City Council Legislation: Bills and Local Laws

This dataset contains information on New York City bills from 1998 through 2024.

The New York City Council is the City’s legislative body, responsible for proposing, debating, and voting on legislation that affects all aspects of city governance. The legislative process for Introductions in NYC follows these steps:

Bill Introduced – A bill is introduced by a Council Member and assigned a number.

Committee Hearings – The bill is referred to a committee for review, where public hearings may be held for discussion, public comment, and stakeholder engagement.

Committee Vote – The committee votes on whether to advance the bill to the full Council.

Full Council Vote – If approved by the committee, the bill is voted on by the entire Council. A majority vote is required for passage.

Mayoral Action – Once passed by the Council, the bill is sent to the Mayor, who may sign it into law, veto it, or allow it to become law without a signature. If vetoed, the Council can override the veto with a two-thirds majority vote.

Enactment – Once signed or passed via override, the bill is assigned a local law number and becomes part of the city’s legal code. Bills may be enacted immediately, or upon a date defined in the bill.

This dataset provides information on all introductions, regardless of whether they were enacted.

This bill would set the maximum working hours that an employer may assign to a home care aide. Assigned hours would be limited to 12 hours for any shift, or within any 24-hours period. A home care aide could be assigned additional hours in the event of an emergency, but no more than 2 per day or 10 per week. Additionally, a home care aide could be assigned more than 56 hours in a week provided that the employer provides 2 weeks advanced notice and obtains written consent from the home care aide. This bill would also impose a notice requirement, under which employers would be required to provide home care aides with a copy of a form notice of rights.

Local Law 2 of 2016 established a program whereby non-public schools are eligible to seek reimbursement from the City for costs related to employing security guards. This proposed bill would expand the existing program to cover more schools and increase the annual spending cap that is included in the current law. First, the threshold of eligibility would be lowered to include schools with 150 or more students. The bill provides an exemption for stores that have agreements in place for the donation of food on at least a monthly basis. By December 1 of each year, the Department of Sanitation or other city entity designated by the Mayor, would be required to submit to the Mayor and the Speaker of the Council a report detailing the results of a yearly review of available food on the web portal and whether that available food is expected to meet the demands of city residents in the coming year.

This bill would require the Department of Parks and Recreation (DPR), in coordination with the Department of Education (DOE), to create a plan that would identify and facilitate the use of indoor basketball courts and gyms for organized basketball leagues to use when weather would not permit use of outdoor basketball courts. The plan would need to address how DPR will facilitate the use of indoor basketball courts and gyms that are maintained or operated by the city, how DPR will coordinate with other relevant agencies to facilitate the use of indoor basketball courts and gyms, and ways to identify private indoor basketball courts and gyms that are available for use by basketball leagues.
