City Council Legislation: Bills and Local Laws

This dataset contains information on New York City bills from 1998 through 2024.

The New York City Council is the City’s legislative body, responsible for proposing, debating, and voting on legislation that affects all aspects of city governance. The legislative process for Introductions in NYC follows these steps:

Bill Introduced – A bill is introduced by a Council Member and assigned a number.

Committee Hearings – The bill is referred to a committee for review, where public hearings may be held for discussion, public comment, and stakeholder engagement.

Committee Vote – The committee votes on whether to advance the bill to the full Council.

Full Council Vote – If approved by the committee, the bill is voted on by the entire Council. A majority vote is required for passage.

Mayoral Action – Once passed by the Council, the bill is sent to the Mayor, who may sign it into law, veto it, or allow it to become law without a signature. If vetoed, the Council can override the veto with a two-thirds majority vote.

Enactment – Once signed or passed via override, the bill is assigned a local law number and becomes part of the city’s legal code. Bills may be enacted immediately, or upon a date defined in the bill.

This dataset provides information on all introductions, regardless of whether they were enacted.

Summary
This bill would require unmanned aerial vehicles (UAVs), including drones, to be registered with the New York City Department of Transportation (DOT) and to be covered by a liability insurance policy before they may be flown in City airspace. The bill would create exceptions from these requirements for toy aircraft (as defined in the bill), UAVs that are not flown in the City, and UAVs that are considered air carriers under federal law. The bill would also require each covered UAV to have a tag affixed to it with an identification number linking it to its owner. The bill would authorize DOT and other actors, including the Police Department, to enforce its provisions, and would allow authorized entities to temporarily seize a UAV that was in violation of the bill and allow DOT to impose penalties on the owner or operator after a hearing. Finally, the bill would allow the Commissioner of Transportation to promulgate rules and require him or her to report on the effectiveness of the registration and insurance requirements at protecting the public.

This bill would require the Department of Citywide Administrative Services (DCAS) to create a pilot program on the use of low emission exhaust pipes. The pilot program would encompass twenty percent of all motor vehicles owned by the city of New York that are run not exclusively by electric power, because they are already zero emission vehicles. The bill would also require DCAS to provide a written report to the Speaker of the Council and post on its website not more than one year following the start of the pilot program. The report would include the cost of the pilot program and the emissions reduction from this program.

Summary
Established in the New York City Charter is a Veterans Advisory Board (the “Board”), which is tasked with advising the director of the Mayor’s Office of Veterans Affairs (MOVA) on all matters concerning veterans, as well as to meet quarterly and report on its activities on or before December 31 of each year. Currently, the Board consists of nine members, all of whom must be veterans. Five of the members are appointed by the Mayor, and four are appointed by the Speaker of the City Council. Members serve for three year terms. The Mayor and the Speaker are required to considered service in conflicts when making their appointments.

This bill would require the Board to meet a minimum of five times per year and to hold at least one meeting in each borough. The Board would be required to provide public notice of the meeting in compliance with New York State’s Public Officers Law. MOVA would be required to: 1) make all meetings of the Board open to the public; 2) post a notice on the office’s website of the date, time, and location of each meeting at least one week prior to the meeting; 3) maintain and update contact information for veterans organizations located within the city, and notify all of these organizations by regular or electronic mail of each Board meeting; and 4) record and broadcast all meetings on the internet.

Summary
Drivers licensed by the Taxi and Limousine Commission (TLC) can face fines and civil penalties for violations of dozens of TLC rules and Administrative Code provisions. If a TLC-licensed driver does not pay any owed fines or penalties within 30 days of a decision of the Taxi and Limousine Tribunal, their license will be suspended. Under the bill, the TLC would be required to establish a payment plan program to allow drivers to pay fines and penalties in installments and would be prohibited from suspending a driver’s TLC license for non-payment, so long as the driver is in compliance with the payment plan.

