City Council Legislation: Bills and Local Laws

This dataset contains information on New York City bills from 1998 through 2024.

The New York City Council is the City’s legislative body, responsible for proposing, debating, and voting on legislation that affects all aspects of city governance. The legislative process for Introductions in NYC follows these steps:

Bill Introduced – A bill is introduced by a Council Member and assigned a number.

Committee Hearings – The bill is referred to a committee for review, where public hearings may be held for discussion, public comment, and stakeholder engagement.

Committee Vote – The committee votes on whether to advance the bill to the full Council.

Full Council Vote – If approved by the committee, the bill is voted on by the entire Council. A majority vote is required for passage.

Mayoral Action – Once passed by the Council, the bill is sent to the Mayor, who may sign it into law, veto it, or allow it to become law without a signature. If vetoed, the Council can override the veto with a two-thirds majority vote.

Enactment – Once signed or passed via override, the bill is assigned a local law number and becomes part of the city’s legal code. Bills may be enacted immediately, or upon a date defined in the bill.

This dataset provides information on all introductions, regardless of whether they were enacted.

This bill would amend the Administrative Code by establishing a Commission on Shelter Siting composed of 15 members as follows: 5 members appointed by the City Council Speaker, 5 appointed by the Mayor, and 5 appointed by the Borough Presidents. The commission would analyze the locations of shelters across the city and develop a plan prescribing the future placement of shelters with the goal of enhancing their proximity to public transit and essential services for their residents. The commission would meet at least three times per year and produce annually a report of its activities for the Mayor and Council that includes its homeless shelter siting plan. The bill would require the commission to solicit input from community boards and the public with respect to the development of the plan. Once developed, the Department of Homeless Services would be required to implement the plan.

Summary
Pursuant to section 10-119 of the administrative code, it is unlawful to post advertisements, handbills or other such postings on sidewalks, public poles and other street furniture, as well as automobiles parked on public roads. Section 10-121 lists the penalties for such unlawful posting. For a first offense, the penalty includes a fine of not less than $75 nor more than $150. For every subsequent offence within a 12 month period, the fine is not less than $150 nor more than $250. This bill would raise the maximum fine for a second offense of illegal posting from $250 to $1,000.

Summary
This bill would require the Department of Social Services to, beginning March 1, 2024, submit to the speaker of the council and post on its website a quarterly report on the timeliness of CityFHEPS rental assistance payments. The report would include a table in which each row represents a unique voucher and would be required to include, at minimum, the rental assistance payment amount, the payment month, the zip code of the recipient, whether the payment was timely or late and why, and a description of steps to ensure timely payment in the future.
