City Council Legislation: Bills and Local Laws

This dataset contains information on New York City bills from 1998 through 2024.

The New York City Council is the City’s legislative body, responsible for proposing, debating, and voting on legislation that affects all aspects of city governance. The legislative process for Introductions in NYC follows these steps:

Bill Introduced – A bill is introduced by a Council Member and assigned a number.

Committee Hearings – The bill is referred to a committee for review, where public hearings may be held for discussion, public comment, and stakeholder engagement.

Committee Vote – The committee votes on whether to advance the bill to the full Council.

Full Council Vote – If approved by the committee, the bill is voted on by the entire Council. A majority vote is required for passage.

Mayoral Action – Once passed by the Council, the bill is sent to the Mayor, who may sign it into law, veto it, or allow it to become law without a signature. If vetoed, the Council can override the veto with a two-thirds majority vote.

Enactment – Once signed or passed via override, the bill is assigned a local law number and becomes part of the city’s legal code. Bills may be enacted immediately, or upon a date defined in the bill.

This dataset provides information on all introductions, regardless of whether they were enacted.

Summary
The Human Resources Administration (HRA) operates the system of shelter for victims of domestic violence. Pursuant to New York State law, the maximum stay at these shelters is 180 days. Domestic violence survivors who still require temporary shelter after 180 days must enter the Department of Homeless Services (DHS) shelter system. Currently, these families must go to DHS’ intake facility for an eligibility assessment prior to being admitted to a DHS shelter.

This bill would require DHS to automatically deem domestic violence survivors eligible for shelter if applicants are no longer eligible for HRA domestic violence shelter because they have reached the maximum length of stay, HRA has provided DHS notice of the upcoming exit, which the bill would require HRA to provide, and applicants report to DHS on the day they exit the HRA shelter.

Summary
Under the bill, the Department of Transportation (DOT) would be required to conduct a study on truck route compliance. The study would include locations where large numbers of truck drivers regularly operate off designated truck routes may also include areas of concern identified by Council Members and Community Boards. Based on the study, the DOT would institute measures to increase truck route compliance, including but not limited to, converting two-way streets to one-way streets, posting of signs regarding the permissible use of certain routes by trucks, and education and outreach to the trucking industry. DOT would post the study, including the locations of such measures, on its website and submit a copy to the Council no later than January 1, 2017.
