City Council Legislation: Bills and Local Laws

This dataset contains information on New York City bills from 1998 through 2024.

The New York City Council is the City’s legislative body, responsible for proposing, debating, and voting on legislation that affects all aspects of city governance. The legislative process for Introductions in NYC follows these steps:

Bill Introduced – A bill is introduced by a Council Member and assigned a number.

Committee Hearings – The bill is referred to a committee for review, where public hearings may be held for discussion, public comment, and stakeholder engagement.

Committee Vote – The committee votes on whether to advance the bill to the full Council.

Full Council Vote – If approved by the committee, the bill is voted on by the entire Council. A majority vote is required for passage.

Mayoral Action – Once passed by the Council, the bill is sent to the Mayor, who may sign it into law, veto it, or allow it to become law without a signature. If vetoed, the Council can override the veto with a two-thirds majority vote.

Enactment – Once signed or passed via override, the bill is assigned a local law number and becomes part of the city’s legal code. Bills may be enacted immediately, or upon a date defined in the bill.

This dataset provides information on all introductions, regardless of whether they were enacted.

This bill would also require the Department of Transportation to conduct a study on the effectiveness of bollards in high pedestrian traffic areas throughout the City and develop guidelines, no later than six months after the effective date of this local law, to determine whether bollards should be installed during the repair or reconstruction of sidewalks, curb extensions and pedestrian ramps to make them more accessible to pedestrians with a disability, especially in high traffic areas.

This bill would codify the definition of a “traffic study” and the Department of Transportation’s (DOT) process of approving or denying a traffic study request. This bill would require DOT to perform a requested traffic study, if one had not been performed within 18 months. If a traffic study was performed within 18 months, DOT may deny the request but only if the traffic conditions remain materially the same. If a traffic study is denied, upon request, DOT would be required to provide a written statement stating that traffic conditions are the same, and provide a copy of previous traffic studies and their summaries within 2 weeks of the request being made.

This bill requires that the Department of Transportation (DOT) study safety benefits of daylighting and daylighting barriers, and implement daylighting at a minimum of 100 intersections a year beginning on January 1, 2025. DOT would also be required to install daylighting barriers in intersections where daylighting has been implemented, subject to the Commissioner’s determination. The Commissioner may determine to cease implementation of daylighting at 100 intersections a year on or after January 1, 2030 if additional daylighting would not meaningfully contribute to the safety of motorists, pedestrians, or cyclists and the Commissioner notifies the Speaker of such determination. DOT must annually report on the locations at which daylighting has been implemented and discontinued.

This bill would require the Department of City Planning (DCP), or if the City Planning Commission (CPC) is not the lead agency, the lead agency, to report on the transportation impacts in areas affected by neighborhood rezonings. Each study would require a comparison of the impacts in existence at the time of the study to the potential impacts identified in the final environmental impact statement (EIS) approved by the City Planning Commission in connection with such rezoning. If there are significant disparities between the impacts identified in the study and those identified in the EIS, DCP or the lead agency shall make recommendations on how to amend the CEQR Technical Manual to more accurately forecast such impacts in future land use actions. As part of that report, DCP or the lead agency would be required to discuss whether a vehicle miles traveled model would more accurately and usefully capture project impacts. The bill would require DCP or the lead agency to submit such studies and reports four years and ten years after final approval of a neighborhood rezoning.

The New York Social Services law and Family Court Act require that when a foster care placement changes, a social services agency or worker must provide the attorney for the child with notice of the change in placement. The audit would include a review of instances in which a notice was not provided as required, the time elapsed between a change in foster care placement and when the placement notice was provided, when notice of the change was provided to the attorney for the child and a summary of the information that was missing from the notice. ACS would be required to report to the Mayor and the Speaker of the Council, and post on the ACS website, a report with the results of its audit from the preceding quarter.
