City Council Legislation: Bills and Local Laws

This dataset contains information on New York City bills from 1998 through 2024.

The New York City Council is the City’s legislative body, responsible for proposing, debating, and voting on legislation that affects all aspects of city governance. The legislative process for Introductions in NYC follows these steps:

Bill Introduced – A bill is introduced by a Council Member and assigned a number.

Committee Hearings – The bill is referred to a committee for review, where public hearings may be held for discussion, public comment, and stakeholder engagement.

Committee Vote – The committee votes on whether to advance the bill to the full Council.

Full Council Vote – If approved by the committee, the bill is voted on by the entire Council. A majority vote is required for passage.

Mayoral Action – Once passed by the Council, the bill is sent to the Mayor, who may sign it into law, veto it, or allow it to become law without a signature. If vetoed, the Council can override the veto with a two-thirds majority vote.

Enactment – Once signed or passed via override, the bill is assigned a local law number and becomes part of the city’s legal code. Bills may be enacted immediately, or upon a date defined in the bill.

This dataset provides information on all introductions, regardless of whether they were enacted.

Every day approximately seven children are treated in hospital emergency rooms for injuries caused by tampering with a wall outlet. This bill would require the owners of multiple dwellings to install and maintain protective devices over electrical outlets in common areas of the building that are accessible to children or pets. Failure to install or maintain these protective devices would result in a class B hazardous violation. The Department of Housing Preservation and Development, the Department of Buildings, the Fire Department and the Department of Health and Mental Hygiene would all be required to enforce this bill.

Prohibits the discharge of any oil or natural gas waste to any surface water bodies located within the City or to any wastewater treatment plant located within the City. Prohibits the application of any oil or natural gas waste upon any road, real property or landfill located within the City. The bill also requires all City bids or contracts for the construction or maintenance of a City road to include a provision stating that no materials containing or manufactured from oil or natural gas waste shall be utilized in providing the service. The Department of Environmental Protection and the Department of Sanitation are responsible for enforcement. Penalties for violation of this section are between $2,500 and $25,000.

Under New York City law, supermarkets, groceries and bodegas must affix a price sticker on each individual item of most products offered for sale, as opposed to posting a single price on the shelf where the items are displayed. DCA inspectors issue violations for each failure to sticker price more than five items in a single stock unit. Int. No. 436 would allow retailers to cure first time violations rather than paying civil penalties. A retail store would have to submit proof that it has cured the violation within 30 days of receiving a notice of violation.

This bill would provide that both mobile food vendor permits and general vendor licenses shall, as of right, be transferrable to a dependent spouse, domestic partner or child upon the death or incapacitation of the permit or license holder.

Under the bill, owners of single newsracks would be required prior to installation to provide the City with identifying information, to certify that all related newsrack laws have been complied with. The owner would be required to resubmit this information annually. The owners would also be required to notify the City prior to the removal of newsracks. The City would grant each newsrack a unique identification number.

The bill would require owners of modular newsracks (a newsrack with multiple publications) to submit a plan to the City for approval and local community boards for comment, and to comply with any modifications required by the City. The owners of modular newsracks would also be required to consult with existing publications, existing newsrack owners on the same block, and to comply with space, distance, and cost and fee requirements.
