City Council Legislation: Bills and Local Laws

This dataset contains information on New York City bills from 1998 through 2024.

The New York City Council is the City’s legislative body, responsible for proposing, debating, and voting on legislation that affects all aspects of city governance. The legislative process for Introductions in NYC follows these steps:

Bill Introduced – A bill is introduced by a Council Member and assigned a number.

Committee Hearings – The bill is referred to a committee for review, where public hearings may be held for discussion, public comment, and stakeholder engagement.

Committee Vote – The committee votes on whether to advance the bill to the full Council.

Full Council Vote – If approved by the committee, the bill is voted on by the entire Council. A majority vote is required for passage.

Mayoral Action – Once passed by the Council, the bill is sent to the Mayor, who may sign it into law, veto it, or allow it to become law without a signature. If vetoed, the Council can override the veto with a two-thirds majority vote.

Enactment – Once signed or passed via override, the bill is assigned a local law number and becomes part of the city’s legal code. Bills may be enacted immediately, or upon a date defined in the bill.

This dataset provides information on all introductions, regardless of whether they were enacted.

This bill would require the Department for the Aging (DFTA) to develop and conduct a survey, no later than February 15, 2017, of unpaid caregivers and service providers to assess existing unpaid caregiver services and identify the needs of unpaid caregivers. Next, it would require DFTA to deliver to the Mayor and Council, and publish on its website, a comprehensive plan with recommendations to address the needs of New York City’s unpaid caregivers by August 30, 2017. In the development of the plan, DFTA would be required to consult with the Human Resources Administration, the Mayor’s Office for People with Disabilities, the Department of Health and Mental Hygiene, and other agencies, as well as unpaid caregivers, academic experts in caregiver issues, service providers, and advocates for senior citizens and individuals with disabilities. Finally, DFTA would be required to submit to the Mayor and the Speaker, two years after the submission of the original plan and every five years after, a report detailing progress made on the recommendations resulting from the plan.

An Advocate within the Division, among other responsibilities and working with Division staff, would develop an intake and referral system for paid care workers to submit labor- and employment law-related complaints and would notify appropriate agencies about potential systemic legal violations. The Division would post on its website and submit to the Council certain information annually.

This bill would require the New York City Department of Health and Mental Hygiene (DOHMH) to ensure that every job center, SNAP center, medical assistance program center of the Department of Social Services/Human Resources Administration, as well as every city-owned borough office of the Administration for Children’s Services and the Nicholas Scoppetta Children’s Center, and every health center operated or maintained by DOHMH, to make at least one lactation room available upon request to an individual utilizing on-site services. The presence of such a lactation room shall not interfere with such an individual’s right to breastfeed in public. DOHMH would be required to create a poster containing information on breast-feeding, an individual’s right to breastfeed in nurse in public, and the availability of lactation rooms pursuant to this section. The poster would be made available by DOHMH and displayed in a clear and conspicuous manner in the waiting room of any public space where a lactation room is required to be made available. DOHMH would also be required to create a list of all public spaces with lactation rooms and make this list available on its website. The bill would also require the Department of Education to submit to the Speaker of the Council on or before August 1, 2017 and on or before every August 1 thereafter, a report summarizing policies at NYC public schools to allow a student or parent/guardian of a student to access a lactation room upon request.

This bill eliminates a section of the Administrative Code relating to the distribution of advertising material that had been found unconstitutional, and adds a subsection relating to spitting in a public space or a stairway of a private building. It also amends the civil penalties for public urination and regular littering by an individual, and reduces the possible jail penalties for these offenses from 10 days to 1 day.

This bill adds the possibility of a civil penalty of up to 25 dollars for a violation of the City’s prohibition on possessing an open container of alcohol in public, which would be returnable to the office of administrative trials and hearings.