In 2014, the Council enacted Local Law 50, instituting civil penalties for leaving the scene of an incident without reporting. This bill would increase the civil penalties for those leaving the scene of an incident without reporting on more than one occasion. Repeat offenders would be subject to pay a civil penalty of up to $1,000 if property damage results from the incident; $2,00-$5,000 if a person is injured; $10,000-$15,000 if there is a serious injury; and $15,000-$20,000 if death results. The bill would also raise the maximum penalty for a first offense involving property damage to $1,000 and the penalty for a first offense resulting in death from $5,000-$10,000 to $10,000-$15,000.

Among the services veterans are eligible to receive in New York City, include those provided by the Department of Consumer Affairs (DCA), the Human Resources Administration (HRA), the Department of Housing Preservation and Development (HPD), and the New York City Housing Authority (NYCHA).

This bill would require the Mayor’s Office of Operations to, on an annual basis, and not later than January 30 of each year, report to the Commissioner of the Mayor’s Office of Veterans Affairs (MOVA), the Veterans Advisory Board, and the Council on the number of veterans receiving certain city services in the prior year, to the extent practicable. Where the field surveys confirm damage to such trees, DPR must document the damage, take appropriate steps to notify the responsible utility and require mitigation or seek reimbursement as may be appropriate.

This bill would place limitations on the conversion of certain hotel space for purposes other than use as a hotel. The bill would affect hotels having 150 units or more and would allow such a hotel to convert approximately 20 percent of the floor area used for sleeping accommodations to a different use. In order to convert additional hotel space, a hotel owner would have to apply to the Hotel Conversion Review Board, created by this bill, for a waiver and would have to demonstrate that the hotel was unable to earn a reasonable financial return. The Board would evaluate relevant financial information relating to the hotel and hold a public hearing with respect to each application for a waiver. If the Board found that the hotel was unable to earn a reasonable financial return, it would be authorized to allow the owner to convert additional hotel space for other uses to the minimum extent necessary to allow the hotel to earn a reasonable return. The waiver procedure would first become available 180 days after this bill became law.

This bill would require the Taxi & Limousine Commission (TLC) to develop an e-hail application which would allow customers to electronically hail a yellow taxicab or a green street hail vehicle. The application would be the only application used by yellow taxicab or green street hail drivers to accept electronic hails. The bill would require that the application be capable of allowing customers to electronically hail an accessible vehicle. The bill would also require the TLC to develop a program to allow third-party applications to submit electronic hail requests to drivers through the application.

Summary
The local law prohibits nighttime illumination of the exterior or interior of any building whose main use or dominant occupancy is classified in group B or M pursuant to the New York City building code. Small stores are exempted and certain landmarked buildings may apply for a waiver of this requirement. Where a building owner has made a showing of special circumstances indicating a need for night security lighting the department may vary or waive the requirements of this section. Buildings may remain illuminated where individuals remain inside and where nighttime illumination is required by law, rule or zoning resolution. Seasonal displays may be illuminated until midnight and storefront displays are permitted limited illumination until midnight.

The bill would also require an annual review of all forms from the designated agencies, or any other agency designated by the Mayor, that collect demographic information, are completed by persons seeking services, and are within the administering agencies’ authority to amend. Summary
Recently, there have been a number of violent incidents in homeless shelters in the city of New York. For example, police have responded to over 1,800 calls for help from the Tillary Street Women’s Shelter in Brooklyn since the shelter opened in 2003. The reasons for these calls included reports of fighting, robberies, and medical emergencies.

This bill would create a task force to study possible measures that can be taken to improve the safety in homeless shelters throughout the city of New York. The task force would include the Commissioner of the Department of Homeless Services, who would serve as the chairperson, and appointees of the Mayor and the Speaker with background in homeless services and law enforcement, and one appointed member would be a shelter resident. Within one year of the formation of the task force, the task force will issue a report of its findings to the Mayor and the Speaker of the City Council.
