City Council Legislation: Bills and Local Laws

This dataset contains information on New York City bills from 1998 through 2024.

The New York City Council is the City’s legislative body, responsible for proposing, debating, and voting on legislation that affects all aspects of city governance. The legislative process for Introductions in NYC follows these steps:

Bill Introduced – A bill is introduced by a Council Member and assigned a number.

Committee Hearings – The bill is referred to a committee for review, where public hearings may be held for discussion, public comment, and stakeholder engagement.

Committee Vote – The committee votes on whether to advance the bill to the full Council.

Full Council Vote – If approved by the committee, the bill is voted on by the entire Council. A majority vote is required for passage.

Mayoral Action – Once passed by the Council, the bill is sent to the Mayor, who may sign it into law, veto it, or allow it to become law without a signature. If vetoed, the Council can override the veto with a two-thirds majority vote.

Enactment – Once signed or passed via override, the bill is assigned a local law number and becomes part of the city’s legal code. Bills may be enacted immediately, or upon a date defined in the bill.

This dataset provides information on all introductions, regardless of whether they were enacted.

This bill would require the Department of Housing Preservation & Development (HPD) to create a publicly available “watch list” of rent-regulated buildings where, based on several factors, tenants might be at risk of being displaced. Buildings on the watch list may be prioritized for HPD preservation programs or initiatives. An example of a factor indicating a displacement risk would be a low “capitalization rate,” which indicates that a developer purchased a property for more than market value and might suggest that the developer plans to displace current tenants to transition the property to a more lucrative use.

Existing DCA rule prevents gas stations from allowing customers to pump gas while a refueling tank is delivering gasoline to the station’s underground storage tank. The purpose of this rule is to protect consumers from pumping water in with gasoline, which can damage vehicles. Advances in storage tank technology have eliminated the need for this rule. This local law would permit those gas stations that have such technology to allow customers to dispense gas while the station’s tank is being refueled.

This bill requires the New York City Police Department to create a report when a person who is arrested is treated at a hospital while under arrest. These reports must be promptly sent to the Department of Health and Mental Health (“DOHMH”) if the arrested person is taken into the custody of the Department of Correction (“DOC”).

The bill also requires the DOHMH or its designee to screen every person scheduled for arraignment in a criminal court for possible medical or mental health issues, and to make reports of such screenings available to healthcare providers operating on inmates in DOC custody. The bill also requires the DOHMH to establish procedures to obtain medical records from inmates created while such inmates were in police custody.

The bill would make amendments to Local Law 46 of 2014 which requires the Administration for Children’s Services (ACS) to report on youth in foster care and youth that have recently aged out of foster care. The bill would expand certain age disaggregation reporting and require ACS to report on the total population of youth currently in care by age. The bill would also require ACS to report on the number of youth who enter a homeless shelter within 30 days, 90 days, 180 days and 1 year of aging out of care, the number of youth who receive benefits from the Human Resources Administration within 30 days and 60 days of being discharged form foster care, and the number of youth who age out and transition to Medicaid without a gap in coverage. The plan would also include an analysis of how ACS plans to address the systemic barriers to permanency identified during the case study. The proposed five-year plan would be updated by ACS annually and in the fifth year covered by the plan ACS would submit a new plan.

This bill would require an interagency task force to develop and submit to the Mayor and the Speaker recommendations for improving services for youth in foster care and outcomes for youth aging out of foster care. The task force would include representatives of ACS, DSS, DOE, DYCD, DOMHM, NYCHA, the City Council, the Public Advocate, foster care providers, advocacy organizations, and youth who are in foster care and youth who have recently aged out of foster care, and a parent with child welfare experience. The task force would submit recommendations regarding education, housing, financial literacy, health and mental health services, parenting, decreasing the number of youth who age out of foster care, and prioritizing permanent placements of youth with families before they age out. The task force would submit follow-up reports regarding implementation of the recommendations one and two years after the submissions of the initial report, and would then cease to exist.

This bill increases the maximum fees that a company may charge to tow certain vehicles. Currently, fees generally range from $125-$140 for towing (often including the first 3 days of car storage) and $15-27 per day for storage thereafter. The new fee limits would be:

To remove a vehicle parked in front of a private driveway or on private property: $225 for removal and 3 days of storage, plus $40 per extra day of storage.

To tow a passenger vehicle from an arterial roadway: $225, plus, if the owner has the car towed somewhere other than a storage facility, $5 per mile or part thereof.

To remove vehicles obstructing traffic, involved in an accident or under the rotation tow program: For a vehicle 10,000 pounds or less, $225 for removal, plus $40 per day for storage. For a heavier vehicle, $300 for removal, plus $100 per day for storage. In addition, a mileage fee of $5 for each mile or part thereof.

The bill also makes stylistic changes and corrects certain outdated cross-references.

Summary
The bill would require the Human Resources Administration (HRA) to provide rental subsidy recipients with a written statement explaining the protections of Section 26-521 of the Administrative Code, which prohibits unlawful evictions. The bill would require HRA to provide the notice when the applicant initially applies for the subsidy and at any point HRA determines to be appropriate. If the applicant chooses, HRA may send the notice electronically.

Summary
This legislation makes clear that a tenant can verify occupancy by, at a minimum, submitting a lease or any two of the following documents:

• A valid government-issued identification showing the tenant’s address;
• A valid record from any government agency showing the tenant’s address;
• A valid record relating to medical treatment (including a prescription) showing the tenant’s address;
• A notarized written statement from the building owner;
• A valid utility bill to the tenant at the building in question;
• A notarized statement from a third-party, non-governmental service provider verifying that services were provided to the tenant at the building in question; and
• Any other form of verification that HPD determines to be appropriate.

Additionally, this legislation would require HPD to provide tenants who are denied relocation services with a written notice of such decision, the basis for such decision, and information on how to appeal such decision.
