City Council Legislation: Bills and Local Laws

This dataset contains information on New York City bills from 1998 through 2024.

The New York City Council is the City’s legislative body, responsible for proposing, debating, and voting on legislation that affects all aspects of city governance. The legislative process for Introductions in NYC follows these steps:

Bill Introduced – A bill is introduced by a Council Member and assigned a number.

Committee Hearings – The bill is referred to a committee for review, where public hearings may be held for discussion, public comment, and stakeholder engagement.

Committee Vote – The committee votes on whether to advance the bill to the full Council.

Full Council Vote – If approved by the committee, the bill is voted on by the entire Council. A majority vote is required for passage.

Mayoral Action – Once passed by the Council, the bill is sent to the Mayor, who may sign it into law, veto it, or allow it to become law without a signature. If vetoed, the Council can override the veto with a two-thirds majority vote.

Enactment – Once signed or passed via override, the bill is assigned a local law number and becomes part of the city’s legal code. Bills may be enacted immediately, or upon a date defined in the bill.

This dataset provides information on all introductions, regardless of whether they were enacted.

Dynamic-parking zones are areas of high traffic congestion where a demand-based parking fee would be implemented. This bill would require the Department of Transportation (DOT) to create at least one dynamic parking zone per borough where the parking rates would rise or fall depending on real-time demand. The range in which rates can rise or fall must be set by DOT prior to implementation and can only be changed with one week’s notice. Finally, any vehicle currently exempt from metered parking requirements due to a special vehicle identification permit will also be exempt from dynamic-parking fees.

This bill would mandate that the Department of Citywide Administrative Services (DCAS), or another agency designated by the Mayor, create a pilot program to install solar canopies at no less than 1 city-controlled parking lot where such a canopy would be cost effective in each borough. To the extent practicable, such canopies would need to be installed within 2 years. In addition, for each city controlled parking lot at which a solar canopy is installed, DCAS or such other agency would be required to install at least 5 electric vehicle chargers with a minimum charging capacity of 6 kilowatts. After the conclusion of the pilot program, this local law would require a report on, among other things, the total number and locations of city-controlled parking lots where solar canopies were installed as part of the pilot program and where they would be cost effective, and recommendations as to whether and how the pilot program may be expanded and made permanent.

Every year, the Mayor must produce a Citywide Statement of Needs relating to the opening, expansion, reduction, or closing of city facilities. This bill would require the Mayor to add an appendix to the Statement of Needs consisting of a list and explanation of proposed capital projects anticipated for the next two fiscal years, which could include things such as property acquisitions and investments in streets, bridges and tunnels. The appendix would not include projects already listed in the Statement of Needs or capital projects relating to fencing vacant lots, filling sunken lots, or acquiring furnishings, machinery, apparatus or equipment.

This bill would reduce the required housing history from two years to one year in order for families with children to demonstrate their eligibility for entry into the Department of Homeless Services (DHS) shelter system. It would additionally require DHS staff to upload all documents relevant to an applicant’s housing history to a digital case record and communicate with an applicant about any missing documents through electronic methods. This bill would give families with children at least thirty days in temporary shelter pending a determination of their eligibility for shelter, subject to the approval of the State Office of Temporary and Disability Assistance. This bill would also require DHS to create an informational pamphlet listing examples of documents that could demonstrate proof of housing history and ensure that such pamphlet is posted online and distributed to families with children at the PATH intake center.

DOHMH would evaluate the demographics of monkeypox vaccine recipients, and adjust the hours of operation and location of vaccination sites based on such examination and the needs of communities most at risk of contracting the disease. The bill would also require DOHMH to maintain a vaccine portal that allows individuals to schedule appointments for COVID-19, monkeypox and other infectious disease vaccinations.

This bill would require the Department of Housing Preservation and Development (“HPD”) to promulgate certain minimum rules governing affordable housing lotteries. Such rules must provide that applicants for affordable housing receive written notification stating whether they are accepted or rejected for occupancy in an affordable housing unit, be given sufficient time and information to respond to developers’ requests for information and to appeal a rejection, and be made aware of community-based service providers that may assist the applicant. Applicants may file a complaint with HPD or the New York City Housing Development Corporation, as applicable, if they believe their application was rejected in error. HPD rules must also provide guidance to developers regarding information it may consider in selecting applicants, specifically prohibiting developers from considering photographs of an applicant’s current living situation or minor children’s report cards, prohibiting developers from rejecting applicants based solely on credit score, and requiring developers consider all sources of an applicant’s income. HPD shall provide developers training regarding applicant selection and maintain a compliance hotline for use by developers.

This bill would make it unlawful for any dealer to park, store, or otherwise maintain a motor vehicle upon a city street for the purpose of displaying the motor vehicle for sale or greasing or repairing such motor vehicle, except in the case of an emergency repair. Additionally, it would prohibit any dealer from parking, storing, or otherwise maintaining on any street a motor vehicle in the dealer’s possession while awaiting repair or return to the owner or lessee of such motor vehicle. Dealers in possession of motor vehicles awaiting repair or return to the owner or lessee would be required to display a placard through the motor vehicle’s forward windshield. Each violation of these prohibitions would be punishable by a fine and may lead to vehicle impoundment. The bill would create an affirmative defense for an owner or lessee of a motor vehicle if they receive a summons while the vehicle is in the possession of a dealer.

This bill would require the Commissioner of Investigation to appoint a special inspector to monitor the emergency procurement contracts entered into by the city in response to COVID-19. The special inspector would report about each contract, review contracts to identify monitoring and integrity deficiencies, and make recommendations for remedying the deficiencies, all in real-time. The database would include, for each contract: (1) the contract requirements; (2) the contract’s dollar value; (3) the vendor’s type of business; (4) the vendor’s inventory of contracted goods; (5) the timeline for delivery; (6) whether the vendor previously did business with the city; (7) whether the vendor previously provided the goods or services required by the contract; and (8) assessments of whether the contractor provided the contracted goods or services to the city.
