City Council Legislation: Bills and Local Laws

This dataset contains information on New York City bills from 1998 through 2024.

The New York City Council is the City’s legislative body, responsible for proposing, debating, and voting on legislation that affects all aspects of city governance. The legislative process for Introductions in NYC follows these steps:

Bill Introduced – A bill is introduced by a Council Member and assigned a number.

Committee Hearings – The bill is referred to a committee for review, where public hearings may be held for discussion, public comment, and stakeholder engagement.

Committee Vote – The committee votes on whether to advance the bill to the full Council.

Full Council Vote – If approved by the committee, the bill is voted on by the entire Council. A majority vote is required for passage.

Mayoral Action – Once passed by the Council, the bill is sent to the Mayor, who may sign it into law, veto it, or allow it to become law without a signature. If vetoed, the Council can override the veto with a two-thirds majority vote.

Enactment – Once signed or passed via override, the bill is assigned a local law number and becomes part of the city’s legal code. Bills may be enacted immediately, or upon a date defined in the bill.

This dataset provides information on all introductions, regardless of whether they were enacted.

The bill would also require that DFTA post a digital version of the informational materials on its website, and would require the Commissioner for the Aging to ensure that such informational materials are distributed to homebound older adults and that older adult centers distribute such informational materials to older adults in their facilities. This bill would require retail stores that primarily sell food for off-site consumption and retail stores that include a pharmacy to accept flexible benefits cards distributed by health insurance providers. This requirement would only apply to such retail stores that currently accept credit or debit cards. The Department of Consumer and Worker Protection (“DCWP”) would be required to provide outreach and education on this requirement. For any violation that occurs within one year of this requirement becoming law, DCWP would issue a warning. After one year, DCWP may issue a civil penalty of $250 for a first violation and $500 for any subsequent violation within 18 months of a previous violation.

The Sheriff would have to coordinate with the Police Commissioner, Commissioner of Consumer and Worker Protection, and the Chief Administrative Law Judge to produce this list. The list would contain the name of the owner; the address of each premises that is the subject of a violation determination; for each premises, the number of times a determination occurred within the previous year, disaggregated by type of sale; and the number of times the owner was the subject of a violation determination within the past 5 years.

It would also require the contracted CBO to submit an annual report on the number of such properties, the damage sustained, the estimated cost of retrofit repairs, and recommendations to improve the assistance programs. DEP would be required to submit the CBO’s feedback to any state or federal agency administering such assistance programs. DEP would be required to report on the status of any studies it is involved in relating to groundwater levels in Southeast Queens. This bill also creates an interagency task force to recommend changes in law regarding flooding adaptation assistance in Southeast Queens. Such task force would disband upon the submission of its fifth annual report.

A Local Law in relation to a study and report on the feasibility of creating older adult information points
Summary
This bill would require the New York City Department for the Aging (DFTA) to conduct a feasibility study regarding the creation of older adult information points. Older adult information points would serve as physical locations where older adults can receive information concerning DFTA services and programming. In the feasibility study, DFTA would be required to identify potential locations in each borough for the creation of older adult information points. The feasibility study would also identify considerations for locating proposed sites and potential services that could be provided at older adult information points. Additionally, the feasibility study would require DFTA to assess the potential benefits and constraints in establishing older adult information points. Finally, this bill would require DFTA to submit a report to the Mayor and Speaker of the Council regarding the findings of the feasibility report, and to post the report on DFTA’s website.
