City Council Legislation: Bills and Local Laws

This dataset contains information on New York City bills from 1998 through 2024.

The New York City Council is the City’s legislative body, responsible for proposing, debating, and voting on legislation that affects all aspects of city governance. The legislative process for Introductions in NYC follows these steps:

Bill Introduced – A bill is introduced by a Council Member and assigned a number.

Committee Hearings – The bill is referred to a committee for review, where public hearings may be held for discussion, public comment, and stakeholder engagement.

Committee Vote – The committee votes on whether to advance the bill to the full Council.

Full Council Vote – If approved by the committee, the bill is voted on by the entire Council. A majority vote is required for passage.

Mayoral Action – Once passed by the Council, the bill is sent to the Mayor, who may sign it into law, veto it, or allow it to become law without a signature. If vetoed, the Council can override the veto with a two-thirds majority vote.

Enactment – Once signed or passed via override, the bill is assigned a local law number and becomes part of the city’s legal code. Bills may be enacted immediately, or upon a date defined in the bill.

This dataset provides information on all introductions, regardless of whether they were enacted.

This bill would prohibit landlords from mandating medical treatment as a condition of occupancy, with the exception of family members and legitimate programs, such as rehabilitation clinics. This legislation also includes the imposition of such a mandate in the definition of harassment under the Housing Maintenance Code.

This bill would require the Mayor’s Office of Operations to publish a quarterly report on its website about the findings of the Mayor’s Three-Quarter Housing Task Force. The Task Force is comprised of inspectors from the Human Resources Administration, Department of Buildings, the Fire Department, and the Department of Housing Preservation and Development and is tasked with inspecting dwellings suspected to be three-quarters houses. The reports would include information on the number of violations issued to each building, and the number of individuals relocated from each building, disaggregated by the type of assistance each individual received. The first report would cover data from June 1, 2015 through March 31, 2017.

This bill amends the Administrative Code of the City of New York Chapter 2 of title 4 of the administrative code of the city of New York by adding a new section 4-209 defining City-owned buildings and requiring a feasibility study of the costs of installing solar thermal energy systems on all buildings or structures owned by the city of New York, its agencies or departments, and where they are cost effective mandating the installation of city-owned solar hot water systems or thermal energy generation systems on those city-owned buildings where the feasibility study has found such systems to be cost-effective. The bill also requires the department shall mail to property owners, together with the first property tax bill sent each year, a flyer that educates property owners as to the benefits of using solar hot water systems, including the financial, tax, and environmental benefits of installing such a system on their property.

This bill would establish a Commission on Gender Equity. The Commission would study the nature and extent of inequities facing women and girls in the city as well their impact on the economic, civic, and social well-being of women and girls. The Commission would advise on ways to analyze the function and composition of city agencies through gender-based lens and ways to develop equitable recruitment strategies. The Commission would also make recommendations to the Mayor and the Council for the reduction of gender-based inequality. The Commission would hold at least one quarterly meeting, including at least one annual meeting open to the public, keep a record of its activities, determine its own rules of procedure, and perform such advisory duties and functions as may be necessary to achieve the aforementioned purposes. The Commission would submit to the Mayor and the Speaker a report on December 1, 2017 and annually thereafter on its activities for the previous year, its goals for the following year, and its recommendations.

This bill would require the Office of Emergency Management (OEM) to create a website through which persons that are displaced, or out of communication, because of an emergency event can let others know where they are and how they are doing. After an emergency, people may be residing in evacuation centers, the residences of friends and family, or elsewhere. This website would provide a mechanism for letting a person make it be publicly known that they survived the emergency, and would allow them to privately share password-protected additional information, such as their current location and contact information. Only visitors to the website who knew the password would be able to view the additional information. Visitors to the website would be able to sign up for an e-mail notification whenever a person with a specified name registered for the website.

The bill would also require OEM to make information on the website available in all evacuation shelters and include it in their public awareness materials.

This bill would require the Mayor to appoint a department or official to oversee the coordination of efforts to address quality of life issues in local communities. The appointed coordinating agency would be required to take into account requests from council members, community boards, business improvement districts, community-based organizations, and others to annually develop a list of 10 areas that would benefit from inter-agency collaboration to address issues such as sanitation services, transportation problems, social services needs, public health issues, and public safety needs. With input from the agencies responsible for addressing such issues, the coordinating agency would create and execute plans to address the quality of life issues in the 10 areas, and submit reports detailing the progress made on the plans every 6 months to the individual or group who submitted the request for services and the council member representing the area and annual assessments to the Council.

This bill would establish a temporary task force to examine ways to increase affordability and admission to the City University of New York (CUNY), including the feasibility of eliminating tuition at CUNY and, to the extent appropriate, develop recommendations for addressing such matters. The task force would be composed of 13 members including the Public Advocate or their designee, the Speaker of the City Council or their designee, 7 members to be appointed by the mayor, and 4 members to be appointed by the Speaker of the City Council. Members would be appointed within 90 days of enactment of this local law. Members would meet at least three times. The task force would be required to issue a report to the Mayor and the Speaker no later than October 15, 2017. The report would take into account the State’s role in substantially funding CUNY and would include, but not be limited to, an analysis of obstacles affecting the affordability of, admission to, and timely graduation from CUNY. The report would also address the feasibility of eliminating tuition at CUNY. After the report’s submission, the task force would cease to exist.

For applications filed by the City or a non-profit controlled by the Mayor, such list shall include all commitments made by letter by the Mayor or a representative designated by the Mayor. For private applications, such list shall include only those commitments for which a funding amount of $1 million or more is specified in the letter establishing the commitment. Commitments shall be logged in the list within 30 days of final approval of the application. Beginning on June 30, 2017 and annually thereafter, the responsible agency shall report to the Mayor and the Speaker of the Council on the progress of all commitments in the list.

Summary
This bill would incrementally increase the annual base fee of a dog license from its current price of $8.50 to $15.00 as of January 1, 2017, $20.00 beginning on January 1, 2018 and $25.00 beginning on January 1, 2019. It would waive the first year’s base fee for any dog adopted from an animal shelter operated on behalf the City. The bill would impose an additional fee of $25.50 for unsterilized dogs. Owners would be required to certify with the license application that the dog has been sterilized, or provide documentation from a licensed veterinarian that the dog was sterile or medically unfit to be sterilized. The Department of Health and Mental Hygiene would be authorized to charge a late free for renewal of an expired license. That fee would be $1.00 until December 31, 2016 after which time it would increase to $2.00. The Department would be authorized to issue specialty tags for an additional fee of $25.00 plus costs. The replacement fee for a lost or destroyed dog license would be set at $7.50.

Summary
Commercial bicyclists—those operating a bicycle on behalf of a business—and businesses utilizing the services of commercial bicyclists are subject to a number of safety and record-keeping requirements. These laws currently only apply to commercial bicyclists that are employees. The bill would amend these laws to cover commercial bicyclists that are classified as independent contractors.
