City Council Legislation: Bills and Local Laws

This dataset contains information on New York City bills from 1998 through 2024.

The New York City Council is the City’s legislative body, responsible for proposing, debating, and voting on legislation that affects all aspects of city governance. The legislative process for Introductions in NYC follows these steps:

Bill Introduced – A bill is introduced by a Council Member and assigned a number.

Committee Hearings – The bill is referred to a committee for review, where public hearings may be held for discussion, public comment, and stakeholder engagement.

Committee Vote – The committee votes on whether to advance the bill to the full Council.

Full Council Vote – If approved by the committee, the bill is voted on by the entire Council. A majority vote is required for passage.

Mayoral Action – Once passed by the Council, the bill is sent to the Mayor, who may sign it into law, veto it, or allow it to become law without a signature. If vetoed, the Council can override the veto with a two-thirds majority vote.

Enactment – Once signed or passed via override, the bill is assigned a local law number and becomes part of the city’s legal code. Bills may be enacted immediately, or upon a date defined in the bill.

This dataset provides information on all introductions, regardless of whether they were enacted.

Summary
Publically accessible collection bins for the collection of clothing (“collection bins”) that are illegally placed on public property are nuisances. They attract refuse and graffiti, and obstruct pedestrian traffic. Currently, the Department of Sanitation (“DSNY”) is authorized to remove any collection bin placed on City property 30 days after notice has been affixed to the collection bin. Recently, however, the number of collection bins on City property has greatly increased. Collection bin providers have learned they can simply move their collection bin to another location on City property before 30 days has elapsed.

The bill would allow DSNY to immediately remove a collection bin placed on City property, or property maintained by the City, or on any public sidewalk or roadway. If the owner’s name and address are located on the collection bin, DSNY will provide notice to the owner that it has removed the bin and that the owner can claim such collection bin through procedures to be established by rule. The bill establishes civil penalties for collection bins placed on City property and for attaching or enclosing a bin on City property. An owner who seeks to reclaim a collection bin that has been removed by DSNY will be required to pay any penalties imposed and the costs of removal and storage. If the owner does not claim his or her collection bin within 30 days, the department can dispose of it. For bins on private property, both the owner of the bin and the owner of the property will be responsible for maintaining the bin in a clean and neat condition and for reporting the amount of material collected on a yearly basis to DSNY.

Introduction No. 403 would require the Department of Education (DOE) to submit to the City Council and post on the DOE’s website an annual report regarding guidance counselors for the current school year. The bill would require the DOE to report: the number of guidance counselors in each school; the guidance counselor to student ratio in each school; whether the guidance counselor is providing counseling assistance to more than one co-located school in a school building; and the number of students served by each guidance counselor and the nature and scope of the counseling received by each student, including academic counseling, college preparatory and career counseling. This bill would also require the annual reports to include the number of guidance counselors in the absent teacher reserve pool, information regarding the DOE’s efforts to recruit guidance counselors for grades seven through twelve, and information on any guidance memorandums issued by the DOE regarding college preparedness. This bill also would require the reports to include demographic information for students in each school, including race, ethnicity, English language learner status, special education status, and the percentage of students eligible for free and reduced price lunch.

The bill requires the Environmental Justice (EJ) Interagency Working Group (IWG), as put forth by Proposed Int. No. 886-A, to conduct a comprehensive EJ Study identifying the locations and boundaries of EJ areas within the City, describing environmental concerns affecting these areas and identifying data, studies, programs and other resources that are available and that may be used to advance EJ goals. The bill requires the IWG to issue recommendations for legislation, policy, budget initiatives and other measures to address environmental concerns affecting EJ communities. The bill also requires the IWG to make publicly available online an interactive map showing the boundaries of EJ areas within the City and the locations of sites, facilities and infrastructure which may raise environmental concerns. Finally, the bill requires the Administration to create an Environmental Justice Portal on the City’s website, providing easy access to EJ resources including relevant maps, data, studies and information about Agency programs.

Summary
The bill would require that social adult day cares—programs which provide functionally impaired individuals, such as those suffering from Alzheimer’s or dementia, with personal care, nutritious meals, and the opportunity to socialize in a safe, supervised setting—operating in the City that do not receive direct City or State funding register with the Department for the Aging (DFTA) and adhere to the same standards that apply to directly-funded programs. Program and registration requirements would be enforced through civil penalties. DFTA would promulgate regulations outlining the penalties for specific violations, which would range from $250 to $500 per day, except that failure to register would result in a penalty of $250 to $1,000 per day. The Department of Consumer Affairs (or such other agency designated by the Mayor) will work with DFTA to issue violations for failure to register or follow program standards. In addition, DFTA would appoint an ombudsperson to receive complaints, conduct investigations regarding programs, and refer results of such investigations to any managed long-term care companies reimbursing such program, the New York City Department of Investigation, and the State, as necessary.
