City Council Legislation: Bills and Local Laws

This dataset contains information on New York City bills from 1998 through 2024.

The New York City Council is the City’s legislative body, responsible for proposing, debating, and voting on legislation that affects all aspects of city governance. The legislative process for Introductions in NYC follows these steps:

Bill Introduced – A bill is introduced by a Council Member and assigned a number.

Committee Hearings – The bill is referred to a committee for review, where public hearings may be held for discussion, public comment, and stakeholder engagement.

Committee Vote – The committee votes on whether to advance the bill to the full Council.

Full Council Vote – If approved by the committee, the bill is voted on by the entire Council. A majority vote is required for passage.

Mayoral Action – Once passed by the Council, the bill is sent to the Mayor, who may sign it into law, veto it, or allow it to become law without a signature. If vetoed, the Council can override the veto with a two-thirds majority vote.

Enactment – Once signed or passed via override, the bill is assigned a local law number and becomes part of the city’s legal code. Bills may be enacted immediately, or upon a date defined in the bill.

This dataset provides information on all introductions, regardless of whether they were enacted.

Proposed Int. 1066-A would require the Department of Homeless Services (DHS) to maintain a record of all unsheltered homeless persons who are receiving services from or have been contacted by outreach staff. The record would be updated in real time and contain, to the extent available: first and last name, date of birth, race or ethnicity, and the location where outreach staff engaged the person, including, bus shelter, drop-in center, hospital, park, safe haven or subway. Starting September 1, 2018, and quarterly thereafter, DHS would submit to the Speaker of the Council and post online the total number of unsheltered homeless persons included in the record, broken down to the extent available by the location where outreach staff first engaged the unsheltered homeless person.

In enforcing misdemeanors and non-criminal offenses, the New York City Police Department (“NYPD”) may either issue a criminal or civil summons, among other options. This bill states the Council has determined that criminal summonses should only be used for certain low-level offenses in limited circumstances, and requires the NYPD to provide guidance to its officers on when to use criminal and civil summonses, and make such guidance public. The bill also adds definitions for terms such as “civil summons” to create uniformity in the use of these terms throughout the Administrative Code.

This bill would require companies that perform elevator and escalator maintenance, repair and replacement to designate a person in responsible charge of those companies’ elevator-related operations, and would require (1) elevator maintenance companies and company directors to be licensed by the Department of Buildings (DOB), (2) elevator maintenance company mechanics to demonstrate their qualifications based on experience or certification, and (3) elevator maintenance company helpers to demonstrate enrollment in a vocational, trade or apprenticeship program. The bill would include initial training and continuing education requirements and would be phased in over time, with full compliance required by January 1, 2021. The bill would also give DOB the power to set licensing fees and would exempt DOB from the licensing and training requirements.

Section 12-126 of the Administrative Code extends health insurance to the families of certain City workers who die in-the-line-of-duty. At present, the law only covers children up to age 22. This law increases the age for children to be covered to 27, which conforms this law to the Federal Affordable Care Act.

This bill would create a Community Violence Commission to study the root causes of violence and make recommendations for addressing violence as a public health crisis. Every year, the Commission would identify the 10 neighborhoods in the city with the highest rates of assault, murder, rape and robbery in the preceding two years and would develop a one-year plan for addressing the root causes of violence in those neighborhoods, which the Commission would provide to the Mayor and Council. After the designated end date of each one-year plan, the Commission would issue a follow-up report to the Mayor and Council assessing the implementation of the plan. Additionally, the Commission would issue an annual report to the Mayor and Council summarizing its activities over the previous year. The Commissioner of Health and Mental Hygiene would post the one-year plans and annual summaries, as well as public comments on both, to the Department’s website.

This bill would create a sexual education task force. The task force would be comprised of a minimum of nine members, including at least three experts in sexual health education, at least one teacher from a New York City (NYC) public school, at least one staff person from an NYC public school who is not a teacher (such as a guidance counselor or social worker), at least two high school students, at least one expert in the field of lesbian, gay, bisexual, transgender, questioning and gender non-conforming health education, and at least one representative from the Department of Health and Mental Hygiene. Members will be appointed by the Mayor after consultation with the Speaker of the Council. The task force would be responsible for reviewing information about the current recommended sexual health education curricula and the implementation of sexual health education in NYC public schools, as well as issuing a report with findings and recommendations for the improvement and expansion of the curricula and implementation in grades kindergarten through twelve. The task force, in conducting its review, would provide an opportunity for students and parents to provide comments and feedback. The task force would be required to submit a report to the Mayor and the Speaker by December 1, 2017 with its findings and recommendations, and may subsequently make ongoing findings and recommendations as deemed necessary by the task force.

Individual cause of action would be adjudicated in state court. Where there is evidence of a pattern or practice of violations, the Corporation Counsel may bring civil action to recover, on behalf of the City, civil penalty of not more than $25,000. This bill would also require the Office of Labor Standards (OLS) to receive complaints, create a navigation program, and to gather data and report on the effectiveness of the law.

Summary
Under local law, prior to soliciting bids or proposals for contracts valued at over ten million dollars (other than contracts for capital projects valued at over twenty-five million dollars and certain contracts that are otherwise exempt), agencies must submit the bid or proposal to the city’s chief procurement officer for a determination whether it is practicable to divide the proposed contract into smaller contracts and whether doing so would enhance competition for such contracts among minority-owned business enterprises (MBEs), women-owned business enterprises (WBEs) and emerging business enterprises (EBEs), and other potential bidders or proposers. Currently, SBS and MOCS submit within their annual M/WBE report a list of all solicitations sent to the city chief procurement officer for review, and a summary of the determination made whether to divide the proposed contract. This bill would require more detailed information about how this determination was made.

Additionally, the bill would change the dates by which each agency must submit their M/WBE utilization plan (from April 1 to July 31), anticipated contracting schedule (from July 31 to June 30), and performance improvement plan (in cases where the agency failed to achieve its utilization goals) (from October 1 to January 31). Finally, the bill would remove dollar limitations on the purchases of goods for which agencies have to submit an MWBE utilization plan.
