City Council Legislation: Bills and Local Laws

This dataset contains information on New York City bills from 1998 through 2024.

The New York City Council is the City’s legislative body, responsible for proposing, debating, and voting on legislation that affects all aspects of city governance. The legislative process for Introductions in NYC follows these steps:

Bill Introduced – A bill is introduced by a Council Member and assigned a number.

Committee Hearings – The bill is referred to a committee for review, where public hearings may be held for discussion, public comment, and stakeholder engagement.

Committee Vote – The committee votes on whether to advance the bill to the full Council.

Full Council Vote – If approved by the committee, the bill is voted on by the entire Council. A majority vote is required for passage.

Mayoral Action – Once passed by the Council, the bill is sent to the Mayor, who may sign it into law, veto it, or allow it to become law without a signature. If vetoed, the Council can override the veto with a two-thirds majority vote.

Enactment – Once signed or passed via override, the bill is assigned a local law number and becomes part of the city’s legal code. Bills may be enacted immediately, or upon a date defined in the bill.

This dataset provides information on all introductions, regardless of whether they were enacted.

This bill would amend the Nuisance Abatement Law to clarify that the distribution for sale, selling at wholesale or retail, or delivering to consumers of any cannabis, cannabis product, medical cannabis, or cannabinoid hemp or hemp extract product without the appropriate registration, license, or permit issued by New York State is a public nuisance subject to permanent and preliminary injunctions. It would also create a new category of public nuisance involving the selling, delivery, or giving away of cannabis to any person under 21 years of age. This bill would also make the abovementioned public nuisances subject to temporary closing orders and temporary restraining orders.

DOC and CHS would be required to respond to recommendations contained in reports from BOC and the Department of Investigation. DOC would be required to provide regular updates on the status of any staff misconduct cases related to the circumstances that contributed to an individual’s death. This bill would also establish a Jail Death Review Board to examine systemic issues that contributed to deaths in custody. DOC would also be required to report on compassionate releases.

The bill would also prohibit outdoor charcoal grilling on Spare the Air Days, as well as other activities that impair outdoor air quality, as determined by DEP in collaboration with the New York City Office of Emergency Management and any other relevant agency.

This bill would require the Department of Housing Preservation and Development (HPD) to visit a unit to observe a condition alleged in a housing complaint. If HPD is not able to enter the premises to observe the alleged condition, HPD would be required to post a notice on the door of the unit and to visit the unit again on a different day to attempt entry. If HPD cannot enter the unit after the second attempt, HPD would be required to call and send a text message to the tenant to schedule an appointment to visit the unit. If HPD is unable to reach the tenant by phone or text message, HPD would be required to categorize the housing complaint as “unresolved.” HPD would only be permitted to categorize a housing complaint as “closed” when HPD verifies that a condition has been fixed, a condition does not exist or the housing complaint has otherwise been resolved.

This bill would require the commissioner of the New York City Office of Emergency Management (OEM) to develop and implement a comprehensive plan to address air quality emergencies in the city, involving in part the identification of other governmental agencies OEM must contact, identification of circumstances under which OEM would call upon other jurisdictions for assistance, the creation or designation of clean air centers for use by the public, measures to protect the health of the public during an emergency, measures to inform the public about an emergency, limiting of use of motor vehicles in the city’s fleet during an emergency, and measures to reduce the deterioration of air quality. The bill would also require this commissioner to report to the Speaker of the Council on a yearly basis about actions taken pursuant to this plan.
