City Council Legislation: Bills and Local Laws

This dataset contains information on New York City bills from 1998 through 2024.

The New York City Council is the City’s legislative body, responsible for proposing, debating, and voting on legislation that affects all aspects of city governance. The legislative process for Introductions in NYC follows these steps:

Bill Introduced – A bill is introduced by a Council Member and assigned a number.

Committee Hearings – The bill is referred to a committee for review, where public hearings may be held for discussion, public comment, and stakeholder engagement.

Committee Vote – The committee votes on whether to advance the bill to the full Council.

Full Council Vote – If approved by the committee, the bill is voted on by the entire Council. A majority vote is required for passage.

Mayoral Action – Once passed by the Council, the bill is sent to the Mayor, who may sign it into law, veto it, or allow it to become law without a signature. If vetoed, the Council can override the veto with a two-thirds majority vote.

Enactment – Once signed or passed via override, the bill is assigned a local law number and becomes part of the city’s legal code. Bills may be enacted immediately, or upon a date defined in the bill.

This dataset provides information on all introductions, regardless of whether they were enacted.

This bill would require the Commissioner of Consumer Affairs, or whomever the Mayor designates, to assist the Public Advocate in establishing an Office of Wage Theft Advocacy within the Office of the Public Advocate, to help workers file wage theft complaints with state authorities. This bill would also require the Commissioner or designee to establish a wage theft hotline to inform callers about the New York wage law and available resources for workers and, if the caller so requests, to send information about wage laws, including laws relating to wage theft, to businesses and employers. Finally, this bill would require the Commissioner or other designee to provide an annual report regarding the operation of the hotline and to make recommendations to the State Department of Labor regarding state labor law.

The bill would make the unlicensed operation of any vehicle as a commuter van punishable by a fine of $1,000-$2,000, imprisonment of up to 60 days, or both. In addition, the bill would set the minimum civil penalty for a first violation involving the operation of a commuter van to $1,000. Currently, the maximum penalty is $1,000, with no minimum. The civil penalty for a violation involving the operation of a commuter van service without the required authorizations or license would be raised from a range $500-$1,000 to $1,000-$3,000 for a first offense and $1,000-$2,500 to $2,000-$4,000 for subsequent offenses within two years.

The Administrative Code currently requires that commercial cyclists wear a retro-reflective jacket, vest, or other wearing apparel as the outermost garment while on the job. The back of the garment must have the business' name and the bicycle operator's individual identification number in a font not less than one inch in height. Under the bill, the information on such garments would be required to be in a font no less than two inches in height and be reflective.

This bill would require the Department of Cultural Affairs (DCLA) to report data of the Cultural Institutions Group (CIG) individual organizations’ performance for the previous fiscal year. The data would include total visitor attendance, the number of free or reduced-price visits, the total attendance of public school students through school-organized visits, the number of partnerships with public schools, the total number of free admission hours, the number of programs related to the cultural institution’s mission or discipline and targeted to a general audience, and the number of programs targeted or designed to reach specific groups of people.

CIG includes any cultural institution that is in the CIG as determined by the Department of Cultural Affairs. Members of the CIG are located on City-owned property and receive significant capital and operating support from the City. Members operate as publicly-owned facilities whose mandate is to provide cultural services to all New Yorkers.

New for-hire vehicle licenses would only be issued in limited numbers to vehicles affiliated with existing bases to allow for some growth, based on the number of vehicles affiliated with a base as of June 15, 2015. Existing for-hire vehicle licenses would continue to be renewed. Street hail livery vehicle and base licenses would not be impacted. Following the completion of the study, the TLC would be required to submit to the Speaker and the Mayor recommendations for mitigating any impacts identified.

In addition for each city controlled parking lot a number of parking spaces equal to or greater than 50 percent of the parking spaces covered by such canopies shall be equipped with electrical raceways capable of supporting electric vehicle charging stations and shall be installed in each city controlled parking lot where a solar canopy is installed. This local law would require reporting every five years on, among other things, the value of energy produced by solar canopies on city-controlled parking lots and a summary of how such energy was used and a description of each factor that has affected the cost-effectiveness of installing solar canopies on city-controlled parking lots.

