City Council Legislation: Bills and Local Laws

This dataset contains information on New York City bills from 1998 through 2024.

The New York City Council is the City’s legislative body, responsible for proposing, debating, and voting on legislation that affects all aspects of city governance. The legislative process for Introductions in NYC follows these steps:

Bill Introduced – A bill is introduced by a Council Member and assigned a number.

Committee Hearings – The bill is referred to a committee for review, where public hearings may be held for discussion, public comment, and stakeholder engagement.

Committee Vote – The committee votes on whether to advance the bill to the full Council.

Full Council Vote – If approved by the committee, the bill is voted on by the entire Council. A majority vote is required for passage.

Mayoral Action – Once passed by the Council, the bill is sent to the Mayor, who may sign it into law, veto it, or allow it to become law without a signature. If vetoed, the Council can override the veto with a two-thirds majority vote.

Enactment – Once signed or passed via override, the bill is assigned a local law number and becomes part of the city’s legal code. Bills may be enacted immediately, or upon a date defined in the bill.

This dataset provides information on all introductions, regardless of whether they were enacted.

This bill would require the Department of Citywide Administrative Services (DCAS) to create a comprehensive exit survey and interview protocol designed to gather feedback from resigning and retiring municipal employees in regard to their experience in the City’s civil service. Agencies would be required to offer both an electronic exit survey to all resigning and retiring employees and an in-person exit interview to a set percentage of resigning and retiring employees based on the agency’s size. Exit surveys and interviews would be completed on a voluntary basis and would be administered by the employing agency on or before the employee’s last day of employment. Beginning March 30, 2025, and annually thereafter, DCAS would be required to submit a report to the Equal Employment Practices Commission and the Speaker summarizing the responses received in exit surveys and interviews.

This bill would allow sports venues throughout New York City to conduct raffles for charitable purposes during professional or collegiate sporting competitions by providing certain exemptions regarding advertising, the value of prizes, the sale of alcohol on the premises, the cost of admission to the premises, the number of raffles that may occur within one calendar year, and the length of a license period. Raffles may be conducted from two hours before the beginning of play until the end of play.

This bill would require the Department of Correction (DOC) to report on a quarterly basis information related to individuals in DOC custody whose gender identity is different from the sex assigned to the individual at birth, including, but not limited to, transgender, gender nonconforming, non-binary, or intersex. DOC would be required to report information regarding such individuals’ housing placements, denials of requests for housing most closely aligns with a person’s gender identity, and involuntary transfers from housing most closely aligns with a person’s gender identity.

This bill would require the Police Department to establish a monthly gun buy-back program, whereby individuals may voluntarily and anonymously surrender to the department a working or non-working unloaded gun or parts thereof, in exchange for a sum of money to be determined by the department upon surrender. Individuals surrendering a gun would not be required to provide identification or any personally identifiable information, and would not be subject to criminal or civil penalties for the illegal possession of such gun, unless such penalties are required by local, state or federal laws, rules or regulations. The gun buy-back program would take place in a different borough at least once each month, on a rotating basis.

This bill would require the Department of Transportation to install bollards, where necessary throughout the City of New York, at sidewalks, curb extensions and pedestrian ramps being reconstructed to make them accessible for pedestrians with a disability. This bill would also require the Department of Transportation to conduct a study on the effectiveness of bollards in high pedestrian traffic areas throughout the City and develop guidelines, no later than six months after the effective date of this local law, to determine whether bollards should be installed during the repair or reconstruction of sidewalks, curb extensions and pedestrian ramps to make them more accessible to pedestrians with a disability, especially in high traffic areas.
