City Council Legislation: Bills and Local Laws

This dataset contains information on New York City bills from 1998 through 2024.

The New York City Council is the City’s legislative body, responsible for proposing, debating, and voting on legislation that affects all aspects of city governance. The legislative process for Introductions in NYC follows these steps:

Bill Introduced – A bill is introduced by a Council Member and assigned a number.

Committee Hearings – The bill is referred to a committee for review, where public hearings may be held for discussion, public comment, and stakeholder engagement.

Committee Vote – The committee votes on whether to advance the bill to the full Council.

Full Council Vote – If approved by the committee, the bill is voted on by the entire Council. A majority vote is required for passage.

Mayoral Action – Once passed by the Council, the bill is sent to the Mayor, who may sign it into law, veto it, or allow it to become law without a signature. If vetoed, the Council can override the veto with a two-thirds majority vote.

Enactment – Once signed or passed via override, the bill is assigned a local law number and becomes part of the city’s legal code. Bills may be enacted immediately, or upon a date defined in the bill.

This dataset provides information on all introductions, regardless of whether they were enacted.

Summary
This bill would require the New York City Police Department (“NYPD”) to create a website for victims of a serious motor vehicle collision to access information about the collision, including updates on the status of the investigation of the collision, whether or not any summonses had been issued and whether any witnesses had been identified. Victims’ family representatives, next of kin, attorneys or agents would also be granted access to that information. This bill would also require the Department of Transportation (“Department of Transportation”) to create a guide for collision victims. Such guide would include information related to police reports and no-fault insurance benefits. NYPD officers responding to collisions would be required to provide a copy of the guide to all parties in a collision. The guide would also be posted in every precinct and available on the NYPD and DOT websites.

The bill would amend the minimum duration date of the task force to be one year after the issuance of the fifth annual task force report, require that the task force self-elect a chair, require a Speaker appointee instead of a Council appointee as a task force member, and provide for ways that the Department of Correction and Correctional Health Services must substantively participate in the task force. The task force would be required to elect a chair within 90 days of the effective date of this bill. This bill would also make various amendments to update and clarify language.

This bill would require the Mayor to create an Office of Restaurant Recovery to facilitate the recovery of restaurants from the COVID-19 pandemic. The Office would be led by a director whom the Mayor or, if the Office is within an agency other than the Office of the Mayor, an agency head would appoint no later than 30 days after the bill’s effective date. The director’s responsibilities would include developing and implementing a recovery plan, identifying metrics to assess recovery, advising the Mayor, and promoting recovery. The director would also be required to submit an initial report and subsequent annual reports to the Mayor and the Speaker of the Council. The bill would expire in five years unless the Mayor, in consultation with the director, determines sooner that restaurants have stabilized. In addition, this bill would make technical amendments related to the numbering of this new subchapter in the Administrative Code.

This legislation would clarify language in existing law to ensure increased transparency in NYPD’s required “Impact and Use,” specifically requiring: (1) that NYPD publishes Impact and Use policies for each individual surveillance technology used by the Department; (2) that such Impact and Use policies fully identifies each external entity by name that receives data gathered from such technology; (3) that such Impact and Use policies report on the safeguards in place to prevent dissemination of surveillance data; and (4) that such Impact and Use policies adequately disclose evaluation of potential disparate impacts on protected groups arising from the NYPD’s use such technologies.

Summary
This bill would amend the Administrative Code by establishing a Commission on Shelter Siting composed of 15 members as follows: 5 members appointed by the City Council Speaker, 5 appointed by the Mayor, and 5 appointed by the Borough Presidents. The commission would analyze the locations of shelters across the city and develop a plan prescribing the future placement of shelters with the goal of enhancing their proximity to public transit and essential services for their residents. The commission would meet at least three times per year and produce annually a report of its activities for the Mayor and Council that includes its homeless shelter siting plan. The bill would require the commission to solicit input from community boards and the public with respect to the development of the plan. Once developed, the Department of Homeless Services would be required to implement the plan.
