City Council Legislation: Bills and Local Laws

This dataset contains information on New York City bills from 1998 through 2024.

The New York City Council is the City’s legislative body, responsible for proposing, debating, and voting on legislation that affects all aspects of city governance. The legislative process for Introductions in NYC follows these steps:

Bill Introduced – A bill is introduced by a Council Member and assigned a number.

Committee Hearings – The bill is referred to a committee for review, where public hearings may be held for discussion, public comment, and stakeholder engagement.

Committee Vote – The committee votes on whether to advance the bill to the full Council.

Full Council Vote – If approved by the committee, the bill is voted on by the entire Council. A majority vote is required for passage.

Mayoral Action – Once passed by the Council, the bill is sent to the Mayor, who may sign it into law, veto it, or allow it to become law without a signature. If vetoed, the Council can override the veto with a two-thirds majority vote.

Enactment – Once signed or passed via override, the bill is assigned a local law number and becomes part of the city’s legal code. Bills may be enacted immediately, or upon a date defined in the bill.

This dataset provides information on all introductions, regardless of whether they were enacted.

This bill would amend Local Law 145 of 2019, which established a task force to address policies related to the treatment and housing of transgender, gender nonconforming, non-binary, and intersex individuals in the custody of the Department of Correction. The bill would amend the minimum duration date of the task force to be one year after the issuance of the fifth annual task force report, require that the task force self-elect a chair, require a Speaker appointee instead of a Council appointee as a task force member, and provide for ways that the Department of Correction and Correctional Health Services must substantively participate in the task force. The task force would be required to elect a chair within 90 days of the effective date of this bill. This bill would also make various amendments to update and clarify language.

This bill would require the City Chief Procurement Officer and the Director of Management and Budget, or another officer or agency head designated by the mayor, to develop a methodology for calculating indirect costs, such as facilities or administrative costs, associated with providing human services pursuant to city contracts. The methodology would provide for a minimum indirect cost reimbursement rate of 20 percent. Human service providers may alternatively choose to use a federally approved “NICRA” rate, or another indirect cost rate issued by an approved entity. The Office of Not-for-profit Organizations Services would be required to post the relevant methodology and related materials on their website. Contracting agencies would be required to reimburse indirect costs incurred by covered city service contractors in accordance with the required methodology.

Subsequently, such city agencies would be required to implement such plans to provide public access to Wi-Fi, and set up a publicly accessible space for individuals to access such Wi-Fi. Finally, the bill disclaims any liability on the part of the City for any damages incurred though the use of Wi-Fi provided pursuant to this bill.

This bill would make it unlawful for any dealer to park, store, or otherwise maintain a motor vehicle upon a city street for the purpose of displaying the motor vehicle for sale or greasing or repairing such motor vehicle, except in the case of an emergency repair. Additionally, it would prohibit any dealer from parking, storing, or otherwise maintaining on any street a motor vehicle in the dealer’s possession while awaiting repair or return to the owner or lessee of such motor vehicle. Dealers in possession of motor vehicles awaiting repair or return to the owner or lessee would be required to display a placard through the motor vehicle’s forward windshield. Each violation of these prohibitions would be punishable by a fine and may lead to vehicle impoundment. The bill would create an affirmative defense for an owner or lessee of a motor vehicle if they receive a summons while the vehicle is in the possession of a dealer.