Summary
This local law requires that the Office of Long Term Planning or such other office as the Mayor may designate to establish a New York City Office of Solar Energy. Such office shall be headed by a director who shall be appointed by the mayor or by the head of such department. The director shall have the power and the duty to. develop and coordinate the implementation of solar policies, programs expanding solar access to ensure it is more equitably distributed by targeting additional assistance for communities that have historically had limited access due to financial hardship, technical constraints, or other reasons and rapidly scaling up innovative solar programs, including community-based group purchasing and shared solar programs, which would provide more New Yorkers with the opportunity to benefit from this renewable energy source. The director shall develop and coordinate the implementation of a comprehensive, long-term solar energy implementation plan designed such that the city shall reach its maximum solar energy potential by two thousand thirty. No later than April two thousand eighteen, and no later than every four years thereafter, the director shall develop and submit to the mayor and the speaker of the city council an updated long-term solar energy installation plan, setting forth goals associated with each category established pursuant to paragraph one of subdivision b of this section and any additional categories established by the director. An updated plan shall include, for each four-year period beginning on the date an updated plan is submitted to the mayor and the speaker of the city council, implementation milestones for each policy, program and action contained in such plan. An updated plan shall report on the status of the milestones contained in the immediately preceding updated plan. The director shall post on the city's website, a copy of the updated long term solar energy implementation plan. This local law shall take effect immediately.

This bill would require city agencies that issue notices of violation returnable to the Environmental Control Board (ECB) and that issue licenses, permits or registrations to promulgate rules to implement their authority to deny, suspend, terminate or revoke licenses, permits and registrations based on unpaid civil penalties imposed by ECB. The bill would require such rules to include certain factors for agencies to consider when making the determination to deny, suspend, terminate or revoke, including (1) whether the applicant, licensee, permittee or registrant has other debt owed to the city; (2) the amount of unpaid civil penalties owed; (3) whether the underlying violation is one of a series of violations and the nature of the underlying violation; and (4) whether the unpaid civil penalties were imposed due to a finding of default decision that was then vacated, or whether the applicant, licensee, permittee or registration has made a request to vacate a default and obtain a new hearing. The bill would clarify that such agencies would not be limited to the considerations required by the bill and may consider any additional factors in making a determination. The bill would exempt agencies that have adopted a rule or policy prior to the effective date of the bill that substantially meets the requirements of the bill. The bill would also require agencies to provide an annual report to the Council including the number of applications received; the number denied pursuant to such rules; the number of licenses, permits or registrations suspended, terminated or revoked; and list of the types of licenses, permits or registrations issued by such agency and the time period for which such licenses, permits or registrations are issued.

This bill would amend section 10-102 to prohibit the public use of any portable device for the purposes of receiving or transmitting signals on police or fire department frequencies. This bill would define portable devices to include radio receiving and transmitting sets, cellular phones, tablets and other mobile devices equipped with electronic applications that enable the user to transmit, receive or translate signals, received on frequencies allocated to the police or fire department. The bill would exempt police or peace officers acting under official capacity, individuals with a valid permit issued by the Police Commissioner, and individuals with an Armature Radio Operator’s License issued by the Federal Communications Commission. The proposed legislation would increase the current fine of twenty-five dollars to five hundred dollars.

This local law would repeal Administrative Code § 24-343.1(d), relating to backflow prevention device reporting and certification, and replace it with a new subdivision d containing reporting requirements relating to backflow prevention devices. The new provision would require the Department of Environmental Protection (DEP) to report annually to the Council on the number of facilities and hazardous facilities estimated to require the installation of backflow prevention devices, the number of such facilities in which backflow prevention devices have already been installed, the number of test reports filed with DEP in the preceding year, and the number of violations issued for failure to install a backflow prevention device and for failure to file a required test report with DEP.

The New York City Human Rights Law (“HRL”) bars real estate brokers and salespeople from lying about the availability of housing, land, or commercial space for a discriminatory reason, a protection sometimes called a “right to truthful information.” This bill would broaden or incorporate a right to truthful information for a variety of activity covered by the HRL, including: the availability and terms and conditions of sale or lease for housing, land, or commercial space; admission to or membership in a Multiple Listing Service or similar organizations; lending; employment; and access to public accommodations, which include many providers of goods and services, including restaurants, stores, and even some government entities.

This bill would also give principals and employers a cause of action when their rights are violated by discrimination against their agents or employees, as long as the discrimination happened while the agent or employee was working for the principal or employer.

The New York City Human Rights Law prohibits anyone who owns, leases, runs, manages or works for a “place or provider of public accommodation” from discriminating against customers on protected grounds such as race, gender, and age. The law defines “place or provider of public accommodation” broadly, covering “providers” of “goods, services, facilities, accommodations, advantages or privileges of any kind” and covering places that offer those goods, services, and the like. That definition has always covered, but not explicitly listed, government bodies that provide such goods and services to the public. The Human Rights Law currently defines the term “person” to include government bodies. The proposed bill makes clear that any “person” who provides goods, services, facilities, accommodations, advantages or privileges to the public counts as a place or provider of public accommodation.
