City Council Legislation: Bills and Local Laws

This dataset contains information on New York City bills from 1998 through 2024.

The New York City Council is the City’s legislative body, responsible for proposing, debating, and voting on legislation that affects all aspects of city governance. The legislative process for Introductions in NYC follows these steps:

Bill Introduced – A bill is introduced by a Council Member and assigned a number.

Committee Hearings – The bill is referred to a committee for review, where public hearings may be held for discussion, public comment, and stakeholder engagement.

Committee Vote – The committee votes on whether to advance the bill to the full Council.

Full Council Vote – If approved by the committee, the bill is voted on by the entire Council. A majority vote is required for passage.

Mayoral Action – Once passed by the Council, the bill is sent to the Mayor, who may sign it into law, veto it, or allow it to become law without a signature. If vetoed, the Council can override the veto with a two-thirds majority vote.

Enactment – Once signed or passed via override, the bill is assigned a local law number and becomes part of the city’s legal code. Bills may be enacted immediately, or upon a date defined in the bill.

This dataset provides information on all introductions, regardless of whether they were enacted.

Summary
This bill would wind down the horse drawn carriage industry by prohibiting the issuance of new licenses used in the operation of horse drawn cabs. The operation of such cabs would be prohibited beginning June 1, 2024. The industry would be replaced by horseless electric carriages that provide trips within Central Park and certain areas of Manhattan. The carriages would be electric low-speed vehicles that have a maximum speed performance of no more than 25 miles per hour. In Central Park, the carriages would be limited to speeds of 3 miles per hour. The City would be responsible for establishing a program to lease or sell the new carriages to prospective owners, with priority given to former horse drawn cab license holders. Under the new program, carriage owners would be required to pay carriage drivers a prevailing wage that would be set by the Comptroller. Former horse drawn carriage driver’s license holders would be given priority for the new driver’s licenses.

These features would be “leading pedestrian interval” crossings, which display a walk indication for pedestrians before a green indication is displayed for parallel vehicular traffic, or “exclusive pedestrian phase” crossings, which allow pedestrians to completely cross an intersection while vehicular traffic is stopped in all directions. This bill would respond to the ongoing concern for pedestrian safety and is intended to help reduce the risk of accidents involving pedestrians at intersections in the city.

Summary
This bill would require the Department of Consumer and Worker Protection (DCWP), in coordination with the Mayor’s Office of Immigrant Affairs (MOIA), the New York City Commission on Human Rights, and community and labor organizations, to create and publish a workers’ bill of rights, which would contain information on the rights and protections under federal, state, and local laws that apply to all workers in the City, regardless of immigration status. Employers would be required to post the workers’ bill of rights in a conspicuous location in the workplace, and to provide a copy to employees upon hiring. Employers whose business operates online or through a mobile application would also be required to post the workers’ bill of rights online or on such mobile application. MOIA, in coordination with DCWP and community and labor groups, would be required to conduct outreach to workers in the City to raise awareness of the workers’ bill of rights. Such outreach would also include contact information for the City’s Immigration Legal Hotline and Asylum Application Help Center, resources and contact information for immigration legal services and MOIA, information on what to expect if immigration enforcement authorities come to an individual’s workplace, and information regarding federal eligibility requirements of Temporary Protected Status following designations, extensions, and re-designations of such status.

This bill would require the Department of Housing Preservation and Development (“HPD”) to promulgate certain minimum rules governing affordable housing lotteries. Such rules must provide that applicants for affordable housing receive written notification stating whether they are accepted or rejected for occupancy in an affordable housing unit, be given sufficient time and information to respond to developers’ requests for information and to appeal a rejection, and be made aware of community-based service providers that may assist the applicant. Applicants may file a complaint with HPD or the New York City Housing Development Corporation, as applicable, if they believe their application was rejected in error. HPD rules must also provide guidance to developers regarding information it may consider in selecting applicants, specifically prohibiting developers from considering photographs of an applicant’s current living situation or minor children’s report cards, prohibiting developers from rejecting applicants based solely on credit score, and requiring developers consider all sources of an applicant’s income. HPD shall provide developers training regarding applicant selection and maintain a compliance hotline for use by developers.

The advisory board would conduct baseline assessments of each agency’s food procurement processes, then develop and submit a five-year plan with one-year, three-year and five-year benchmarks. The advisory board would evaluate contract bids that are submitted in response to food procurement contract requests for proposal, and each agency may consider the board’s assessments. The advisory board would submit annual progress reports on the implementation of the good food purchasing program with recommendations, post the report on the website of the Mayor’s Office of Food Policy and hold a public hearing about its findings.

This bill would require mental health professionals to be available in each families with children shelter to provide on-site or telehealth mental health services. The Department of Homeless Services (DHS) would be required to maintain a pro-rated ratio of at least one full-time mental health professional for up to every 50 families with children. This bill would also require DHS to annually report to the Mayor and the Speaker on the provision of mental health professionals in families with children shelters, and post such report on its website.

Under the bill, it would be a misdemeanor to use a GPS device on another person’s motor vehicle without their consent to track or monitor such vehicle. The bill would not apply to individuals tracking the use of their vehicle by a minor or a law enforcement official working pursuant to a warrant or a lawful exception to the warrant requirement. The misdemeanor would be punishable by a fine of not more than $250, and/or imprisonment for not more than thirty days, with an additional or alternate civil penalty of up to $250 permitted.

Summary
The proposed bill would require the Department of Environmental Protection to study and report on the presence of contaminants from combined sewage overflows in New York City’s waterways and the Department’s progress toward milestones noted in the sewer overflow long term control plan. The Department is also required to study the effectiveness of its current regulations and chlorination treatments for raw sewage. The Department would then develop a watershed management plan as well as a green infrastructure plan with the assistance of an advisory group. Both the study and report are required on a yearly basis and the watershed management plan is required on a yearly basis beginning in 2023. The commissioner would also be required to hold a public meeting to present the reports and allow a public comment period before finalizing any plans or recommendations.

A Local Law to amend the administrative code of the city of New York, in relation to increasing transparency and accountability in the real property tax assessment process
Summary
Currently, property tax assessors from the Department of Finance (DOF) are required to conduct a personal examination of every parcel of taxable real property once every three years and every parcel of non-taxable real property once every five years. This local law would require DOF to annually publish the list of all parcels that were personally examined by a property tax assessor identified by borough, block and lot and street address, the date on which the examination occurred, whether the parcel is taxable or non-taxable and the method by which the parcel was examined. In addition, the local law would require assessors to document the valuation method used to assess a parcel, including the reason such valuation method was chosen, and, where applicable, to document the comparable properties used to assess a parcel, including the reason such comparable properties were chosen. The local law would also require that DOF annually publish on its website the guides, manuals, protocols, policies or procedures used by the assessors to assess and value property.
Lastly, this local law would require that the Notice of Property Value (NOPV) sent to cooperatives and condominiums list the comparable properties used to assess the value of the property and, where the comparable properties are different than those used in the prior tax year, the NOPV should indicate the fact of such change and the reason for the change.
