City Council Legislation: Bills and Local Laws

This dataset contains information on New York City bills from 1998 through 2024.

The New York City Council is the City’s legislative body, responsible for proposing, debating, and voting on legislation that affects all aspects of city governance. The legislative process for Introductions in NYC follows these steps:

Bill Introduced – A bill is introduced by a Council Member and assigned a number.

Committee Hearings – The bill is referred to a committee for review, where public hearings may be held for discussion, public comment, and stakeholder engagement.

Committee Vote – The committee votes on whether to advance the bill to the full Council.

Full Council Vote – If approved by the committee, the bill is voted on by the entire Council. A majority vote is required for passage.

Mayoral Action – Once passed by the Council, the bill is sent to the Mayor, who may sign it into law, veto it, or allow it to become law without a signature. If vetoed, the Council can override the veto with a two-thirds majority vote.

Enactment – Once signed or passed via override, the bill is assigned a local law number and becomes part of the city’s legal code. Bills may be enacted immediately, or upon a date defined in the bill.

This dataset provides information on all introductions, regardless of whether they were enacted.

Under Section 3-209 of the City’s Administrative Code, high schools must make voter registration materials available to students during the year and must provide postage-paid voter registration materials to graduating seniors. This bill would require the city Department of Education to ask for, and the city Board of Elections to provide, registration materials in any available language (as determined by state or federal requirements) that makes sense for a particular school’s student population. The city Board of Elections also must code its registration forms so that it can track which forms come back from each school district. The bill also would require both the city Department of Education and the city Board of Elections to help track and report on whether these student voter registration efforts are effective in getting young adults to register to vote.

This bill would require the Department of Transportation (DOT) to establish overnight parking areas in industrial business zones (IBZ) for commercial vehicles. Between 8:00 p.m. and 6:00 a.m., only commercial vehicles would be permitted to park in such overnight parking areas. Prior to establishing such an overnight parking area, DOT would be required to consult with the community boards representing the IBZ. The bill would also require DOT to conduct outreach to commercial entities in the area, as well as truck drivers operating in the City, to inform them of these new areas, and would require annual reporting by DOT on the effectiveness of these parking areas in reducing the amount of improperly parked commercial vehicles.

Additionally, the bill would require the agency to re-inspect low-graded samples and to publish an updated cleanliness grade. After residents submit their annual income affidavits to HPD, the bill would require HPD to digitize the data contained in the affidavits and use such data to populate SCRIE application forms for residents that appear to be eligible for SCRIE. The populated form would be provided to potentially eligible residents along with a letter explaining the features of the SCRIE program and information on how to review the application form and apply for the program.

This bill would establish safety standards for powered bicycles and powered mobility devices when used for food delivery services, grocery delivery services and businesses using bicycles for commercial purposes. Specifically, the bill requires that any powered mobility device operated by a delivery worker on behalf of a third-party delivery service, third-party courier service, third-party grocery service or business using a bicycle for commercial purposes meet local standards established for the sale of such device, which includes certification by an accredited testing laboratory. Where such a device was being used, third-party delivery services, third-party courier services, and businesses using bicycles for commercial purposes would be responsible for providing the worker with the device at no expense to the worker, or could allow the worker to provide their own compliant device. They could not require the worker to provide a powered bicycle or mobility device at the worker’s expense, however. Finally, responsibility for compliance with these provisions would fall on the third-party delivery service, third-party courier service, or the businesses which would be subject to civil penalties for any violations.

Summary
The bill would eliminate the requirement that individual employees of mobile food vending carts or trucks each have a New York State Certificate of Sales Tax Authority. This bill would also eliminate the requirement that mobile food vendors and general vendors obtain a tax clearance certificate upon renewal of a license or permit.

This bill would require that the Department of Sanitation (DSNY) remove, cause to be removed, or refer for removal abandoned vehicles within 72 hours after DSNY becomes aware of the vehicle. DSNY would also be specifically responsible for the removal within 72 hours of particular abandoned vehicles that do not have license plates and have a wholesale value of $1250 or less.

Summary
This bill would require the Department of Finance (DOF) to establish a citywide online system for tenants to apply to and renew their benefits under the Senior Citizen Rent Increase Exemption (SCRIE) Program and the Disability Rent Increase Exemption (DRIE) Program. It would also require that DOF conduct outreach efforts, via telephone or electronic mail, for any notice issued to tenants related to these programs. Lastly, the legislation would specify those events that would constitute as a permanent decrease of income triggering a rent redetermination for SCRIE and DRIE beneficiaries.
