City Council Legislation: Bills and Local Laws

This dataset contains information on New York City bills from 1998 through 2024.

The New York City Council is the City’s legislative body, responsible for proposing, debating, and voting on legislation that affects all aspects of city governance. The legislative process for Introductions in NYC follows these steps:

Bill Introduced – A bill is introduced by a Council Member and assigned a number.

Committee Hearings – The bill is referred to a committee for review, where public hearings may be held for discussion, public comment, and stakeholder engagement.

Committee Vote – The committee votes on whether to advance the bill to the full Council.

Full Council Vote – If approved by the committee, the bill is voted on by the entire Council. A majority vote is required for passage.

Mayoral Action – Once passed by the Council, the bill is sent to the Mayor, who may sign it into law, veto it, or allow it to become law without a signature. If vetoed, the Council can override the veto with a two-thirds majority vote.

Enactment – Once signed or passed via override, the bill is assigned a local law number and becomes part of the city’s legal code. Bills may be enacted immediately, or upon a date defined in the bill.

This dataset provides information on all introductions, regardless of whether they were enacted.

In addition to criminal and civil penalties, it would authorize the sealing of businesses that violate the provisions of this bill twice in a three-year period. It would not criminalize possession of these substances if such substances are not manufactured, being sold, offered for sale, displayed for sale, knowingly distributed for sale, or possessed with intent to sell them by the possessing individual.

Summary
Environmental Justice (EJ) means the fair treatment and involvement of all persons, regardless of race, color, national origin or income, with respect to the development, implementation and enforcement of environmental laws, regulations, policies and activities, and with respect to the distribution of environmental benefits (such as financial assistance for environmental projects). The City currently does not have a comprehensive law relating to EJ. The bill requires the Mayor to establish an Interagency Working Group (IWG) consisting of representatives from City agencies relevant to EJ, including DEP, DOHMH, Planning, DOT, DSNY and DOB. The IWG will be chaired by a special coordinator of EJ, who will be appointed by the Mayor. The bill requires the IWG to develop a comprehensive Environmental Justice Plan (EJ Plan) that provides guidance on incorporating EJ concerns into City decision-making, identifies possible Citywide initiatives for promoting EJ and provides specific recommendations for City agencies to bring their operations, programs and projects in line with EJ concerns. The IWG must update the EJ Plan every five years. The bill also establishes an EJ Advisory Board (AB) consisting of Mayoral and Speaker appointees, all of whom must have EJ qualifications. The AB will make recommendations to the IWG concerning ways to promote EJ, will hold public hearings to fact-find and will closely consult the IWG during development of the EJ Plan.

Summary
Certain capital projects with an estimated baseline construction cost of $950,000 or more involving the construction or reconstruction of one or more assembly areas shall be designed and constructed to include in at least one assembly area the installation of an induction loop assistive listening system or an alternative assistive listening system that has been determined by the mayor to be significantly more effective for the hard of hearing than an induction loop system. Each security, information, or reception desk used for the checking-in or screening of persons attending a meeting or event held in a looped assembly area shall be equipped with microloops.

Further, directional signage that includes guidance to an assistive listening assembly area must be provided and the entrance to any building containing an assistive listening assembly area and such areas used for the checking-in or screening of persons attending a meeting or event held in such assembly area shall display the international symbol of access for hearing loss and a “T” in the lower right-hand corner of such symbol indicating the availability of an induction loop system or a symbol indicating an alternative system if applicable.

The Mayor, or an office designated by the Mayor, shall post on its website, no later than July 1, 2018, and update annually, a list with the locations of facilities owned or operated by the city at which an assistive listening system such as an induction loop, infrared, FM, or other type of system, is permanently available or in the process of being installed, as well as which type of assistive listening system is permanently available or in the process of being installed, including the cost associated with installation of new assistive listening systems.

Agencies are required to encourage their contractors to comply with this requirement, and community boards and community district education councils are permitted to comply if practicable. Furthermore, the bill would require that publicity materials, to the extent practicable for the particular form of media, include information regarding the availability of wheelchair accessibility, communication access real-time translation, sign language interpretation, assistive listening systems, and any other accommodations. Finally, the Mayor’s Office for People with Disabilities would be required to develop and distribute a guide to assist agencies in complying with these requirements.

This bill would create a temporary Diabetes Task Force, made up of a combination of Council and Mayoral appointees, to study, and to issue a report that makes recommendations relating to, diabetes in New York City. The recommendations would be required to include a comprehensive, citywide strategy to reduce the incidence of diabetes. The report would be due two years after enactment. The Diabetes Task Force would be disbanded after issuing the required report.
