City Council Legislation: Bills and Local Laws

This dataset contains information on New York City bills from 1998 through 2024.

The New York City Council is the City’s legislative body, responsible for proposing, debating, and voting on legislation that affects all aspects of city governance. The legislative process for Introductions in NYC follows these steps:

Bill Introduced – A bill is introduced by a Council Member and assigned a number.

Committee Hearings – The bill is referred to a committee for review, where public hearings may be held for discussion, public comment, and stakeholder engagement.

Committee Vote – The committee votes on whether to advance the bill to the full Council.

Full Council Vote – If approved by the committee, the bill is voted on by the entire Council. A majority vote is required for passage.

Mayoral Action – Once passed by the Council, the bill is sent to the Mayor, who may sign it into law, veto it, or allow it to become law without a signature. If vetoed, the Council can override the veto with a two-thirds majority vote.

Enactment – Once signed or passed via override, the bill is assigned a local law number and becomes part of the city’s legal code. Bills may be enacted immediately, or upon a date defined in the bill.

This dataset provides information on all introductions, regardless of whether they were enacted.

The bill would also require notification of the affected Council Member; affected community board; property owners, community-based organizations, and members of the public who have requested to be notified of installation; and others DOT deems appropriate. The bill would additionally require DOT to provide a 30-day comment period, during which the public would be able to submit feedback to DOT about the proposed neighborhood loading zone. DOT would be required to consider comments and would have the discretion to implement corresponding changes to its installation plan. Finally, the bill would require DOT to publish the location of new neighborhood loading zones online within 5 days of their installation.

This bill would create a 5 year pilot program during which the Department of Health and Mental Hygiene (DOHMH) would install real-time air quality monitors in residential buildings. Participation in the pilot program would be voluntary, except that buildings receiving city financial assistance would be required to participate. Upon the conclusion of the program, DOHMH, in collaboration with the Department of Buildings (DOB), the Department of Environmental Protection (DEP), and any other relevant agency, would be required to issue a report summarizing the data gathered and make recommendations to improve air quality in residential buildings. DOHMH, DOB and DEP would also be permitted to make rules regarding the improvement of air quality in residential buildings.

This bill would create a 5 year pilot program during which the Department of Health and Mental Hygiene (DOHMH) would install real-time air quality monitors in commercial buildings. Participation in the pilot program would be voluntary, except that buildings receiving city financial assistance would be required to participate. Upon the conclusion of the program, DOHMH, in collaboration with the Department of Buildings (DOB), the Department of Environmental Protection (DEP), and any other relevant agency, would be required to issue a report summarizing the data gathered and make recommendations to improve air quality in commercial buildings. DOHMH, DOB and DEP would also be permitted to make rules regarding the improvement of air quality in commercial buildings.

This bill would require the City of New York to establish a fund providing loans, grants, in-kind services, in-kind materials or some combination, to make small business storefronts accessible to people with disabilities. The fund would award up to $250,000 in total value per storefront, and loans issued through the program would have an interest rate of no more than three percent. The City would be responsible for establishing a timeline of 90 days or less for the review of applications, issuing an approval or rejection of the application, and a disbursement of the fund, as applicable. Small business tenants or property owners who would bear the cost of the construction project would receive the fund award, but both parties must agree to receive it, unless a prior agreement states otherwise. As a condition of receiving the fund, the City may require that the storefront’s tenant be given a reduction in rent that equals a total of half the value of money, services and materials received through the fund.
