City Council Legislation: Bills and Local Laws

This dataset contains information on New York City bills from 1998 through 2024.

The New York City Council is the City’s legislative body, responsible for proposing, debating, and voting on legislation that affects all aspects of city governance. The legislative process for Introductions in NYC follows these steps:

Bill Introduced – A bill is introduced by a Council Member and assigned a number.

Committee Hearings – The bill is referred to a committee for review, where public hearings may be held for discussion, public comment, and stakeholder engagement.

Committee Vote – The committee votes on whether to advance the bill to the full Council.

Full Council Vote – If approved by the committee, the bill is voted on by the entire Council. A majority vote is required for passage.

Mayoral Action – Once passed by the Council, the bill is sent to the Mayor, who may sign it into law, veto it, or allow it to become law without a signature. If vetoed, the Council can override the veto with a two-thirds majority vote.

Enactment – Once signed or passed via override, the bill is assigned a local law number and becomes part of the city’s legal code. Bills may be enacted immediately, or upon a date defined in the bill.

This dataset provides information on all introductions, regardless of whether they were enacted.

Summary
This bill would prohibit housing discrimination on the basis of criminal history, with limited exceptions. Landlords, owners, brokers and other covered entities may not consider criminal record until after determining a housing applicant’s other qualifications. Covered entities may consider registered sex offenses as well as misdemeanors and felonies for 3 and 5 years, respectively, after completion of a prison sentence. If an applicant is rejected because of this reviewable criminal history, the entity must provide a written explanation for why the rejection was due to a legitimate business interest. This bill would not apply where federal, state or local laws, including laws protecting victims of domestic violence, sex offenses or stalking, require or permit exclusion based on criminal history. This bill does not apply to two-family owner-occupied housing or rooms in owner-occupied housing. Covered entities would not be liable under other laws for complying with this law.

Summary
This bill would double the maximum allowable civil penalties for certain violations of the Fair Work Week Law. Employers that violate the Fair Work Week Law for a second time within two years after a first violation could receive a civil penalty of up to $1,500 instead of $750, and for further violations, $2,000 instead of $1,000. The bill would also raise allowable civil penalties in civil actions for a pattern and practice of violations of the Fair Work Week Law to $30,000 from $15,000. Further, the Department of Consumer and Worker Protection may direct the Department of Health and Mental Hygiene to suspend, revoke, deny or refuse to renew a food service establishment permit for employers that: 1) have not satisfied a fine or civil penalty for violating the Fair Work Week Law or the Earned Safe and Sick Time Act; 2) a court has found the employer has engaged in a pattern or practice of violations of the Fair Work Week Law or the Earned Safe and Sick Time Act; or 3) the employer has been ordered to pay an aggregate of $500,000 or more in penalties or monetary relief for violations of the Fair Work Week Law or the Earned Safe and Sick Time Act in a three-year period. This bill would also entitle employees of employers whose food service establishment permits are suspended are revoked to receive a severance for the first 14 days.

Upon 45 days’ notice, DCWP would be empowered to direct an employer covered by the Fair Work Week Law to make their employees available for the training, and could do so by considering the number and severity of violations of the Fair Work Week Law and any other factors DCWP deems relevant to that decision. Employers that make their employees available for the training would be required to compensate such employees for their travel time, if not at the employees’ typical work location, and training time.

The bill would authorize DOHMH to set the buyback incentive, up to 20 cents per needle, syringe or sharp, with a cap of $10 per individual per day. Once implemented, the program would expire after one year and would require DOHMH to submit a report no later than six months after the program has ended that includes the name and locations of all buyback locations, the number of litter returned under the program, by location, the total amount of money disbursed, and a recommendation as to whether to make the pilot program permanent and whether to expand it. The bill would also require DOHMH to create a community-based plan of action to address the opioid epidemic in communities deemed at highest risk for opioid abuse and deaths.

Summary
This bill would wind down the horse drawn carriage industry by prohibiting the issuance of new licenses used in the operation of horse drawn cabs. The operation of such cabs would be prohibited beginning June 1, 2024. The industry would be replaced by horseless electric carriages that provide trips within Central Park and certain areas of Manhattan. The carriages would be electric low-speed vehicles that have a maximum speed performance of no more than 25 miles per hour. In Central Park, the carriages would be limited to speeds of 3 miles per hour. The City would be responsible for establishing a program to lease or sell the new carriages to prospective owners, with priority given to former horse drawn cab license holders. Under the new program, carriage owners would be required to pay carriage drivers a prevailing wage that would be set by the Comptroller. Former horse drawn carriage driver’s license holders would be given priority for the new driver’s licenses.

This bill would increase the penalties for many violations issued by the Department of Housing Preservation and Development (HPD). In addition, HPD would be required to annually identify 100 buildings based on criteria such as the number of hazardous or immediately hazardous violations that have been falsely certified as corrected. Hazardous or immediately hazardous violations issued to buildings on the list would not be deemed corrected unless HPD has attempted at least two re-inspections, or those violations are excluded from the calculation for identifying the 100 buildings.
