City Council Legislation: Bills and Local Laws

This dataset contains information on New York City bills from 1998 through 2024.

The New York City Council is the City’s legislative body, responsible for proposing, debating, and voting on legislation that affects all aspects of city governance. The legislative process for Introductions in NYC follows these steps:

Bill Introduced – A bill is introduced by a Council Member and assigned a number.

Committee Hearings – The bill is referred to a committee for review, where public hearings may be held for discussion, public comment, and stakeholder engagement.

Committee Vote – The committee votes on whether to advance the bill to the full Council.

Full Council Vote – If approved by the committee, the bill is voted on by the entire Council. A majority vote is required for passage.

Mayoral Action – Once passed by the Council, the bill is sent to the Mayor, who may sign it into law, veto it, or allow it to become law without a signature. If vetoed, the Council can override the veto with a two-thirds majority vote.

Enactment – Once signed or passed via override, the bill is assigned a local law number and becomes part of the city’s legal code. Bills may be enacted immediately, or upon a date defined in the bill.

This dataset provides information on all introductions, regardless of whether they were enacted.

A Local Law to amend the administrative code of the city of New York, in relation to providing public school students with mobile hotspot devices
Summary
The proposed bill would require the Department of Information Technology and Telecommunications (DOITT), in consultation with the Department of Education (DOE), to purchase and distribute mobile hotspot devices to all New York City public school students. The COVID-19 pandemic and the introduction of remote learning shined a light on the inequity of all students’ ability to connect to the internet at home to facilitate their remote learning. This bill would ensure all students can continue to receive the free public education they are entitled to under the law even when physical school buildings are closed for any part of the academic year.

Summary
This bill would update the New York City (“NYC”) Electrical Code by adopting the standards of the 2020 National Electrical Code, with certain amendments based on unique conditions within the City. It would also incorporate the NYC Electrical Code into the City’s Construction Codes under Title 28 of the Administrative Code. The bill would also amend licensing, permitting, enforcement, disciplinary standards, and penalties related to the electrician trade, to be consistent with standards for other trades licensed by the Department of Buildings (“DOB”), and it would remove the quorum requirement for the Electrician License Board. The bill’s technical provisions would, among other things, set forth exceptions for the use of arc fault circuit interrupters in residences and the use of manufactured wiring systems, create guidelines for the use of PVC risers in buildings, and allow a “qualified person,” as defined in the National Electrical Code, to conduct low voltage work. Additionally, this bill would amend the due date of the electric vehicle charging report required by Local Law 55 of 2024 to June 30, 2026.

A Local Law to amend the administrative code of the city of New York, in relation to studying the impacts of slavery and its legacies in New York city and recommending potential reparative measures for resulting harms
Summary
This bill would require the Commission on Racial Equity (CORE) to work with subject experts to study the historical and present-day role of New York City government in perpetrating or perpetuating slavery and related racial injustices, and to consider reparative measures for such injustices. The reparations study would document the harms of slavery and its legacies in the City, identify associated rights violations, and recommend potential legal, policy and other measures to help remedy or redress associated harms. City agencies would be required to cooperate with any related special inquiries by CORE. Recommended measures may include monetary or non-monetary reparations, including symbolic measures such as public apologies or memorials. The study would also propose eligibility criteria for receiving reparations, and would coordinate with the New York State community commission on reparations remedies and the City’s process for Truth, Healing, and Reconciliation required by Int. 242-A.

A Local Law to amend the administrative code of the city of New York, in relation to renewable natural gas
Summary
The Administrative Code requires the Commissioner of the Department of Citywide Administrative Services (DCAS) to purchase light-duty and medium-duty vehicles that achieve the highest fuel economy. DCAS can satisfy this requirement by purchasing vehicles that run on alternative fuels. However, the definition of “alternative fuel” does not include renewable natural gas as an option. The proposed legislation would amend the definition of alternative fuel in § 24-163.1 to include “biomethane or renewable natural gas.” The proposed legislation would further define the term “biomethane or renewable natural gas.”
