner determines that a permit is necessary to perform work to protect public health and safety.

Summary
In 2015, the New York State Department of Environmental Conservation issued a permit, under the federal Clean Water Act and the State Environmental Conservation Law, governing the operation of New York City’s municipal separate storm sewer systems (“MS4 Permit”), which governs stormwater infrastructure owned and operated by all City agencies, and requires management practices to reduce discharges of pollutants in stormwater runoff from all municipal operations and facilities in the MS4 area. This bill will fulfill the requirement in the MS4 Permit that the City demonstrate adequate legal authority to implement and enforce the terms of the Permit. In particular, the bill provides the City authority to act in a regulatory capacity to oversee and/or enforce requirements regarding activities that have the potential to contribute pollutants to stormwater runoff and the water bodies surrounding the City. Two of the programs addressed in the bill – involving stormwater runoff from commercial and industrial activities, and runoff from active construction sites and newly developed or redeveloped sites – involve the City taking over administration of existing State stormwater programs within the MS4 area. The third program, illicit discharge detection and elimination, continues, with minor updates, NYCDEP’s robust existing program to detect and address illicit discharges to the sewer system, and applies citywide.

This bill would also require donor disclosure for all non-governmental entities controlled or recently created by a local elected official or their agents, whether or not they engage in public-facing communications that feature the name or picture of the elected official who controls them. This information would be available on the website of the Conflicts of Interest Board, which would be responsible for administering the law.

Summary
The entity that administers economic development benefits on the City’s behalf is currently the New York City Economic Development Corporation (NYCEDC). Operating under contract with the City of New York, the NYCEDC is the City’s primary engine for economic development for a variety of projects. NYCEDC facilitates investments for major infrastructure upgrades, capital projects and real estate development; manages city-owned properties, and works to boost the City’s major business sectors. This work aims to increase capacity, jobs, employment opportunity within the city.

This bill would require that NYCEDC submit a project description and budget for covered economic projects to the Speaker for review and comment at least 30 days before holding a public hearing on the project or, for projects which do not require a public hearing, before the project agreement is executed. This bill also would move these requirements for the City’s contract with EDC from the Charter to a new subchapter of the Administrative Code.

The bill also restricts the application of this portion of the Nuisance Abatement Law to only “willful and flagrant” violations, for locations with a license to sell wine and beer but not a license to sell liquor.

This bill would also prohibit the application of this law from restricting the rights of any person who was not aware and had no reason to be aware of a nuisance.
