City Council Legislation: Bills and Local Laws

This dataset contains information on New York City bills from 1998 through 2024.

The New York City Council is the City’s legislative body, responsible for proposing, debating, and voting on legislation that affects all aspects of city governance. The legislative process for Introductions in NYC follows these steps:

Bill Introduced – A bill is introduced by a Council Member and assigned a number.

Committee Hearings – The bill is referred to a committee for review, where public hearings may be held for discussion, public comment, and stakeholder engagement.

Committee Vote – The committee votes on whether to advance the bill to the full Council.

Full Council Vote – If approved by the committee, the bill is voted on by the entire Council. A majority vote is required for passage.

Mayoral Action – Once passed by the Council, the bill is sent to the Mayor, who may sign it into law, veto it, or allow it to become law without a signature. If vetoed, the Council can override the veto with a two-thirds majority vote.

Enactment – Once signed or passed via override, the bill is assigned a local law number and becomes part of the city’s legal code. Bills may be enacted immediately, or upon a date defined in the bill.

This dataset provides information on all introductions, regardless of whether they were enacted.

This bill would require the Department of Health and Mental Hygiene (DOHMH) to consult with the Department of Education (DOE) when completing background checks for current or prospective child care providers, employees, and volunteers. Upon receiving a request for a background check, DOHMH would be required to consult with DOE to determine whether DOE has already completed a background check for the individual within the previous two years. If so, DOHMH would be required to request any relevant information obtained through the DOE background check required to satisfy the requirements for a background check conducted by DOHMH. DOHMH would remain required to complete any additional searches and obtain any additional information for an individual needed to satisfy the requirements for the agency’s background checks pursuant to any federal or state laws, rules or regulations, before clearing an individual for work as a child care provider or employee.

The bill would also require that the first education campaign last for a full year, beginning within 60 days of the bill’s effective date.

This bill would require the Department of Transportation (“DOT”) to promote equity in infrastructure investment as part of its master plan, and include an investment roadmap as part of each plan beginning with the one due December 1, 2026. The investment roadmap would require DOT to identify underserved neighborhoods with a high need of additional infrastructure based on existing infrastructure and safety needs, and to describe future investments in these neighborhoods so they are no longer underserved. DOT would report, for each neighborhood: the level of investment in safety-enhancing street infrastructure, and other types of street infrastructure, made in the past 15 years, the incidence rate of collisions that result in significant injuries, the demographics of the neighborhood, whether the neighborhood is considered underserved, and if the neighborhood has received low investment but is not considered underserved, the factors that DOT considered in reaching that conclusion.

The strategic plan would propose a capital strategy, recommend law or policy changes to support bathroom openings or conversions, and identify various types of sites that could be converted to public bathroom use. The bill would also require the departments to designate at least one design model for a modular bathroom facility as compliant with applicable city requirements and to publish a comprehensive map of all public bathrooms in the city.

This bill would permit for-hire vehicles to display digital advertising on an approved electronic tablet attached to the interior of the vehicle. The approved tablet would be capable of being turned on and off, muted, or having its volume adjusted by the passenger in the vehicle. No driver would be required to have a tablet in their vehicle or pay for the installation of a tablet in the vehicle they drive. It would also be unlawful for any service regulated by TLC to take negative action against any driver for choosing not to have an approved tablet in their car. Any driver of a for-hire vehicle with an approved tablet in their vehicle would receive 25 percent of the revenue generated by such tablet in their vehicle. TLC would license the persons who provide or supply the approved tablets.

This bill would require owners of most parking garages to refuse to park any vehicle on a level of such garage when doing so would cause the collective weight of vehicles on that level to exceed its maximum permissible weight limit. Each such garage would be required to install a motor vehicle weigh station so that an entering vehicle could be weighed before determining if parking such vehicle is feasible. Moreover, commercially licensed parking garages would be required to display information regarding the maximum permissible weight limits on levels within such garages and to notify the public when no further vehicles may be parked without the weight limit on each level being exceeded.
