City Council Legislation: Bills and Local Laws

This dataset contains information on New York City bills from 1998 through 2024.

The New York City Council is the City’s legislative body, responsible for proposing, debating, and voting on legislation that affects all aspects of city governance. The legislative process for Introductions in NYC follows these steps:

Bill Introduced – A bill is introduced by a Council Member and assigned a number.

Committee Hearings – The bill is referred to a committee for review, where public hearings may be held for discussion, public comment, and stakeholder engagement.

Committee Vote – The committee votes on whether to advance the bill to the full Council.

Full Council Vote – If approved by the committee, the bill is voted on by the entire Council. A majority vote is required for passage.

Mayoral Action – Once passed by the Council, the bill is sent to the Mayor, who may sign it into law, veto it, or allow it to become law without a signature. If vetoed, the Council can override the veto with a two-thirds majority vote.

Enactment – Once signed or passed via override, the bill is assigned a local law number and becomes part of the city’s legal code. Bills may be enacted immediately, or upon a date defined in the bill.

This dataset provides information on all introductions, regardless of whether they were enacted.

This bill would require that City employees who can issue summons or notices of violation, when questioning people, provide a pre-printed, handwritten, or electronic business card with identifying information upon request. If a business card is not available, employees could instead provide the identifying information verbally. The business card should include the employee’s name and agency, and a telephone number and e-mail address that can be used to contact the agency. Employees who are engaged in agency approved undercover activities, who must take immediate action, or are providing identifying information through a certificate of inspection, notice of violation, or similar document are exempt from the requirements of this bill.

Where the field surveys confirm damage to such trees, DPR must document the damage, take appropriate steps to notify the responsible utility and require mitigation or seek reimbursement as may be appropriate.

The range in which rates can rise or fall must be set by DOT prior to implementation and can only be changed with one week’s notice. An unreadable license plate would be defined as a license plate that a photo-violation monitoring system does not read because the camera malfunctioned, the license plate’s number was concealed or obscured, the license plate produced a distorted recorded or photographic image, or if no license plate was affixed to the motor vehicle. This bill would require DOT to post the report on its website and submit those reports to the Mayor and the Speaker of the Council each quarter. The report would include information on the days and times of day when the license plates could not be read, the community districts where they could not be read, and the reason the license plate could not be read.

This bill would require chain restaurants with 15 or more locations to conspicuously post added sugar icons and factual warning statements on menus or menu boards next to menu items and on or near food items on display that exceed a specified level of added sugars as determined by the U.S. Food & Drug Administration or another amount specified by the Department of Health and Mental Hygiene (DOHMH). This bill would consider food items that are identical to prepackaged food items to have the same density of added sugars as displayed on the nutrition facts of the prepackaged food item, unless demonstrated otherwise. This bill would also require such restaurants to conspicuously post an added sugar icon on or near any non-packaged food items on display or on menus or menu boards no later than 1 year after the federal regulations that require restaurants to include added sugars in nutritional information of non-packaged food items go into effect. Any covered restaurant that violates the provisions of this bill would be liable for a civil penalty of $200.
