City Council Legislation: Bills and Local Laws

This dataset contains information on New York City bills from 1998 through 2024.

The New York City Council is the City’s legislative body, responsible for proposing, debating, and voting on legislation that affects all aspects of city governance. The legislative process for Introductions in NYC follows these steps:

Bill Introduced – A bill is introduced by a Council Member and assigned a number.

Committee Hearings – The bill is referred to a committee for review, where public hearings may be held for discussion, public comment, and stakeholder engagement.

Committee Vote – The committee votes on whether to advance the bill to the full Council.

Full Council Vote – If approved by the committee, the bill is voted on by the entire Council. A majority vote is required for passage.

Mayoral Action – Once passed by the Council, the bill is sent to the Mayor, who may sign it into law, veto it, or allow it to become law without a signature. If vetoed, the Council can override the veto with a two-thirds majority vote.

Enactment – Once signed or passed via override, the bill is assigned a local law number and becomes part of the city’s legal code. Bills may be enacted immediately, or upon a date defined in the bill.

This dataset provides information on all introductions, regardless of whether they were enacted.

Summary
This bill would require the Department of Transportation (“DOT”) to provide written notice of proposed bus route changes to affected members of the community. Specifically, this legislation requires that, within 30 days of a bus route change being proposed, DOT must provide written notification of the proposed change to all owners and residents of buildings or dwellings located along the new bus route, except that the notice requirement does not apply to bus route changes that must be implemented immediately to preserve public health or safety. The bill also sets forth the information that must be included in each written notification.

This bill would require the Coordinator of the Office of Civil Justice and the Coordinator of Criminal Justice, respectively, to develop client satisfaction surveys to be completed by persons who have been represented by city-funded attorneys in legal matters. The survey would measure the client’s satisfaction with the repr¬esentation, including the attorney’s overall performance, investigation of the case, efficiency, and communication and the level of participation allowed to the client.

The bill would require that the surveys be distributed to attorneys who provide indigent legal services and that those attorneys give these surveys to clients at the conclusion of the attorney’s representation of the client, but the bill would make completion of the survey optional.

Finally, the bill would require the Coordinator of the Office of Civil Justice and the Coordinator of Criminal Justice, respectively, to compile and report on the results of surveys collected and make recommendations for systemic change to improve clients’ experience with legal services provided by city-funded attorneys.

In addition, the bill will require the department to report the number of domestic violence crimes on NYCHA property to be reported on a bi-annual basis and homicides related to domestic violence, hate crimes, and felony assaults determined to be hate crimes to be reported on a quarterly and annual basis.

This bill would require the Department of Education (the “DOE”) to submit on an annual basis to the Council, and post on its website, information regarding sexual health education instruction received by public middle and high school instructors. The DOE would be required to provide information on the total number of full-time and part-time instructors teaching health, total number and percentage of full-time and part-time health instructors who have received a certification in sexual health education, the total number and percentage of full-time and part-time instructors who received professional development training provided by the DOE on sexual health education in the prior school year, and the total number and percentage of full-time and part-time instructors who attended multiple sexual health education professional development training sessions provided by the DOE, disaggregated by the number of trainings attended. All of this data will be disaggregated by instructors in grades 6-8 and grades 9-12, as well as by Council District, Community School District, and school.

The DOE would have to provide this data to the Council and post it on its website by February 15, 2016, and thereafter by February 15th of each year.

The bill would require the Department of Homeless Services (DHS) to provide to the City Council and to post on its website an annual report regarding medical health services provided to individuals and families in the shelter system. The report would include the number of shelters with on-site services, a description of the health services available at intake facilities and the availability of health services to the unsheltered population. The bill would also require DHS to include in the report the most common medical health issues among adults and children in the shelter system, and the number of individuals discharged from a hospital to a shelter and a nursing home to a shelter. Every three years, the bill would require DHS to release information on the most frequent causes of hospitalizations, excluding HIV or AIDS, for homeless adults based on information available through the New York State Department of Health Statewide Planning and Research Cooperate System (SPARCS).

The bill would also require the report to disaggregate the data by the month the individual or family entered shelter, whether the entrant is a single adult, adult family or family with children, whether the individual or family is entering a temporary shelter or an HRA domestic violence shelter, and the reason the individual or family is entering shelter, including but not limited to eviction, overcrowding or domestic violence.

EDC would then submit this information to the Department of Small Business Services (SBS) (by November 1 of each year, beginning 2017). SBS would be required to submit an annual report (by January 1 of each year, with the first report due January 30, 2018) to the Mayor and the Speaker of the Council containing information including: (i) a list of all recipients of economic development benefits; (ii) the M/WBE goals for these recipients; (iii) whether the recipient conducted a good faith effort to identify and utilize M/WBEs to achieve such goals; and (iv) if M/WBE contracting goals were not met by a recipient, a description of the reasons the goals were not met.

Summary
This bill would mandate the suspension of a cigarette dealer license for any licensed cigarette dealer who violates the provisions of the proposed synthetic drug prohibition. It would create a mandatory revocation for a second violation of such proposed prohibition. It would allow the Department of Consumer Affairs commissioner to take such violations into account as they consider whether to grant future cigarette dealer licenses to such violator as well.

A Local Law in relation to improving safety along bus routes
Summary
The bill would require the Department of Transportation (DOT) to conduct a study on the safety of pedestrians and bicyclists along bus routes. Based on the study, the DOT would institute measures to decrease incidents involving buses and pedestrians or bicyclists along such routes, including allowing left turns to be made only on a green left arrow signal indication and other restrictions on left turns, use of curb extensions, lane narrowing and/or removal, leading pedestrian intervals, and traffic calming devices. DOT would post online and submit to the Council the study—which must include the locations of such measures and if DOT declined to implement measures, the reasons why—to the Council no later than May 1, 2016.
